REGULAR MEETING, APRIL 17, 1928
A regular meeting of the Board of Selectmen was held at
the Selectmen' s office at 7:30 P.M. Messrs. Burnham,
Custance, Ballard, Robertson, and Chamberlain were present.
The Supt. of Public Works and the Clerk were also present.
Mr. Randall B. Houghton came before the Board in regard 4
to Payment of bill $149.35 which was rendered to the Board for
work done by the Field and Garden Club in 1925, 1926, and 1927.
ae Stated that in 1921 and 1922 the Field and Garden Club were
made payments by the Town for work done amounting to $56.71
and $60.00 respectively in those years, and since that time
nothing has been paid by the town, but a great deal of work
has been done by this Club in cleaning up the grass borders
that are on the highway.
The Board discussed the advisability of having the Field
and Garden Club do this work, and Mr. Houghton stated that
the Club was an old one and that it had been the custom of
the club to do this, but he was willing to abide by what the
Board decided to do, but he did feel that they ,S.hould pay
the bill of $149.35 inasmuch as this had been the custom in
the past and it was simply owing to the negligence of the _
TreasuBer that the bill had not been received.
After fir. Houghton retired, the Board voted to pay the
bill of $149.35 but decided to notify the Field and Garden
Club that hereafter the Board would prefer that the Field and Gar-
den Club would not do any work on Town property.
In regard to the exchange of land proposed by Robbins &
Smith near Harrington Park, Mr. Robertson reported that he
and Ar. Chamberlain had viewed the stakes laid out by the
Engineer showing the property Robbins 64, Smith' intend to deed
to the Town to straighten out the matter of Harrington Park,
and they found that the land intended to be deeded would be
all right for the Town to accept and the Board decided to
authorize the Town Counsel to pvoceed to negotiate with
Robbins & Smith to complete arrangements for the deeding of
this property in exchange for a part of Harrington Park so that
a definite plot of land will be deeded to the Town.
The report of the Supt. of Public Works which is as follows
was approved:

The work accomplished by the various departments during
the week of April 14th is as follows:
Highway Department.
The greater part of the work of the week was patching
streets in all parts of the town, and cleaning streets in the
vicinity of the center of the town. The work of grading, scrap-
ing, and rolling gravel roads was continued Several stumps
and roots of large trees were removed from the new Town Hall
• grounds . Water Department.

Construction work on Shade o.nd ST. ring Streets is still Awl as
in progress . We have alre-dy removed on this work approximately Q
200 yards of ledge. Four new services have been installed. 8"
cast iron pipe has been distributed on the Robbins=Smith de-
velopment in preparation for the work to be done in this locality.
Sewer Department.
Work on Lincoln Street sewer is progressing. Approximately
200' of pipe has been laid and covered. One sewer connection has
been made.
Shade Tree Department.
The men of this department have been occupied trimming,
cutting, and removing trees on the new Town Hall grounds.

Application was received from 75% of the abbttors on part
of York Street asking that York Street from the Corner of Meriam
Street to Grant attreet- be accepted, and estimate of the cost given.
It was decided that the Supt . of Public Works should turn
this matter over to the Town Engineer for an estimate of the cost
of construction.
It was decided that each member of the Board should be ready
on Tuesday evening next to make suggestions in regard to the
traffic committee report.

Notice was served upon the Town reaueistt' g damages of
$5,000. in the 4c a rey case was ec eo` to rerer
the matter to the Town Counsel.
11 I Order for alteration of location was granted to the Edison
Electric Ill. Co. to remove and set one pole on North Hancock
St. , at a point approximately 600 feet west of Burlington St.
Commitment for the Moth Department in the amount of $24.25
was signed by the Chairman.
The Board took up the letter of the Board of Trade and de-
cided to thik them for their suggestion in regard to street
lighting, buL inform them that if the Board contemplates any
material change in street lighting in the center of the town,
they feel that it should go before the citizens in Town Meeting
to decide upon. However, the change contemplated in front of
the Memorial Building would not make any material change Since
the lights are to be 250 c. p.
The Board discussed the complaint of William P . Martin in
regard to the Canfield Hatchery and read the letter from Town
Counsel giving his advice that Mr. Martin be given leave to
withdraw his complaint.
It was decided to carry out the advice of the Town Counsel
and inform him that his complaint was dismissed.
In regard to the complaint of William P. Martin relative
to the Reynolds / pigs, the Board discussed the matter and read
the letter of the Town Counsel in regard to same, but decided
to lay the matter on the table until report is received from the
Health Inspector.
n regard to the suggestion of the Town Counsel that
owners of piggeries, where it is a question of ownership be-
tween the father and son and brother and sister, that we obtain
a letter from each pig owner giving a statement as to whether he
is the sole owner of the property or not, and if not, give a
statement of the ownership of the property and of the pigs upon
the property. It was decided that this letter should also go
to all the pig owners.
Stephen Broughall was appointed Village Hall Janitor.

In regard to the members of the Police Dept. the salary in-
creases were discussed, and it was finally decided to leave the
matter to the Supt. of Public Works to work out a scale of salaries
and increases according to length of time of service of the members
of the department.

Letter was received from Charles W. Ryder in which he made a
statement as to what he would do in regard to Vine Brook drainage.
ter. Ryderts letter was acknowledged, and he was informed that the
Board will discuss the matter at a later date.
The Supt. of Public works reported in regard to the rental of
the sheds in the rear of the Town Hall. He stated that Rubin &
Seligman desire a payment of $25.00 per month as rent. The Board
felt that this was a reasonable amount, and asked the Supt. to talk
with the Town Counsel and have him draw up a lease from November
1, 1928.
It was voted not to grant a Second Class Motor Vehicle License
to Donald Shea, and to return to him the $15.00 fee paid by him
for said license.
The meeting adjourned at 11:30 P.M.
