HomeMy WebLinkAbout1977-11-01-GHTF-min.pdf GOVERNOR'S HANSCOM TASK FORCE - Minutes of the meeting of November 1, 1977 The GHTF met in Room G-15 of the Lexington Town Office Building at 7 30 on November 1, 1977 Attendance - see accompanying list Correction to September 20, 1977 revision of Policy Committee Report (mailed with minutes of September 20 TF meeting) - on page 2, note at end of Item 15 should read "Lexington and Concord Selectmen favor 15" (not 15A ) The Chairman welcomed Mr Jack Felz, who has been designated Burlington Re- presentative to the Task Force by the Burlington Selectmen, replacing Peter Gallinaro 1 Draft Master Plan. The Task Force reviewed the draft Hanscom Master Plan of October 24, 1977 prepared under the direction of Catherine Donaher, Director of Planning of Massport Each major section, and each policy in Section III was brought up for discussion While there were questions as to meanings and requests for clarifications, there did not appear to be any substantial dis- agreement with the document, which is to be revised on the basis of the meeting, reviewed with the Massport Master Plan Subcommittee (Arthur Gelb, Chairman) and submitted to the Massport Board on November 17, 1977 for approval for publi- cation (Approval was granted ) Some comments follow Section B, p 5 What about de-icing chemicals used to clear runways? They are not used Section C Proposed Policies, I Growth Character of the Airport One member wished to see a reference to the Hanscom Advisory Committee in this policy Another referred to the need for noise monitoring to implement the policy Airport Activity and Runway Facilities Some felt the need for a stronger statement that Hanscom would never be expanded It was pointed out that although the present Board could not bind future boards not to consider expansion, there is a clear and unequivocal commitment to an appropriate process of review involving the com- munities Certified Air Carrier Operations "Emergency" in this policy does not include weather diversions It was agreed to include in the second paragraph of P 16, "The review will include the noise emission characteristics of the air- craft to be used " Aircraft Noise Several Task Force members felt strongly that Massport should set noise standards in advance They argued that the approach envisioned in the draft, to mOnitor and take action if conditions changed in an unacceptable direction failed to meet the test of giving advance notice of the requirements that will govern Hanscom operations in the future and hence could be considered more anti-business or anti-aviation than laying down a standard that will have to be met at a specified future time, with adequate time for planning to meet it The Massport staff and board members present agreed to give this point serious consideration In response to the letter from the Lincoln Board of Selectmen it was recommended that to the policy should be added a provision to monitor noise from night operations and act if an increase became apparent ft regard to a curfew it was noted that the only user response to the Task Force has been in opposition to a curfew -2- III Ground Access In the policy statement on p 28 of the draft the Executive Office of Transportation and Construction should be substituted for the Mass DPW Agenda items 2 and 3 Review of the User Analysis and Land Use Analysis Documents, received no additional discussion since the content of these docu- ments had been presented at the previous TF meeting 4 Discussion of aTF approach to land use planning was postponed to the next meeting 5 Public Meeting Upon review of the requirements for notice of a public meeting, on the Master Plan and in recognition of the undesirability of holding it near Christmas, the date was set as Tuesday 10 January 1978 It will be held in Carey Memorial Hall, Lexington 6 Hanscom Advisory Committee A committee of the Task Force is to prepare recommendations for the scope and modus operandi of the Hanscom Advisory Committee which is needed to continue the role of the Task Force in re- presenting the interests of residents towns users and operators at Hanscom. Mike Goulian volunteered The chairman will appoint other members Port Authority staff is invited to participate in the com- mittee work Autonomy of the advisory group is essential to Massport Massport will provide secretarial help for the HFAC. The meeting was adjourned at 10 p m NEXT MEETING TUESDAY, DECEMBER 6 , 1977
