Associate Commissioner Absent: Chair Paul O’Shaughnessy called the September 5, 2024 Historic Districts Commission meeting to order at 6:04pm. FORMAL HEARING Chair Paul O’Shaughnessy opened the formal hearing for 1841 Massachusetts Avenue, exterior alterations (Signage) in the Battle Green Historic District Documents Full plan set of proposed alteration: dated July 25, 2024 Photographs of entire place of each building elevation visible from the public way: dated July 25, 2024 Material List: dated July 26, 2024 Work Scope Narrative: dated July 26, 2024 Owner Authorization Letter: dated July 25, 2024 Legal Advertisement Authorization Form: dated July 26, 2024 The applicant explained the proposed signage plans for the structure at 1841 Massachusetts Avenue. The Commission approved this application with one condition that Edward Adelman will serve as the liaison to review the final proposed signage plans and approve this application administratively. No Public Comments. Motion was granted and seconded to issue a Certificate of Appropriateness for exterior changes to 1841 Massachusetts Avenue on the condition that Edward Adelman will serve as the liaison to review the final proposed signage plans and approve this application administratively. Dan Hisel said that the vinyl fences are unlikely to be approved according to HDC Guidelines. He will serve as the liaison for this application. The Commission agreed to continue this application to October HDC meeting with updated fence plans. Genevieve Wang, 1 Patriots Dr, and Dawn McKenna, 9 Hancock St, expressed their dissatisfaction with the white vinyl fence plans as proposed. The Commission reviewed th the proposed plans and agreed to continue this hearing to September 26 HDC meeting. Paul O’Shaughnessy and Richard Neumeier will serve as the liaison for this application, and they will do a site visit after the hearing. Matthew Siegal, Executive Director of Lexington Arts and Crafts Society, Dave Pronchick, 1888 Mass Ave, and Dawn McKenna, 9 Hancock St, expressed their concerns regarding this application. The Commission review and agreed the plans were appropriate. The replaced windows will match the details of the existing windows. No Public Comments. Motion was granted and seconded to issue a Certificate of Appropriateness for exterior changes to 15 Meriam Street. Motion carried, All in favor. Chair Paul O’Shaughnessy opened the formal hearing for 13 Depot Square, exterior alterations (Exterior Alteration) in the Battle Green Historic District Documents Full plan set of proposed alteration: dated August 26, 2024 Legal Advertisement Authorization Form: dated August 8, 2024 The applicant explained the proposed exterior alteration plans to 13 Depot Square. Chair, Paul O’Shaughnessy was abstained in terms of vote because he is the member of Lexington History Society but there is no financial interest. A quorum was preserved and Edward Adelman was acting as the Chair for this application. The Commission reviewed the proposed exterior alteration plans and agreed to continue this hearing to October HDC meeting with more details. Dawn McKenna, 9 Hancock St, expressed her concerns regarding this application. CONTINUED HEARING Chair Paul O’Shaughnessy opened the continued hearing for 15 Meriam Street, exterior alterations (Chimney Demolition and Balcony Railing and Post Replacement) in the Battle Green Historic District Documents None Historic Districts Commission 3 / 5 The homeowner described the proposed faux chimneys details. Dan Hisel has been served as the liaison for the application to review and approve the in-kind faux chimney administratively. The Commission agreed to continue this hearing of proposed balcony railing and post replacement plans th to September 26 HDC meeting. No public comments. Chair Paul O’Shaughnessy opened the continued hearing for 4 Percy Road, exterior alterations (New Construction) in the Munroe Tavern Historic District Documents Updated proposed plans: dated August 22, 2024 Exterior Color Options: dated August 22, 2024 Petition letter against new construction at 4 Percy Rd: dated September 5, 2024 The architect explained the updated new construction plans and proposed exterior color option plans for the new construction at 4 Percy Road. The Commission review and approved the new construction plans with conditions that further review of entry pergola and final color scheme. Some abutters were opposed to the proposed new construction and filed a petition letter against this proposed new construction at 4 Percy Road. John Shagoury, 7 Percy Road, expressed his concerns regarding the old cooper beech tree which is on the lot line. He stated that this is one of the oldest trees in Lexington and any construction will damage this tree and its root system. Dan Hisel made a motion to approve the new construction plans submitted with one caveat that coming back with details for the entry pergola and final color scheme. Brien Cooper Seconded. Roll Call Vote: Dan Hisel – Yes, Richard Neumeier - Yes, Brien Cooper – Yes, Edward Adelman – Yes, Paul O’Shaughnessy – Yes. Motion carried, All in favor. Motion was granted and seconded to issue a Certificate of Appropriateness for new construction at 4 Percy Road on the condition of further review of the entry pergola and final color scheme.
