HomeMy WebLinkAbout1995-12-01-BFC-min.pdf TOWN OF LEXINGTON AD HOC BUILDING FINANCE COMMITTEE Minutes of Meeting December 1 1995 at the School Administration Building, as approved December 8 , 1995 The meeting began at approximately 7 37 a m with all committee members except Pierce present Materials Distributed Updated table sheets from Moynihan on Schools , Updated table sheets from Fields on public buildings , both "final" drafts dated 12/18/95 The meeting concentrated on content of the committee 's report to the Selectmen - to be delivered prior to formal presentation at the December 18th Selectmen' s meeting and to the School Committee the next night The report is to be finalized December 8 Animal Shelter Chairman reported that he received word that Health Director George Smith questioned the committee' s proposed recommendation to surplus the Animal Shelter, which actually brings revenue into the town and is shared with Hanscom Field Kelley will talk with Smith before next meeting School Imnrovements are to be wrapped into "enrollment driven growth" and tell what eventual costs to the town are likely to be, calculating eventual space needs Only needs identified by the School Department were included in the numbers given on the schools ' sheets Some debated whether total higher numbers including program changes should be noted Agreed that only program upgrade to be included by the Committee will be for computers/networking Concern was expressed that in the Archetype report program and building requirements were double counted Noted that seven more classrooms are needed by elementary schools Next year a temporary classroom will be needed at the Harrington School Jenkins and Garber questioned enrollment-driven needs Some of the demographic trends that are now occurring were cited, such as seniors selling their homes to families with school-aged children and some of the new apartment developments that have brought in more school pupils (70 from Lexington Ridge alone) Jenkins and Garber reported on their findings from visits to the high school and Diamond and expressed desire to submit a report Committee agreed their report should be in writing and in the final report Also agreed that the secondary level schools, and especially the high school , need professional space use analysis and planning, working with school staffs Chairman Kelley reported that he toured Diamond yesterday and asked about empty classrooms He reported seeing students working in various spaces in small groups Agreed that the committee ' s numbers in its report on schools should be worded "subject to space analysis " Chairman emphasized that the report should reflect economic reality, and it will give kudos to staff maintenance without adequate budgets He will send its draft to committee members before the next meeting Adjourned 9 37 a m Respectfully, iasiaL Erna S Greene, Sec 'y
