Minutes of the meeting of 15 March 1977
The meeting was opened at 7 35 pm in Room G-15 of the Lexington Town
Office Building by the chairman Attendance was according to the
attached list
1 VASI installation on Runway 5
The Massport Board has authorized the Aviation Director to contract with the
FAA for a VAST installation on Runway 5 at Hanscom Field The Aviation Director
has asked for Task Force comments on the matter before proceeding
Since there are now VASI (Visual Glide Slope Indicator - an optical device
for giving approaching pilots an indication whether they are on the proper
descent slope to a runway) installations on the other three runways at Hanscom,
the chairman suggested that the policy issue was already settled and that this
final installation should be accepted without comment by the Task Force
In response to questions the following Information was brought forth The
business arrangement with the FAA consists in the lease of a small piece of
land by FAA and the grant of a license to operate and maintain the facility
The installation does not create obligations on the part of the airport
proprietor as does a grant of funds for capital improvements to the airport
The Task Force agreed to the installation without further comment
2 Policy Committee Report
Sections I and II of the Policy Committee Report dated March 9, 1977 were
reviewed and accepted with the following changes (Since copies of the report
are to be included in the information booklet for the pulbic meetings, the
report is not included here. )
11-2 "Neighboring" should be clarified "Existence" should be changed to
"present use "
11-3 Members pointed out that good baseline data are necessary to permit
monitoring the policy, and that to date no noise measurements have been made to
validate the data in the noise report
11-4 The words "continue to" should be inserted before "work diligently" in
recognition of the current efforts of the airport manager
11-6 Add the words "including its use by the USAF Electronic Systems Division "
at the end
11-9 Objected to as unnecessary in view of the broader discussion of the
same issue under III-A
11-10 Change to "There should be no expansion of the runway system facilities "
II-11 Some preferred "prevention" to "abatement "
Review of Section 111 of the report was deferred to the next meeting

3 Consultants' Report and Executive Summary
Dan Greenbaum of the Massport Planning Staff was introduced to the Task Force
as a new participant He reported that the Executive Summary would be ready for
review before May, and that printed copies should be available in time for the
projected public meetings
The schedule for the consultants' report, which involves editorial changes and
a substantial printing job, was less definite at that time
The meeting was adjourned at 10 07 p m
The next meeting is scheduled for 12 April 1977
