HomeMy WebLinkAbout1928-02-28 205 REGULAR MEETING, FEBRUARY 28, 1925. 111A regular meeting of the Board of Selectmen was held at the Selectmen' s Office at 7 30 P.M. Messrs . Custance, Burnham, Ballard, Robertson, and Chamberlain were present . The Supt. of Public Works and the Clerk were also present The town having voted on September 22, 1927 to borrow money to build a new town office building, the Town Treasurer was requested to ask for bids on $45,000. to be used in part payment for the new office building now under construction. For this purpose the town will issue under the General Laws, 40 coupon notes of $1,000. each and 10 coupon notes of 500. each under the name of "New Town Office Building Loan " These notes to be payable as follows: 2, 500. yearly 1929 to 1938 inclusive X25,000. 2,000. yearly 1939 to 1948 " 20,000. $45,000. The notes to be dated March 1, 1928 with interest at the rate of 4% per annum. Bids were received on the $45, 000 loan for the New Town Office Building as follows: Old Colony Corp. 102.657 Estabrook & Co. 103 16 Lexington Trust Co. 103 15 Atlantic-Merrill Oldham Corp 103.14 C. D Parscer & Co 102.37 The bid was warded to Estebrbok & Company. Mr. Jesse Meadows, 491 Mass. Avenue, came before the Board to get the Board' s approval of his application for a peddlers license. He presented two letters of recommendation and the Board signed the application. Report was made to the Board by Mr Francis Chamberlain that Mr John W. Leary who holds a Public Carriage License, employes a driver who takes passengers while under the influence of liquor. The Board therefor felt that some action , could be taken, end requested that Mr Leary come before them at the meeting on Tuesday evening next. The Board voted to grant er. Frank Mara a Sunday Sales License to keep a shop open at 168 Mass . Avenue, and also granted him an Alcohol License. Letter was received from the Supt. of Public Works in which he made a recommendation as to the increase in water rates to be adopted. Mr. Robertson stated that he recommended that we proceed to establish the water rates in accordance with the second paragraph of the Supt. of Public 'Works' letter with the exception of the change of 184' instead of 17 ¢. The recommendation of the Supt of Public Works is as follows: First 25,000. cu. ft. 290 per 100 cu. ft. riext 15, 030. cu. ft. 24 per 100 Cu. ft. :7 All over 40,000. Cu. ft. 200 per 100 Cu. ft . is possible that the Board may conclude that this rate is too heavy for the large water user to bear and it may be that we could add another rate to the scale or change the minimum allowance at the higher rate, that is, make it 20,000 Cu. ft. at 29 per 100, 20, 000. Cu . ft. at 24 per 1002 20,000 cu. ft. at 20' per 100, and all over that amount to pay l710 per 103. " Mr. Ballard stated that he felt that the Board should have before them a schedule with the earnings of the Department under the present charge and the schedule of the proposed earnings with the new change in rates. The Supt. of Public Works was requested to find out when the last change in rates was made The Board therefor felt that action on establishing new rates should be deferred until such information is received from the Supt. The Supt. was also to secure rates from other towns. Mr. William Roger Greeley came before the Board in regard to some matters on the nev: town office building. He was requested to have some samples and prices of Stedman rubber flooring at the next meeting of the Committee on March 6, 19r,81 at 8 P. a. It was also suggested that Kr. Frsncis Dane of Bennington Road might in interested in the rubber flooring, and thathe might want to present a bid. The Chairman signed a deduction sheet for 135 00 on screens for the nelh town office building. air. Greeley was requested to bring in figures and colors for shades for the new building at the next meeting . The opinion was expressed that the semi-indirect lighting system might be adopted with some special fixtures for the Selectmen' s room and for near the outside door . Mr. Burnham suggested that some kind of sign be placed on the front end of the building so that people going down 14'ass . Avenue from the center of the town could tell that they were coming to the Town Office Building Air. Robertson asked if something could be done to cover up the Sprinkler system which is conspicuous on the front of the building. Mr. Ballard reported that he had the list of equipment for the building on hand, and would make progress cn same at later date. 207 Application c:as received from Ezra F Breed for the position of Plumbing Inspector. ar Breed stated in his application th t he in no way wanted to interfere with the position of the present Plumb- ing Inspector, but he felt thet if the Inspector refuses to accept the salary which was voted for him, that he would be willing to accefet it. The application was acknowledged and pl'ced on file. Letter was received from George Vhiting of Waltham Street in which he stated that the ceilings in his house were damaged by the blasting of the Water Department rn Wschusett Drive. The Supt. of Public Vorks reported that he and 17r. Ross had been over to look at the ceilings of both the George Whiting and the Thomas Whiting houses, and he felt that damage was not very great and that some of the cracks may have existed previous to the blasting. The Supt. of Public Works was requested to get someone other than the plasterer who did the work on the Whiting house, and get his opinion as to whether the cracks we're caused by the blasting or not. The Supt. of rublic Works was requested to draw up an order which could be appr eved by either him or the Board of Selectmen for work to be done by the Engineering Department or other departments of the Town. The Supt. of Public Works was r eiuested to look up the number of property owners on Prospect dill Road to see if 75% of the owners had signed the petition for the acceptance of Prospect Hill Road. IIMr. Burnham reported that the Building Inspector had a problem which he wanted decided by the Board. It appears that the State Hospital Buildizig is entirely within the limits of the Town of Lex- ington, and he does not know whether he is within his rights in making a charge for the per-mit. It was left with the Chairman to find out from the Department of Public Safety whether a charge could be made f-)r this building or not. Mr. Burnham also reported a complaint from Mrs Ida H. B. Capper that stones were thrown at the windows of her garage breaking the windows and hitting the car inside two nights in succession, and that it happened, she should judge, sometime after the Lexington Theatre had closed, and she thought it had been done by some people coming from the theatre. The Board decided to inform the Chief of Police about the matter and ask him to make investigation to see if the parties could be caught . It was decided to request the Committee on Hcusing the Fire Alarm apparatus to meet with the Board of Selectmen on Tuesday evening next at 9 P.I . Mr. Francis Toye came before the Board and reuuested that a back- stop be built at the East Le__ington Playground so that the boys could play baseball in the proper manner. I The Board decided that this should be done, and requested the Supt of Public Works to see that the backstop is built. 208 w. No action vis taken, however The board discussed some of the Art cies in the warrant for the Annual Town Meeting to be held March F, 19f-78 and decided to recommend that the Police do nxt receive any increase in pay although the Appropriation Committee are ready to give the increase. They also decided to request the Chief of the Fire Department to be present at the Ton Ueeting end offer the vote in regard to the fire apparatus . The Supt. of Public Works was reque-ted to get a schedule of the size of buildings needed to store the material and equipment for the Public 'eorks Department in detail so that the Board may use this in their study for Public Works Department property. It ,vas decided to request the Town Counsel to cote before the Board on Tuesuay evening next to discuss matters in regard to the article in the warrant relative to prohibition of pigs. Report was made to the Board that the busses carrying thp school children from cast Lexington to the High and Junior High Schools are excessively- crowded and in one instance 76 children were in one bus . The Board decided to write to the Liddlesex & Boston St. By. Co. and recniest them to put on an extra bus in the morning to take care of these children. Attachment order wqs granted to the Edison Electric Ill Co. to attach the wires of the N . E. Tel . & Tel. Co. on one pole on Waltham Street opposite Vine Brook Fond. Report was received from the Supt. of Public V,orke in regard to 1 the joint petition for location of poles on Fallen Road. He re- commended that one of the poles be moved so that it would not inter- fere with the George F. Harrington property on Fallen Road. The Supt. 1 was requested to carry out his recommendation. The Board signed the office plan of Tavern Lane which was approved on January 28, 1928. It was decided to request the Chief of Police to come before the Board on Tuesday evening next to eiscuss matters on dog restraint. rater commitment for $.'.7.5.5.05 was signed, together with abate- ments in the Water Department in the amount of $88.94 and Sewer De- partment for 4)1 .50. Satisfactory bond naving been received from Isadore J. Michelson it was decided to grant him a permit to erect a sign overhanging the widewalk at 470 Mass . Avenue. Meeting adjourned at 11 35 P.L.
