REGULAR MEETING, MARCH 6, 1928.
A regular meeting of the board of Selectmen was held at the
Selectmen' s Office at 730 P M. Messrs . Burnham, Custance, Ballard,
Robertson, and Chamberlain were present. The Supt. of Public :.orks
and the Clerk were also present .
Hearing was declared open upon the petition of the Edison Elec.
In. Co. and the N . E Tel. & Tel. Co. for joint location of poles
on Meriam Street southeasterly from Ada.es Street. No persons appeared
to object, and it was voted tp grant the petition.
Mr. Walter G. Black and Galt F. Persons of the Committee on
Housing the Fire Alarm eceparatus came before the Board at the Board' s
request. They stated the. they had not had a meeting, and that they
had no suggestions to offer. The Board requested that they come
before them at the meeting on Tuesday evening next .
John W. Leary together v-ith his attorney, Daniel J. O'Connell
flame before the Board in response to their request that Mr. Leary
appear before them. The Board informed Mr . Leary that they had
had complaint that one of his men was driving a taxi while under the
influence of liquor, and that they wished to call the matter to his
attention. Inasmuch as complaint hr,d been received they felt that
they should call the matter to his attention as they are responsible
for granting him a license to operate a ,public carriage.
IMr. O'Connell stated that Mr. Leary discharged two of his
men before receiving the letter from the Board. These two men, he felt,
were indulging in liquor and it may be that one of these men was the
one the complaint was about.
The Chief of Police came before the Board at the request of the
Board to give a report as to what had been done in regard to the
restraint of dogs . He presented a report from Mr. Maguire as to
the visits he had made inasmuch as the Chief had designated him to
take care of the dogs. He stated that all the Police Officers did
this work while on duty, but that Mr . Maguire investigated sll calls
of compl 'ints of stray dogs . The Chief was requested to bring in
a statement as to just how many dogs had been killed, and how many
had been brought in and reclaimed, etc, the same to cover the period
of dog restraint order which will expire on /larch 15, 1928.
Suggestion was made to the Chief that he have printed a report
of all the work done on dogs in the local paper.
Letter' was received from the Chief of Police in regard to the
complaint of Mrs . Ida H. B. Capper stating that he had made investi-
gation and could not find anyone who attempted to do any damage on
the Capper premises . The Board decided to send Mrs . C. pper a copy
of the Report which had been rec .ived.
IIIt was voted to appoint the folio' ing as the April 19th Com-
mittee, Yrilliam ,e. Young, Edward L. Child, and Converse Hill.

The four members of the Board vote unanimously to elect
Mr. Burnham as Chairman of the Board, inasmuch PS he had already
served as LThlectmen foi the term of six years, and has been re-elected
for a term of three years
tt was decided that when the appointments are made that the
nominations be made at one meeting, and the appointments made at the
following meeting. It was therefor decided to nominate George A.
Warner as Slaughter Inspector for the yesr 1928.
It was also decided to nominate Walter G. Black, Eugene G.
Kraetzer, and Charles E. Ferguson as Assessors for the year 1928
A schedule of water rates was received from the Supt. of .Public
Works showing the income from the proposed increase in rates based
upon the consumpti.n of water last year as against the income re-
ceived in the old rates, and the Board discussed same . Schedule also
showed rates for twenty years past. The suggestion was offered that
the minimum might be reduced and the chargemade 30e, per 100 cu ft.
instead of 290 100 cu. ft. for the purpose of easier figuring
It was therefor decided that the Supt. of Public Works should
have the amount of water consumed taken off for the year 1927 so that
it could be found as to the proportion of persons using the minimum
amount, and that the following rate be usea in determining the amount
of income
3e¢ per 100 cu. ft. for the quarter with a minimum of 1250 ft.
The large users, 10,000 cu. ft. 300; next 20,000 cu. ft. 250111
next 20,000. cu. ft 200, and all in excess 18¢ .
It was therefor voted tc lay the matter over until the next
meeting .
Common Victuallers License was granted to Mrs . Gertrude E. Chase
of 433 Middle Street to operate the Chubbx' Chase roadside stand.
Letter was received from Russell I . Prentiss, Milk Inspector,
in regard to the Board' s question as to why he did not print the
milk inspector' s report in the local paper. He stated that as a rule
hks report was not printed without errors, end that it was printed
whenever the editor felt inclined to print it instead of in accord-
ance with his instructions.
He also stated that at a recent meeting of the Association of
Dairy and Milk Inspectors papers were presented condemning this method
of health advertising and stating that it is unfair to print the
report as it is confusing to the public. Mr Prentiss personally
came before the Board and explained that on some accessions the stan-
dard of the milk might not be as high on that date as later on, and as
these tests are taken for monthly report, it is sometimes misleading
to print the report, inasmuch as perhaps the nest day the standard
might be much higher in the test of the same milk. He felt that
anyone desiring information as to tests on milk can obtain same from
him if they so desire, and he did not see any necessity of having
a paid add in the paper.

The Board therefor requested Mr. Prentiss to inform the local
paper of the fact that the matter had been taken up with him.
II The
Board discussed with Mr. Howard S. 0. Nichols, the Chairman of
chool Committee, the matter of the crowding of the busses carrying
the school children to the schools in the mornings. The Chairmen re-
ceived a report. from the i(idilesex & Boston St. Ry Co. giving pas-
sengers carried on different dates from Arlington Heights to Lexington
High School. Mr. Nichols said thr+t he would give his moral support
to anything that they might enter into with the Middlesex & Boston St.
Rwy. Co. for giving better service so that the busses would not be so
crowded.
The Board decided to meet on Friday evening, :arch 9, 1928,
i at 7:30 P.M. to discuss the votes prepared for the Town Meeting to
be held on March 12, 1928.
