J a '��kINGT REPORT ON THE HOUSING POLICY RESOLUTION ADOPTED BY THE 1979 TOWN MEETING As voted by the 1979 Town Meeting, the Housing Authority is to report their progress in achieving the goal of adding 25 family and 15 elderly subsidized units per year In 1980 we were able to provide Housing Assistance Payments for an additional 13 families bringing the number of assisted households to 48 By the fall of 1980, our 17 Scattered Site family units were completed and occupied We exceeded our 1980 family goal by 5 units Progress in meeting our goal of 15 elderly units per year has been positive HUD has concurred in our selection of a Turnkey developer and construction of 60 units should get underway this spring and they should be ready for occupancy by mid 1982 Prospects for meeting our 1981 goal were somewhat dimmed by HUD' s inability to resolve the legal and financial problems involved in aquiring the 12 Condominium Units (2 Morrow Crossing and 10 Potter Pond) However, if the owners can form a non-profit organization that will aquire these units, it may be possible for us to provide a subsidy to enable them to be rented to families of low income Prospects were brightened when conversion of the Parker School began and seven ( 7) units are expected to be made available by fall of 1981 The HUD funds that had been reserved for us to use to purchase the Condo units can be used to build 25 family units if we can find a suitable site or sites at a price we can afford or perhaps aquire several sites of town , county, or state owned land so that the 25 units will not be concentrated in one area In addition, in 1980 we applied for 17 additional units of HUD Section 8 subsidy The competition for the 1800 available units was fierce (over 200 communities submitted applications for 10, 000 units) and we were fortunate in receiving an allocation of 10 units (3 elderly and 7 family) However, our ability to put these under contract is seriously endangered by rising costs of utilities and rents unless the ceiling under which we can participate is raised Equal Employment Oppo 'unity — AJJirtnative A(tion Fmplu\ct HOUSING POLICY RESOLUTION Page 2 The Commonwealth under the 705 Program has awarded us $500, 000 00 ($250, 000 00 actually funded) to aquire 12 units of existing family housing requiring moderate rehabilitation With a cost ceiling of approximately $41 , 000 00 per unit , it is doubtful that we will be able to aquire any units under this program March 20, 1981
