nth Busa, Harris Giller, Shunney, Rawls Smith all in favor to adjourns to executive
session for the purpose of considering the purchase, exchange lease or sale of real
propoerty
The open session of the meeting reconvened at 5 35 pm.
Mr Nolon distributed a series of charts he had designed, which were an expansion of
the developer's requirements for submission He suggested that his revisions would
allow the committee to get the same information in a way that could be more easily
compared. He also suggested that there be statements to the developers regarding
the use of the third floor dormers, senior center criteria, maximum number, of units
allowed and traffic routes
His charts detailed costs to the developer, costs to the resident, and financing
details in a matrix format The senior center is listed as a separate component.
Mrs Rawls suggested that the committee adopt Mr Melon's suggestions, with the
exception of =. e d6s_gn s-.ecifications section It was decided to ammend the design
section by ste I - _t t. a will allow dormers added .to the roof line, and to
reeerer:e .a.._-um number of units
Ars Rawls suggested that the town require parking to be placed behind the building
it Busa said that could be part of later negotiations and we should look at the
proposals before that determination is made
Mr Busa said he would accept a suggestion that four of the eight developers be
eliminated. A chart with each committee member's rating was circulated.
Mr Harris asked for clarification of Mrs Smith's ratings Mrs Smith said that
she rated GBCD as # 1, Arlington Park, Barkan, and Sydney/Noyes all as # 2, and the
rest as #8 however, the numbers come out the same in Committee totals, whether she
had internally ranked them or not. The congregate proposals gave her pause, not
reflecttn on the proposals, but rather on any demonstration of need for congregate.
._ Busa asked if it was fair to eliminate Community Development Partnership,
rafard, Housing Innovations, and Muzzey Associates, based on the Committee's rankings
•?r Harrts said he thought Housing Innovations showed competency, and their rent
.as good '.rs Ravls said she thought they were very high priced, and offered

_..__r financing
._s Rawls pointed out that Barkan had 81nits, much more than any others If we
as. e3 them to reduce that number, it woulpthrow off the other figures around
e='ordability
-.. nson said it had .,een Barkan that called and suggested limiting the number
.= f_ .aiiscs to three as the town would then get better proposals
._ Ciller said he would have liked to continue Barkan, however he thought it was
asking too much of them to submit, when they were lower on the scale
:rs Shunney moved, Mrs Rawls seconded, that Barkan be eliminated. The motion
carried 5 - 1, with Mr Harris dissenting
., Harris then asked about the timetable Mr Busa said we would notify the three,
incorporate Mr Nolon's suggested addenda, and require a December 28 deadline

clan .with a road cut through Mr Busa said some people had liked it, and we should
let them go ahead and we could listen
.rs Smith asked what the decision was regarding the roof line Mr Nolon had
