HomeMy WebLinkAbout1928-04-03 222 ismmil REGULAR MEETING, APRIL 3, 1928. NZ A regular meeting of the Board of Selectmen was held at the Selectmen's Office at 7:30 P.M. Messrs . Burnham, Custance, Robertson, and Chamberlain were present. The Supt. of Public Works and the Clerk were also present. Mr. James A. Nickerson came before the Board in regard to - securing tentative approval of plan of layout of street on what was formerly known as the Lockwood property located near the corner of Maple Street and Mass. Avenue This property had been developed for- merly by Harvey S. Bacon, and the Planning Board endeavored to have him change his layout and make larger lots for the houses. This Mr. Bacon refused to do, and sold the lots according to his layout which has not been approved. The property was then purchased by Mr. Nickerson, and the Planning Board have endeavored to arrange with the owner of the land fronting ;n Mass . Avenue for exchange of lots 80 that the layout Which they recommend could be arranged, -fer. In a statement obtained over the telephone from Mr. Emery, Chairman of the Planning Board, he stated that the Planning Board were in favor of granting Mr. Nickerson permission to build upon one of the rear lots awaiting such time as the sale of one of the front lots could be workei out, so that a street c<n be carried through to Mass . Avenue. The Planning Board felt that Mr. Nickerson had been patient and endeavored to work out this layout to the best interests of the town, and he has been held up so long, and it was costing him a greet deal, that he should be allowed to start his building. The Board, after looking over the plan presented by the engineer of the layout of the property, voted to tentatively approve the same and allow Mr. Nickerson to proceed with his house. Bids were received on the issue of $31,000. for construction of water mains, the same being 31 notes at $1, 200. each payable as Follows 1929 $3,000. 1930 to 1943 inc. 2,02)0 yearly. Notes to be dated April 1, 1928, interest at the rate of 4% per annum, both principal and interest payable at the Atlantic National Bank of Boston. The Bids on the loan were received as follows Old Colony Corp. 102.337 E. H. Rollins & Sons 102.11 Lexington Trust Co. 101.30 Estabrook & Co. 102:06 The bid was awarded to the Old Colony Corporation. The Chief of Police came before the Board in regard to the applicants for the Police Department. The Civil Service furnished a list of rating of four men as follows 223 George E. Smith, 8 Independence Road 87.28 Robert A. licAdco, 3 Shirley St 83.90 John M. Barry, 156 Vine Street, 81.02 David McPeake, 2 Chandler St. 67.76 ' The Chief recomLiended in a letter that George 21. Smith and David McPeake be appointed as officers of the Department. He stated that Mr. Smith had been in the N E. Dress Meat & Wool Company taking a position there when hiq father passed away. He stated that he called up the N . E. Dress Meet & Wool Company and they recommended Mr. Smith and thought he would make a conscientious officer. Mr. Smith's reason for making a change was that he was travelling most of the time while with that concern, and he desired to be near home. At the present time he is dealing in radios and at certai asons of the year, he goes up to the country buying cattle. M .,, i$ a veteran and is 28 yrs . of age. Robert McAdoo is about 33 years, old and was born in Newton. His father is in the milk business on Trapelo Road. He has been in Lexington approximately ten years and has worked for the Middlesex & Boston St. Rwy. Co. a good deal of that time. He is of nervous temperament . John M. Barry is a chauffeur for James A. Bailey, Chairman of the Metropolitan Water Commission, and has been recommended by Mr. Bailey indirectly. The Chief -tated that he was a good talker. David McPeake, he stated, is about 23 years of age, 5 feet 10 inches tall, and weighs 178 'peund:. He has lived in Lexington ap- proximately six years, and is a member of a large family. He is slow and moderate and he felt that ne would make a good officer He has had some college training. The Board voted by ballot upon the officers with the result as follows: George E. Smith 2 votes John M. Barry 2 votes Robert McAdoo 2 votes Lavid t,cPeake 2 votes Inasmuch as the voting was a tie, it was decided to lay the matte over until such time as Mf. Ballard could be present to cast his vote. Mr Norman C. Hooper, engineer for the State, came before the Board in regard to getting some ideas on the rebuilding of Mass. Avenue from Oak Street to Middle Street. He asked if the Board would consider putting in a curbing along the street, but the Board felt that inasmuch as the expense would be approximately : 16,000. that they would not agree to any such expense. He called attenti -n to the item of a sidewalk along the left hand side of the street from Joseph Road for a distance of a.pproxiugtely 1 '0 feet, and asked whether the Beard would consider lowering the sidewalk aid building a retaining wall, and also if they would c )hsider taking out the oil tress which are within the sidewalk. The Board felt tont he could give the matter some study and be able to report something more definite on the situation on Tuesday evening next. Bills In regard to the salaries recommended by the Supt of Public Works, it was decided to lay this matter over for one ':deex Letter ar received fr R Gfro.;r?1 L11. G r to the crossing of the Boston & Maine R. R. at North Lexington, and enclosing copy of letter which he had sent to the Boston & Laine R. R. calling their attention to the fact that there is no signal there, anq persons who are not familiar with the situation of having to stop before coming upon the tracks across Bedford Street are apt to have r-ccidents . The Board decided to ask the Supt. of Public Works to look over the situation and see what lights are necessary there, and report to the Board. Commitment in the amount of $12,9. 8 23 for water rates was signed by the Board. Letter was received from William P. Martin in which he asked that they give him a hearing in regard to the location of the pigs on the Frank P. Reynolds property. He stated that ne did not object to the pigs, but he did object to the location in which he h s the pigs on his premises as it was a detriment to the sale of his property. He also objected to the Canfield Hatchery operations in front of him. Ps this was < com- plaint to the Bo rd of Health which snouli be given attention, the Board therefor lirecteu communication written to the Town Counsel asking him if he would c,)nduct a hearing and have present those persons that Lr. Martin requested in his lett .r, namely, Russell I Prentiss, Health Inspector, and Frank P Reynolds, owner of the ciggery about which he complained In reggrd to the Canfield Hatchery, it was decided that inasmuch sL, the Board did n t issue any permit to them to d business, that tae, had no jur•isiicticn in the matter of their operat : 'ns, unless they were violating the Loning Law b- operating a business in the residence district. Letter was received from the Board of Trade in which they requested that if the Board desires to make a change in the=c. p. of the lights in front of the Memorial Building, that unless they can see their way clear to increase to 633 c p. on Mass. avenue from Woburn Street to Clarke Street, the Board of Trade would not concur with their action, and suggested that the matter be left until such time as an appropriation could be' secured at a Town Meeting to have this lighting. This letter was laid on the tabl-e for one week. Applicatimsfor a sewer in Eliot Road were received from Richard Engstrom, J. Chester Hutchinson, and Dana F. Ward. These applications were turned over to the Supt. of Public Works for his attention. Report was received from the Supt. of Public Works in regard to the cost of the present telephone system in the town offices . The matter was laid on the table for one week. Report was received from the Supt. of Public Works in regard to the number of trenches dug in that part of Mass. Avenue between Oak Street and the Arlington Line since the street was rebuilt. He found that fifteen cross trenches, two longitudinal trenches had been dug, and one m nhole cover and =rGme had been taken up and replaced with a larger set. The cross trenches were for water, sewer, and gas One longitudinal trench for drainage purposes when the new- surface on the Arlington side was built, and the Other trench for sewer main to the East Lexington R. R. Station. Invitation was received from Mayor P]ichols to have the Chairman of the Selectmen attend a luncheon on Thursday 1 P. M. at the Parker House at which time the as-essment upon the towns of the Metropolitan water area for the extension of the water system would be disdnaaad.. The Chairman designated kr. Robertson as a member of the Board to attend the hearing, and if he could not make arrangements to go, to Gee that Mr. Ballard attended the hearing. Meeting adjourned at 11 55 P .M.
