HomeMy WebLinkAbout1928-10-16419 REGULAR MEETING, OCTOB;R 16, 1928. G A regular meeting of the Board of Selectmen was held at the Selectmen►s Room, Town Office Building, at 7:30 P.M. Messrs. Burnham, Ballard, Custance, and Robertson were present. The Supt. of Public Works and the Cl= rk pro -tem were also present. At 8:30 otclock P.M. hearing was declared oven upon the application of George J. whipps for permission to erect a one car garage on his presm3es at Bridge and Payson Streets. Mr. Whipps and the Building Inspector appeared in favor of the petition. No persons apr+eared against the application, and it was voted to grant the permit. Hea$ing was declared open at 8:35 P.7. upon the application of Mary C. Tibbetts for permission to erect a one car garage on her premises at 60 Reed Street. No persons anpeared against the application, and it was voted..to grant the permit. At 8 o'clock- P.M. hearing was declared open uon the application of Eleanor A. Doran under Section 16 of the Zoning By Laws, for permission to erect a concrete block plant on her premi &es n East ttre t N1r. -Doran of Eas� street brother of the applicant, together with Mr. Howel T. Evans, 52 Gleason Road., and William S. Stevenson of Lowell Street, Arlington came before the Board. Plans of the location of the plant were presented, and !'ir. ' Evans stated that the plant would be about 200 yards from East Street and would not be a source of annoyance to anyone near there. The building would be of wood and a temporary one, remaining there only as long as the sand held out. The matter was discussed, and it was voted to grant her per+ mission to erect a concrete block plant on her premises. The Board signed the Warrant fot the Presidential State Election to be held on Nov. 6, 1928. The following licenses were signed: Boston & Maine Transportation Co. Bus License Alcohol License, Metropolitan Filling Statinn Letter was received from Albert A. Roes, Senior Vice - Commander of the Stanley will Post No. 38, in which he re nested' the use of the Cary Memorial Building for the evening of uov. 12, 1928. It was decided to reserve the building for them on that date, and to charge the Legion 20% of the regular rate for the use of the building. The weekly report of the Supt. of Public works is as follows: For week ending October 133, 1928. Highway Department. The Highway Department was occupied with the following 2 work: Construction of Prospect Hill Road; replacing surface on Massachusetts Avenue where trench was excavated for drainage purposes; removed curbing and excavated loam replacing it with gravel at the corner of Massachusetts Avenue and ',"jaltham Street; patching surface of Hancock Street and Concord Avenue; and clearing brush from North Street; also, cleaning catch basins. Moth and. Shade Tree. Dept. The department treated gypsy moth nests on Lincoln Street, Weston Street, Concord Avenue and Spring Street. Park Department. The Department wis occupied with the regul^r work of maintenance. Water Mdihtenanee. The following services have been installed: Richards, Dexter Road; Green, Shade Street; thirteen services for Nickerson on Byron and Lockwood Streets. Water Construction. Approximately 260, of 6" pipe have been laid in Byron Street. This completes the extension of the water main in the Nickerson development, making a total of 760, of 6" pipe that have been laid. Work was started SaturdayOctiber 13 on the extension Of an 6" main in Bernard. Street in Me ntosh's Sunnyfield development. Sewer Maintenance. Work was started on the instklation of a sewer service to the new Rubin & Seligman block; started service for B=ollard, Glen Road; White, Glen Roa^, and Stratton, Glen Road. Sewer Construction Approximately 200, of 8" sewer pipe have been laid. in Glen Rd. The Work contemplated for the week ending October 27, is as follows: Continuation of the Bernard Street water -mein in con- struction of sewer in Upland. Road Engineering Department. Lines and grades for construction at Glen Road. Highways. Figured and plotted takings at Lowell and North Streets over limits of Ryder property. Figured and plotted takings at the junction of Tavern Lane and Yerpy Road with Massachusetts Avenue. 1 Miscellaneous. Spent entire Monday with sir. Raymond of Metcalf & Eddy. Supplied him with office plans and notes to_assist _in the sewer survey of 1000 acres southerly of Marrett Road. ' Located new buildings along Mass. The Board approved the bill from Metcalf & Eddy for $1500 for work done on Vine Brook Drainage. l It was decided to lay upon the table until next week the bills from Metcalf & Eddy, $1300. for report on Water System, and the bill from Industrial Appraisal Co. for $450. Letter was received from James D. Colt. William H. Hitchcock and Alfred H.Shrigley, Commissioners appointed to determine the proportion in which any city or town shall pay money into the treasury of the Commonwealth to meet three-fourths of the cost of the laying out, const.ruction, and completion of the Traffic Route between the City of Boston and the territory north and east thereof, commonly known as the N rthern Artery and stating thgt a hearing will be held at Rin. 460State House a� 11P00 A.M. on 1hursday, - October 25, 1928. ' It was decided to turn this matter over to the Town Counsel and ask him to a>ktdsend the meeting. It was also decided to inform him that as the Town of Lexington isnot benefitted by this route that they were not in favor of participating in the expense of construction. Blue print was received from Mr. Greeley relative to Police Sign to be placed on or near the Office Building. It was decided to ask Mr. Ballard to bring in some suggestion for next Tuesday eoent*g in regard to the sign. Letter was received fro- the Town Counsel in which he stated that the Master has made no rulings of law and his findings of facture as favorable as could. be expected in the case of Lexington v. Bean and Perkins. The case will now be marked on the list for argument on the questions of�law, which are the important points in the case. Application of Robert P. Trask of 610 Mass. Avenue was received, and. the matter of sewer connection was left with Mr. Ballard to talk with }Ir. Trask and. report next Tuesday.evening. Permission was granted to the Edison Electric 111. Co. to set one pole and remove one pole at Percy Road and Tavern Lane. ' Deed was received from Miss Ellen Tower's Attorney relative to Tower Park which Miss Tower is desirous of giving to the Town. After discussion on the matter, it was decided to refer the deed. tor. Ballard, and. Mr. Scamman was requested to get blue print of plan referred to in deed, together with assessed valuation of land. 422 ..,► a The tenttative schedule of prices to be charged for the use n of the Cary r`emorial Halls was corrected to read as follows: concerts & Lectures $25.00 (Additional $10.00 for picture ' and the following was added: machine.) 20% of above rates will be charged to organizations for charity purposes. The matter of sprinkler insurance was brought up, and it was voted to request Elmer A. Lord & Co. to bind additional sprink�er insurance on Memorial Building and Town Office Building as of ctober 18, 1928. Mr. John J. Donovan, 314 Mass. Ave., Arlington, cambebefore the Board together with the Building Inspector in reference to lot of 92 feet frontage on Moreland Avenue, which he desires to divide up into two lots, one lot being 40 feet where a house is situated at the present time, the other lot being 52 feet, where he desires to build a new house. Mr. Donovan presented a sketch showing his lot. No action was taken on the matter. '7 The matter of new sidewalks on Mass. Avenue where there is new construction was discussed, and the Supt. of Puklic Works was requested to have recommendation relative to this work at the meeting of the B , oard two weeks from this meeting, Oct. 30/28. I Mr. Ballard reported that he had received a letter from Mr. John Nolan in regard to Town Planning, and stating that it would be of great help to have a Town Planner work with Metcalf & Eddy in their study of the water and sewer problem of the Town of Lexington. Letter was received from the Building Inspector relative to buildings on Hillcrest Avenue in which he stated that he is watching the work on them and will see that they are built in the proper manner.
