MINUTES OF THE MUZZEY JR. HIGH SCHOOL CONVERSION COMMITTEE

Present. Al Busa, George Harris, Nason Whitney, Bill Spencer, Leo McCabe,
Martin White, Mary Shunney
Also, Bob Boyer, Planning Director, Robert Pressman and Mr and Mrs
Ron Colwell
Chairman Al Busa called the meeting to order at 8 10 p m. He stated that the
first order of business was to get some input from the Planning Board and/or
Planning Director before we could put the article together for the Town Meeting
Warrant. The kinds of information we need are alternatives for zoning changes
which may be necessary, how much information the Planning Board will need and
a suggested time frame Some possible uses outlined by Al Busa were
(1) Market value housing. (2) LHA Housing (a mix of elderly and family subsi-
dized, (3) Sale of building; (4) Congregate housing; (5) Lease building for
commercial use (6) COA services (7) Purchase for commercial use
Bob Boyer outlined generally the procedure to be followed For residential
use, as was used for Hancock and Parker, the Board of Selectmen would issue
a special permit Plan then has to be submitted to and voted upon by Town
Meeting For sale for institutional/non-profit use (Minuteman Home Care,
United Fund, Mystic Valley Health, etc , Board of Appeals would have to grant
specialermit. Town agencies require no zoning
p g q permission Commercial office,
specialized retail etc are not permitted in the residential area and would
require a change in zoning regulations This essentially gives Town Meeting an
opportunity to vote on the use of a surplus building A 2/3 vote would be
necessary However, before such a proposal could go to Town Meeting, the Plan-
ning Board must hold a public hearing and file a report. The Committee should
put recommendations together as early as possible so that the Planning Board
and all other interested parties can hold their meetings/hearings in time to
make final presentation to Town Meeting
It was suggested that public hearings be held early in the game so that the
committee and boards could find out what would be acceptable Also, Planning
Board could get feedback from prospective developers if floor plans, tours, etc
were furnished to them. A packet could be put together and a charge of $25 00
would weed out the ones who were not really sincerely interested. Housing would
involve a long-term committment, but it was noted that it would be easier to
convert to commercial use Leo McCabe asked whether or not there is someway we
could control "affordable use of this building
Bill Spencer pointed out that at our October 28th neighborhood meeting, we
should anticipate some of the questions that would be asked regarding the impact
of different uses For example, if it were to be used for corporate headquarters,
could we get some figures as far as number of employees, number of cars to be
parked, etc Bob Boyer has some of this information and although it is only
"general", it will be available If the town remains the landlord, it would be
able to regulate/would maintain more control
Otis Brown stated that in its present condition, the building would be worth some
$2,000,000 if sold. Leo McCabe suggested that if that were true, we should consider
selling the building and using the money to purchase small lots for scattered site

George Harris discussed the report from the COA with regard to the need for a
Senior Center The figures as to need were discussed and questioned and George
said that he would substantiate them at another meeting Also, there was some
dispute as to the exact number of senior citizens we have living in Lexington.
Don Gillis asked if the COA gets more space, would they need increased funding
and where would that money come from? These questions will all be discussed
further at a later meeting
The next meeting will be a Neighborhood Information Meeting to be held in Estabrook
Hall on Wednesday, October 28, 1981 at 8 00 p m.
The meeting was adjourned at 9 50 p m.
