1922 .
The following men were elected as Selectmen under authority
of Chapter 1 .. of the General Acts of 1922 , at the Annual
March Election, said Selectmen to act as a Board of Health.
William S Seaman, Chairman.
Joseph R Cotton
Albert B. Tenney
Hallie C. Blake
Albert H. Burnham.
Mr . Albert H. Burnham was designated to have charge
of the following departments
Board of health
Inspector of Animals
" Slaughtering
" Plumbing
" " Milk.
Dental Clinic.

Meeting, March 28 , 1922.
All Members Present.
The Board authorized the use of $100 for Mr. Beaudry
to build a sewerage disposal pit on land of Mr. Albert H
Burnham.
It was voted not to grant a permit to keep pigs to
Mr . H. L. Corwin of the Middlesex Live Stock Co 2 Quincy
Market, Boston.
Leonard K Dunham and George A. Warner were appointed
Slaughter Inspectors subject to the approval of the State
authorities.

MEETING APRIL 11, 1922 .
All Members Present.
lilliam Hunt was ordered to connect the house at 13 and 15
Waltham Street with the sewer , and also to fit the house with
necessary utilities
It was voted to appoint the following committee to have
charge of the Dental Clinic in the public schools .
Dr. Harry B. Osgood, Chairman.
Harry A Lowry
Alice Newell , Secy and Treas .
Dr. Francis J . Greeley of Arlington was appointed Dentist
in charge of the clinic .
Approval was received from the State Department of Health
of the nomination of George A. Warner and Leonard K. Dunham
as Slaughter Inspectors .
Mr . Burnham reported that the Morrill place on Lowell St.
had been cleaned up satisfactorily , and he understood from the
neighbors that Mr. Morrill intended to sell the place as
soon as possible.
Mr. Burnham also reported that Mr . Henry Comley of Sherman
Street complained of the condition of the land next to his
property. As the conditions did not constitute a nuisance it
was decided that this was not a matter for the Board of Health
but for Mr. Conley to take up with Mr. Peirce owner of the land.

MEETING, APRIL 25 , 1922 r-
All ,Members Present.
The condition of the dump in the rear of the Chinamen' s
shop was called to the attention of the Board
Attention was also called to the fact that the hens
belonging to the Chinaman caused a nuisance by being on the
Town hall property.
It was decided to call the attention of the Chinaman to
these matters .

MEETING, MAY 2 , 1922.
All Members Present.
Slaughter licenses were granted to Amos Holman of Hill
Avenue , fee being $75 and to Gustav Bunzel of East Street ,
fee being $100.
Mr. Frederick Lundergan was requested to connect the
houses at #7 and #9 Sylvia St, with the sewer.
Mr Burnham reported that he had viewed the O 'Halloran
house on Waltham St with the Building Inspector , and that
as a result of the inspection he saw no reason for ordering
the house to be made into a three family house a_ s the three
families live as two families and the cooking for the family
on the top floor is done on the first floor.

The Board voted to grant a Slaughter License to August Young,
fee for same being $100.

MEETING , MAY 29 , 1922
Messrs Seaman, Cotton, Blake and Burnham Present.
Report of Slaughter inspector Leonard L Dunham vas received
and placed on file .
Mr. Burnham called attention to the fact that Fred Burgess
of Grant Place made a practise of clearing out his cesspool and
placing the same on the land at various intervals
The Board notified him to cease this practise
i\Tr Burnham called attention to the fact that Dr . Osgood
had not received compensation for services and materials rendered
during the years 1919 , 1920 and 1921 .
It was found that the School Committee wrote the former
Board of Health requesting them to pay the bill , but the Board of
Health stated that the bill was not incurred by them and that the
Dental Clinic had not been established, under the Board of Health,
at the time the bill was incurred.
It was decided to adhere to the decision of the former
Board and inform the School Committee that they should pay the
bill
Copy of the letter sent to the School Committee was also sent
to Dr Osgood.

MEETING, JUNE 6, 1922 .
Messrs Scamman, Cotton, Blake and Burnham Present .
Mr. Burnham called attention to the fact that he is receiving
complaints about the piggeries in town.
The matter was generally discussed by the Board and 1r Burn-
ham agreed to take it up with the State Board of health.
The Boston & Maine RE were notified not to send any further
consignments of manure to Lexington as the closed season is from
June 1st to October let.
Mr. Cotton called attention to the fact that the cesspool
built by M. J Pero on Independence Ave was built so that it will
lay within the limits of the street line .
Mr. Pero was notified to that effect and requested to fix
same so that it would not be in the street line .

MEETING, JUNE 13 , 1922
Messrs Seaman, Cotton, Blake and Burnham Present.
Bill for cleaning of cesspool at 331 Mass Ave . Lexington ,
wan sent to Mr James W Aebster , with the request that he pay
same as it was not ordered by the Board of Health
Mr Burnham reported that he had been in to the State Depart-
ment of health to secure informatiom relative to what authority
the town had to abate the nuisance of the large piggeries in
Lexin, ton.
He was informed that the local Board of Health could abolish
the pigferies under the offensive trade act.
The procedure the Board decided upon , however , was to call a
meeting of the farmers together on June 20, at 8 P M to talk
over matters in regard to cleaning up their piggeries in the
future , and to warn them at that time that if any complaints are
received in the future the Board would have to take legal action.
He also inquired as to whether or not bills for care of persons
at contagious hospitals for people who own property should be
paid by the Board of Health or not He was informed that the
Board of Health should not be responsible for the care of these
persons.
He also inquired about the treatment for dog rabies and was
informed that the persons receiving treatment should pay for
same
Complaint was received from the Belmont Country Club in
regard to the stench from the piggeries of Miskell
They were notified that the Board, of Health is now taking steps
to abate these nuisances .
Acknowledgment was received from the Boston & Maine RR in
which they informed this Board that they will exercise due
caution so that during the closed season no more manure will be
shipped to Lexington

MEETING, JUNE 20, 1922.
All Members Present
Hearing was held at which all of the piggery owners in
Lexington were requested to attend. The purpose of this hearing
was to request the piggery owners to keep their places permanently
cleaned up so that the State Department would not have to close
up the piggeries in Lexington.
The following men were prevent at the hearing.

Latter , Chester A. Fogg, Ricci Bros John Shea , James F Moran ,
August Young, Fred Long and ainthrop J atone , representing the
Middlesex Pig 'ery on Walnut St , Frank Canisius , James F Kimball .
iilliam 0 Potter , Frank Maher, Ernest H. Packard, Cornelius T .
Shea , John Poi Miskell, Jacques Margouleff, Representative from
Ryder Stock Farm, Bartholomew Connors and Mr Johnson.
Mr . Burnham informed the men. of his visit to the State
House in regard to piggeries , and gave the suggestions given him
as to keeping the pigs clean.
Mr . Cotton informed the meeting that the Middlesex Piggery
on Walnut St seemed to be one which should be an example to
the other piggeries , and forwarned the men that as Lexington is
becoming more thickly populated, the places must be kept cleaner.
The Board asked for suggestions from thea hers as to keeping
the places clean, but none present desired to give any advice
to the others
The hearing closed, and the Board hopes that the gathering
will bring the proper spirit to the farmers so that no more
complaints will be brought to the Board of health.

.,;Ir Joseph A. Marshall of 13 Sylvia St complained of the
stench from pigs kept by Max Governar of Sylvia St.
Mr Governar was ordered to clean up his premises
Albert H Burnham called the Board' s attention to bills
received for treatment for rabies , also to letter written to the
State Dept. of Health relative to bill Pent to 'Wallace H Snow
It was decided to ask Dr. Barnes , Health Officer, to come
before the Board next Tuesday evening to talk matters over
Complaint was received from Mr. Bond of 47 Lincoln St.
of the piggeries of B Connors of Mass Ave
Reports of Slaughter Inspectors were received and placed on
file.

MaETIPG, JULY 18 , 1922 .
Messrs Seaman, Cotton , Burnham and Blake Present.
Complaints still coming in about the piggeries of Bartholomew
Connors and Charles F Mills, it was decided to again notify
these people to clean up their premises .
Copy of legal opinion on payment of bills for anti-rabic
treatment was directed sent to Lr Barnes , Health Officer
The opinion stated that the responsibility of payment of
bills was not on the Town.

All Members Present.
A letter was received from the Health Officer , Dr Barnes ,
in which he gave his stand in the treatment of Anti {abic cases ,
and asked what the stand of the Board would be in the future
The Board considered the matter of restraining dogs , it
being noticed that the neighboring towns and cities are again
restraining the dogs, but it was found, however, upon investi-
gadion from Dr. Alderman that it was not necessary to -restrain
the dogs at the present time.

Report of Inspector Leonard A Dunham for the month of
July was received and placed on file .
Complaint having been received that the cesspool of
Eugene U Monahan on Lowell Street was overflowing, he was
ordered to clean up same and keep it clean.

MEETING, AUGUST 22 , 1922
Messrs . bcamman, Cotton, Blake and Burnham Present
It was decided to send the bills for Contagious Diseases
which have not been collected to the Town Counsel for Collection
Mr . Ernest H h Burroughs came before the Board and informed
them that he had intended to build a house on Pleasant Street
but owing to the fact that the stench from the pigs of Moran was
so offensive he did not feel that he should build his house , al-
though he wanted very much to come to Lexington to live .
He urged the Board to do something so that Lexington could
be built up.

MEETING, SEPTEMBER 19, 1922.
All Members Present.
Report of Leonard K. Dunham as Inspector of Slaughtering
was received and placed on file .
Notice was received from the Board of Health of Waltham
stating that Charles Cassells was ill with Sc,slet Fever and
that the cost would be charged to the Town of Lexington.

MEETING, SEPTEMBER 26 , 1922.
All Members Present.
Complaint was received that the Rubber Weld, a concern
located on Waltham Street employed five girls and that there
were no toilet conveniences.
The Clerk was instructed to turn the complaint o -er to
the Plumbing Inspector to investigate and report.

MEETING, OCTOBER 3, 1922.
Messrs Cotton, Tenney, Blake and Burnham Present.
Notice was received that Mrs. Annie Dalrymple who was admitted
to the North Reading State Sanatorium from 176 Mass. Avenue on
July 10th, 1922 discharged herself from the institution against
advice with conditions improved on September 20, 1922.
Reports of George A. Warner and Leonard K. Dunham were
received and placed on file.

MEETING, UUTuBER 17. 1922.
Messrs. Scamman, Cotton, 'Tenney and Blake Present.
In regard to the audubon Road drainage system the following
vote was passed
"From investigation for some time past and the report of
Messrs. Weston and Sampson, San. Engineers acting in behalf of the
Town, the Cesspool on Elmer A. Chadwick' s land off AudubonRoad,
is considered unsanitary and to be a nuisance, and that the acts
of Mr. Doe did not sufficiently abate the local condition although
it materially improved it, therefore it was voted, That Mr. Chad-
wick be ordered to abate said nuisance forthwith."
Mr. Chadwick was notified of the above.
A slaughtering license was granted to Thomas G. Whiting of
Waltham Street,
An alcohol license was granted to Calvin d Childs .
It was reported that Mr. Toye had made a complaint about the
dump at Baker Avenue . Mr. Blake stated that he had informed him
that he should get in touch with the owner of the property and get
permission to burn the rubbish. Mr. Tenney suggested that the burn- f
ing of the rubbish be done under the superivigion of some member
of the fire department.
The matter of a town dump in East Lexington was then taken
up and it was referred to Mr. harrison to get in touch with
Mr. Toye about a dump.
