The meeting was opened by the Chairman at 7 43 P .M
1 Review of Policy Committee Memorandum The Policy Com-
mittee Memorandum was discussed and changes were proposed The
following changes were adopted
Policy recommendation no 2 Substitute "present use" for
"existence "
Policy recommendation no 4 Add the words "continue to"
after "should "
Policy recommendation no 6 Add at end the words "includ-
ing its use by the Electronic Systems Division of the Air Force "
Policy recommendation no 9 Substitute the following
"The present capacity (estimated to be 320,000 operations at the
present mix) should not be increased "
Policy recommendation no 10 Substitute the following
"There should be no expansion of airfield facilities for the pur-
pose of increasing capacity or aircraft operations "
Policy recommendation no 11 Add the words "and FAA per-
sonnel after "operators "

It was agreed that the Memorandum as so revised would be
acceptable for the public meetings discussions
2 Conversion of Taxiway to Parallel Runway Mr Goulian
suggested the possibility of converting a taxiway at Hanscom
Field into a parallel runway There was some discussion of
this suggestion, and questions were raised and discussed con-
cerning whether such a runway would add to capacity, would
increase activity, and would constitute an expansion of air-
field facilities The chairman said that this suggestion was
being made for the first time at a Task Force meeting, and
should be made with a more proper presentation if it is a
serious one
3 Status of Executive Summary And Policy Options Report
Mr Greenbaum of Massport reported that distribution in the near
future of the Summary is planned for the Task Force and in time
for the first public meeting in Burlington Task Force materials
will be included with the Summary The final Report of alterna-
tive futures will be ready by the middle of May
4 Report of Public Meeting Planning Committee The
Committee issued a memorandum outlining plans for public meet-
ings on policy options On Tuesday, April 26, a practice pre-
sentation is planned for the Task Force The first local public
meeting will be in Burlington on Thursday, April 28
5 Next Task Force Meeting Tuesday, April 26 , 1977,
