The regular meeting of the Board of Selectmen was held at the Selectmen 's Office, Town Office Building August 13, 1929 at 7:30 P.M. Messrs. Burnham, Custance and Blake were present. Mr. Blake came in late owing to the fact that he had to attend a Directors ' meeting at the Lexington Trust Company. 4 Mr. Peter Canessa came before the Board to ask that he be granted a Second Class Dealer 's P. Canessa, License to operate at 497 Massachusetts Avenue. Dealer's License. The Board informed Mr. Canessa that if he desired to operate an establishment, they might consider granting him a license provided he clean up his own premises of old automobiles and junk, and also that he clean up the premises at 497 Massachusetts Avenue. Mr. Canessa promised that he would clean up his premises of all the junk and materials that were there. The Board then voted to grant Mr. Canessa a license. Mr. Custance reported that he looked at the roof at the Center Engine House and found Center Engine House it in a poor condition and he ordered certain Roof. .. repairs made so that it would be serviceable for the winter. He did not feel, however, that it should be re-shingled inasmuch as consideration should be given the Center Engine House. At 8 P.M. hearing was declared open on the applicationof the E.E.I.Co. to install under- / ground conduits in Marrett Road, from Waltham E.E.I. Conduit. Street to Middle Street, a distance of ap- proximately 8725 feet, and Middle Street from Marrett Road to Lincoln Street, a distance of approximately 2565 feet, and in Lincoln Street from Middle Street to the Lexington-Lincoln line, a distance of approximately 2960 feet. Mr. Gould explained that it was necessary to have this underground conduit, inasmuch as they have extended their service to take care of the Towns of Maynard and Acton. The Board decided to grunt permission to the E.E. I.Co. inasmuch as it was understood that they were to install the conduit at the side of the road and that any repairs or replacements will be taken care of by them provided they could get an agreement from the State to install the conduit on the State highway. The Board discussed the laying out of Fottler Ave. Fottler Avenue from Cliffe Avenue to the brook, and voted to send out notice of their intention to lay out this street to a 40 ' width. 332 Inasmuch as request has been made for Water Main, a water main in Vaille Avenue, the Board voted Vaille Ave. to install an 8" main for a distance of 700' . The extension would supply 13 families now taking water through a 2" pipe owned by Mr. MacPhee. There would be no guarantee necessary. Mr. Coleman and Mr. Manning came before Mr. Coleman, the Board to discuss the matter of drainage re dritinage. from Waltham Street over the property formerly owned by Mrs. Ida H. B. Cappet+. This property has been sold by Mr. Harry A. Burgess to Mr. Coleman, and he is now ready to make arrangements for taking care of the drainage, and the Town Engineer explained to them that he wanted a general sketch of what they intended to lay out so that he could layout the drainage plan. The Board informed Mr. Coleman that they intended to take care of this drainage right away and asked that prompt action be taken. Grandstand Mr. William B. Wilkins asked that the to Bedford. Board grant permissicn to borrow the grand- stand for the Town of Bedford so that they might use it at their 200th anniversary celebrat=ion. The Board voted to grant permission provided that they have Mr. Charles DeVeau set up the grand- stand and take it down. It was voted to transfer the sum of $5000 Transfer of from the Sewer Assessment fund to the Sewer $5000. Construction Fund, inasmuch as the Sewer Construction Funds are low. Letter was received from the Supt. of Issue of Public Works and Supt. of Water & Sewer Dept. 11 Bonds. advising the issue of bonds for water construction. The Board considered borrowing $10,000 from the Lexington Trust Co. in anticipation of issuing bonds and voted to do this if it can be so arranged. Mr. Blake reported that he had a bid from the New England Nurseries of Bedford of $40. Evergreen, for planting the front of the Ha es Fountain Hayes with evergreens . He stated that he felt that Fountain. the evergreens taken from the soil of the New England Nurseries would grow better in the location where they were to be planted, rather than the evergreens taken from the Breck-Robinson Nurseries inasmuch as the soil there is of a more soggy nature. The Board requested Mr. Blake to make negotiations to have the planting carried out of whatever in his judgment deemed to be the best. t e) ') Letter was received from the Town Counsel in which he called attention to Section 173 of Town Counsel Chapter 140 of the General Laws which states re dogs . that the Town may make ordinances or By-laws , relating to licensing and restraining of dogs. He therefore thought that the Town had authority to make a By-law requiring that dogs be vaccinated annually, and if this By-law were enforced it would not be necessary to issue any restraining order. The Board decided to request Mr. Wrightington to draw up such a By-law to be considered for adoption at a Town Meeting. The Board requested the Supt. of Public Works Water, to make a detailed report in regard to the water Nicholsf that is entering the property of Charles G. property. Nichols, 94 Hancock Street. Letter was received from Russell A. Sears, Vice Chairman of the Governor's Committee on Letter re Street and Highway Safety informing the Board Highway Safety. that Governor Allen had appointed an executive committee for this purpose and asked that each Town in the State appoint a Committee to represent the Town in matters relating to the Highway Safety. The Board decided to lay the matter on the table for one week. Letter was received from the Supt. of Public Works in which he stated that Mr. A.A.Ross was allowed $20. a month for the use of his car Mr. Ross ' ear and gas and oil; that his taxes and insurance amount to $57.80, and he has paid $39.80 for tires. He felt that Mr. Ross should be allowed an additional $10. per month, inasmuch as he operates the car approximately 40 miles a day. The Board voted to increase his allowance to $30. per month. Mr. Custance reported that he had been negotiating with the purchasers of the Glass Glass property. property in an endeavor to sell to the Town a strip of land in accordance with the plan drawn by the Town Engineer, so that the widening could be made to the entrance to the Playground, and taking could be made as an extension of Clarke Street. The deeds of the property have passed from the Glass family to the new owners today. Attention was called to the fact that Swenson Water main ext Brothers have purchased the Harry Kelsey place Spring St. on Spring Street and desire an extension of water to the premises . The following is the weekly report of the Supt. of Public Works: 3 For the week ending August 10, 1929. Highway Department The construction of Massachusetts Avenue has occupied the department during the past week and this work will be completed during the present week. Surface patches were made in Massachusetts Avenue, Hill Street and Winter Street. Brush was cut in Wood Street and Mass. Avenue. During the past week the culvert crossing Bow Street has been extended, making the street forty feet wide at this point and eliminating a dangerous condition. Next week, the department will be occupied with regular maintenance work. Moth Department. Trees in Lowell Street have been trimmed and one tree in Waltham Street, one in Hancock Street and one in Mass . Avenue have been removed. The work of trimming and removing poor or dead trees will be continued next week. Park Department. The regular maintenance work has been attended to by the department. The spreading of filling at the playground and dressing the Buckman Tavern grounds with loam was also done. The swimming pool construction is progressing favorably. Next week, the department will attend to the regular maintenance. Water Maintenance. Water services have been installed for the following persons : Brennan, 1 Oakland Street ; Mac- Fawn, Marrett Road, about 601 of 6" pipe laid at Breck-Robinson Nursery to increase pressure ; Cooke, Forest Street. Two men have been greasing and repairing hydrants and two men have been tieing in shut-offs. Water Construction. The water extension on Robbins Road has been completed. We We have laid approximately 1501 of 6" water main on Banks Avenue; 1751 of 6" water pipe on Baker Avenue and installed one hydrant. One hydrant installed on Shade Street. Started extension of water main in Simonds Road. Sewer Construction. We have completed the sewer extension on Robbins Road. Sewer Maintenance. Sewer services have been .installed for the following persons : Spencer, 16 Waltham Street; GItIcreast, 55 Waltham Street; Cooke, Forest Street; and Breflnan, 1 Oakland Street. Drains . Seven men have been working at the swimming pool, digging trenches for drains . Two men have been working at raising manholes and gate boxes where the road is being reconstructed. The work was started on the Charles Street sewer Monday, August 12, 1929. The contemplated work for the week ending August 24, is as follows : Charles Street sewer, water and sewer services , .etc.. ENGINEERING DEPARTMENT Sewers Lines and grades for construction at Robbins Road. Lines and grades for house connection on Waltham St. Sidewalks . Checked granolithic measurements with Simpson Bros. Highways . Figured individual takings for 100' street along Vine Brook. Measurements of new construction from Waltham Street to Elm Avenue. Midcellaneous . Continued work for sewer study of Lexington. Crew of three men spent entire week making profiles of streets. It will be necessary to cover about 45 miles in this profile work. Assistant S. A.
