HomeMy WebLinkAbout1997-01-24-BFC-min.pdf TOWN OF LEXINGTON AD HOC BUILDING FINANCE COMMITTEE Minutes of Meetina January 24 1997 in Selectmen's Meeting Room, Town Office Building The meeting was called to order by Chairman Kelley at 7 38 p m with all committee members except Eagle and Kennedy (who cannot serve any more because he is a member of the Capital Expenditures Committee) present Director of School Buildings Operation Moynihan also attended Continuance of Committee correspondence was reviewed, along with what might be alternative possibilities of dealing with overall evaluation of building project priorities Selectman McSweeney was the strongest advocate of continued existence of the BFC Pierce reiterated his agreement with the tenor of the chairman's letter asking for committee' s sundown Garber pointed to the need for affirmation of the town's need, interest and priority (value) in a project or an alternative Strong backing would be needed for a very large project Jenkins cited need for a "more reasoned approach" as apposed to being rushed into the schools ' complex program Pierce commented that the BFC would be duplicating what the PBC is now doing Kelley pointed out that the BFC' s previous recommendations would not merit state reimbursement since they do not deal with the growing school enrollment Jenkins asked if the selectmen should be asked to refine the charge to the BFC A history of the School Committee's thinkina about how to address the enrollment bulae was given by Moynihan He used the example of spaces being currently being planned for special education by the HMFH firm He foresees a solution somewhere the HMFH' s 2000 square foot learning centers and the present closets He described the HMFH process that began with a wish list Noted that the BFC should sit in with the PBC to get up to speed on a short time line The PBC is shooting for a February 4 final report This is in less than two weeks Jenkins said he is bothered by quick fix versus total program costs Moynihan stated that he would not advocate any , project that does not merit state reimbursement Garber asked if it might be better to go with a temporary accommodation until total planning can be achieved Moynihan said he would rather purchase portable classrooms for use now and during construction It was asked if the design and the construction drawings phases could be separated Committee decided to invite the Permanent Building Committee to the next meeting of the BFC Need for understanding of the schools ' problems and process toward proposed solutions Generally acknowledged that an actual need exists for schools Chairman promised to draft a letter in answer to the Board of Select- men' s request Pierce and Jenkins offered to contribute to this effort Garber cautioned about "rush to judgment" but noted that he will be extensively from two days hence until March Adjourned at 9 12 a m until Friday, January 31 , at 7 30 a m , with the Permanent Building Committee Respectfully submitted, t4c454.
