HomeMy WebLinkAbout1928-02-07199 REGULfiR MEETING__, FEBRUARY 7, 1928. A regular meeting of the Board of Selectmen was held at the Selectmen's Office at 8.00 P.M. Messrs. Custance, Burnham, Ballard, Robertson, and Chamberlain were present. The Supt. of Public Works, the Clerk, and the Clerk pro -tem, were also present. Mr. Henry H. Kitson, Mr. Ezra F. Breed, Captain of the Minute Men, and Mr. John E. Gilcreast came before the Board and presented a plan of Hastings Park, where they desire to place a Memorial to the Minute Men of Lexington. Mr. Breed requested that an article be inserted in the warrant for the annual Town Meeting whereby the Town will grant this park as a site for said memorial, and the Board voted to insert same. The Board signed the warrant for the annual Town Sleeting to be held march 5, 1928. Harold Michelson came before the Board in regard to the appli- cation of Isadore J. Michelson to erect a sign at his store at 470 Mass. Avenue overhanging the sidev:ralk. He was informed that when the Board had taken the matter up, he would be notified of their action. In connection with this matter, Dr. Shannon of the Board of Trade came before the Board to report that the matter had been brought to ' their attention because it was felt that a business man's rights were being interferred with. He stated that as the matter had just been presented, the Board of Trade did not have sufficient time to go into the subject thoroughly and it had been left pending by them. It was suggested that a meeting of the Board of Selectmen be held with the Board of Trade to go into the matter further. The Town .Engineer presented a sketch of all the signs in the Town which project over the sidewalk, showing the size of the sign, the distance it extends over the sidewalk, and the height of the sign from the sidewalk. He was requested to have blue prints made of the sketch for the information contained thereon was very helpful. The Board voted to grant Mr.Mi.chelson permission to erect his sign provided that he complies .with the requirement of filing a bond, and also if he is willing to sign an agreement stating that when the Board of Selectmen request that all signs must be removed, he agrees to remove his sign. It was also voted to notify Mr. Rufus W. Blake that he could erect a sign on his store at 446 Mass. Avenue if he complies with the requirement of filing a bond and also signs an agreement ID remove his sign when requested by the Board of Selectmen. It was decided to request Mr. L"Irightington, Town Counsel, to give his opinion in regard to having rules drawn up regulating the erection of signs that overhang sidewalks, as it*was found that Chapter 85, Sections 8 and 9 of the General Lavas give the Selectmen the right to make rules gaweMing same. ' The Supt. of Public Works was requested to procure Fules from surrounding towns in regard to signs overhanging sidewalks. p Letter was received from Edward C. Stone in regard to whether the Town should purchase mutual insurance. In connection with this matter the Clerk was requested to secure the opinion of Mr. Harry Stone, President of the Lumber Mutual ''ire Ins. Co., and Judge Prescott 200 ,Keyes, who is connected with the Middlesex Mutual Co. Petition was received from the residents of the State Road requesting that an article be inserted in the warrant for the Annual Town Meeting changing the name of the section of 'diddle, 11Marrett, and School Stteets and Mass. Avenue, commonly known as the State Road to vMohawk Trail". It was voted to notify the residents that an article would be placed in the warrant, but that the Board was not in accord with the article as the name Mohawk Trail signifies a general highway route and not the name of a street. The Board signed a commitment for the `'later Departmentin the amount of $5,328.39, and for the Sewer Department in the amount of 0234.40. Abatements were signed for the Water and Sewer Departments for November 1927 in the amount of $186.12, and for January 1928 amounting to $92.07. It was decided to request the Fire Engineers to meet with the Board of Selectmen on next Tuesday evening at 8.30 P.M. to discuss the Fire budget for 1928 together with the Appropriation Committee. Zetitions were received from residents of the Building Trust property requesting that the Board furnish them with an estimate of the cost of construction of the following streets: Bertwell, Dee, Dexter, Eaton, Gleason, Harding, and Simonds Roads. They were notified that the Town Engineer has been requested to furhish the Board of Selectmen with figures in regard to the construction of these streets. It was reported that the subject of Town Planning had been taken up by. -kr. Ballard with Mr. John Nolen, but as Mr. Ballard was not present at this time, the matter was laid on the table.
