The meeting was opened by the chairman at 7 40 p m.
1 Hanscom Advisory Commission Bill Representative Carol Amick presented her
proposed bill to create a Hanscom Field Advisory Commission as a permanent suc-
cessor to the Task Force Members suggested changes to the draft, which was to
be filed the following day Some members and participants also signed the peti-
tion for the bill A copy of the bill as filed is attached
2 Statement of Support for ESD Maurice Nolan presented a draft statement of
support for the U.S Air Force Electronic Systems Division at Hanscom. Members
were generally supportive of ESD but suggested several changes to the wording
The statement was referred back to Mr Nolan for redrafting and presentation to
the next Task Force meeting
3 Evolution of Policy Proposals There was general agreement that policy pro-
posals should be evolved by each member and other interested persons submitting
a response to the scenarios covered in the draft final report and then suggesting
a synthesized policy position for Hanscom. Papers were to be sent to the chair-
man by December 15 for mailing out before the next meeting.
4 Public Meetings on Policy Issues It was proposed that after issuance of
the consultants' final report, probably in early January, there should be meetings
in the towns, and if desired with the business community using Banscom. Members
stressed the importance of publicity directed to those who should be interested
in the meetings The need for an executive summary of the report was also pointed
out
Members are to prepare plans for the involvement of their communities for review
at the next TF meeting
5 Arthur Barnes' Policy Recommendation. Arthur Barnes presented his policy re-
commendations as set forth in his memo of November 9, 1976, previously distributed
It was felt that this paper represented a good prototype of the policy papers that
members should prepare
