Vigneau, 34th Middlesex District MASSPORT Richard E Mooney, Director of Aviation Frank Ridinger, Hanscom Airport Manager Tim Campbell , Staff assistant Albert V Bratt, Jr , Chief, Research and Analysis STAFF Rita K Gilbert OTHERS PRESENT William T Spencer, Merriam Hill Association Bard Crawford, Merriam Hill Association Manfred P Friedman, CAPA, Lexington Planning Board Peter P Gallinaro, Burlington Carl Robart, Speas Associates Bob Miller, BBN Dave Emerson, Mass Aviation Education Council Vince Scarano, FAA Ed Holt, CAPA, Bedford Barbara Holt, CAPA, Bedford David L Moffitt , Minute Man National Historic Park -2- Chairman R Langdon Wales opened the meeting at 7 40 p m The Task Force and participants completed the review of the draft final report - chapters 7 through 9 Additional comments are summarized in appendix B Earlier comments were reviewed with Carl Robart and Bob Miller The following points emerged • a The Massport policy decision not to expand runways is the most significant scenario b The economic analysis is not carried past the point of establishing adequate revenue for all alternatives c Implementation means were excluded from the consultants scope Massport may be able to make them d Field noise measurements were dropped in order to handle all the scenarios - more than in the BBN original contract e Growth of aircraft ownership and usage is faster than growth of population, hence 285% growth in unconstrained operations for 25% population growth and 100% based aircraft growth f Boundary land use and terminal area plans will be provided g The noise figures for other aircraft types will be provided where available The Task Force members stressed the need for an economic impact study and any policy proposed for implementation The report of the Master Plan subcommittee was reviewed and agreement reached on the response to the Draft Master Plan (enclosed) Consideration of the next steps to be taken was postponed to the next meeting -3-
