REGULAR MEETINGy OCTOBER 18, 1927.
A regular meeting of the Board of Selectmen was held at the
Selectments Office at 7:30 P.M. Messrs. Custance, Burnham,
Ballard,o_aad, Robertson were present. The Supt. of Public Works
and the Clerk were also present.
A joint pole location Was granted to the N. E. Tela & Tel. Co.
for one pole on Oak Street, same being relocation of pole south-
easterly from Ellis Street, approximately 100 feet.
At 8 P.M. the Board proceeded to open the bids for the Town
Hall property in accordance with the advertisements in the local
and Boston papers.
The only bid received was that of Rabin & Seligman of 722
Old South Building, Boston, for the sum of $500001. The proposal
having called for the acceptance of the highest bid, the Board
voted to accept the bid of Rubin & Seligman.
Mr..Ballard took the proposal and agreement, which was signed
in duplicate, to present the same to Mr. Wrightington.
to regard to the application of W. F. Morang for permission to
establish a burial park at North Lexington on the Ryan Farm, advice
having been received from Town Counsel as to the procedure to
establish the samepMr. Morang was informed of the information.
In regard to the complaint of William P. Martin relative to the
Canfield Hatchery and the pigs owned by Reynolds, the matter was
referred to the Health Inspector for a detailed report of conditions.
Letter was received from the County Commissioners in which they
advised restraining the dogs in the town owing to the damage to
domestic animals and cases of rabies. It was decided to refer the
matter to the Animal Inspector for his advice in regard to the don-
ditions.in Lexington.
Commitment was signed by the Board for sewer charges in the
amount of $605.080 also commitment for the water charges in the
amount of $675.23.
The State Aid pay roll for the month of October was signed
for $38.00.
Letter was received from the Town Counsel in which he advised
the Board as°to what action could be taken in regard to piggeries in
the Town. The Board requested information as to whether they could
eliminate one piggery owing to its location in a thickly settled
district. He advised, however, that unless the over of the piggery
violated the regulations, the Board could not discriminate but would
have to eliminate all piggeries in the town.

Letter was received from the Planning Board in which they set
forth their opinion in regard to the application of Miss Clara Wad-
�' leigh of 601 Mass. Ave. to the effect that the approval of exceptions
to the Zoning Law should be discouraged rather than encouraged, and
should only be granted under exceptional circumstances.
Mr. Ballard informed the Board that Miss Wadleigh had sold her
property to the Misses Robinson, and therefor no action -need be taken
on this application.
The Board signed the application of Marcia Dane of 1 Benning-
ton Road for ,a peddlers license to peddle cards, etc.
Notice of a hearing to be held by the Metropolitan water Com-
mission at their offices on October 19, 1927 at 10 A. M. for the
purpose of discussing the granting of further water supply, was
received by the Board. The Supt. of Public Works was requested to
attend the hearing.
Notice of a hearing to be held at the'Dept. of Public Itilities
on uniform traffic rules, on October 19, 1927 at 2 P.M. was re-
ceived by the Board. The Supt, of Public Works was requested to
attend the hearing and also to have the Chief of Police attend the
hearing if it was possible for him to d44 --so.
Notice of a hearing to be given by the Planning Board at -
8 P.M. Friday, October 28, 1927 on petition of Frederick P. Whalen
' et als, to amend the Zoning By-law by establishing a business district
upon the southwest corner of Mass. Avenue and Bowker Street was
received by the Board.
Letter was received from the Chardon Detective Agency of Boston
in which they informed the Board of certain immoral conditions and
stills which are being operated in the town. The matter was to be
turned over to the Chief of Police with the request that he make a
detailed report to the Board on same.
The Supt. -of Public Works was requested to consult with the
Chief of Police and draw up a new set of traffic rules for the town
to be submitted to the Board for approval.
The Supt. of Public Works was authorized to install water main
in Meriam Street from Berwick Road a distance of about 220 feet.
In regard to the request of the Arlington Selectmen that the
Lexington Selectmen meet them to go -over matters pertaining to the
Arlington Reservoir, it was decided to meet with them on Saturday,
October 29, 1927 at 2.30 P.M. at the Arlington-Lexington.Town line
on Lowell Street.
In regard to the request of the Sons of Italy to have a.show
for -the sick benefit of the Sons of Italy organization at the
' Lexington Theatre on a Sunday, the Board voted to grant a permit.
The Chairman called attention to the fact that Lexington was
not very well posted as far as^far as direction signs are concerned.

This was noticed by him more particularly since he returned frm a
trip through Maine and New Hampshire where the direction signs seem
to be well placed and sufficient of them so that travellers may be
greatly benefitted. He requested the Supt. of Public Works to make
a study of the signs needed in Lexington so that when it -comes time
to call for an appropriation nest year, a definite plan will be laid, -
down for signs.
The Chairman called attention to the matter of drain at the
Memorial Building, and felt that the Board should give the greater part
of an evening to the discussion of the Me-tcalf & Eddy report in con-
nection with the drain and also in connection with the plans of the
Planning Board.
Tt was therefor decided to devote next Tuesday evening to dis-
cussion of this report.
The Board signed the following orders for lay out of sewers:

WHEREAS the Town of Lexington at a town meeting duly called
and held on September 22, 1927 duly adopted under Article 10 of
the Warrant the dollowing vote:
Voted that the Selectmen be authorized to provide for
the laying of sewers in the following streets: Locust
Avenue, from Massachusetts Avenue to Tower Street;
Plainfield Street, from Massachusetts Avenue to Tower
Street; Percy Road, from present end a distance of
approximately 300 feet; Lincoln Street from Parker Street
to Audubon Road; Audubon Road from Lincoln Street to
Massachusetts Avenue; and Woburn Street from. Fletcher
Avenue a distance of approximately 650 feet, and that the
sum of $259000 be appropriated, and for the purpose of
raising the money so appropriated the Town Treasurer be and
hereby is authorized to sell, under the direction and with
the approval of the Selectmen, bonds or notes of the town
bearing interest at a rate not to exceed 4 per annum,
issued and payable in accordance with law..
VOTED by the Selectmen, acting as a Board of Water and'Sewer
Comm9mioners under the authority conferred by Statute 1897, Ch. 504
and acts in amendment thereof and in addition thereto, and of votes
of the Town of Lexington pursuant thereto, that a..sewer'be con-
structed in Lincoln Street from Parker Street tt a point near
Audubon Road and Audubon Road fromLincoln Street to Massachusetts
Avenue in accordance with a plan made by John T. Cosgrove, Acting
Town Engineer, dated Ocbbber 18, 1927 and entitled respectively
"Plan of Proposed sewer in Lincoln Street, Lexington, Mass.,
October 18, 1927. Sclae 1 inch - 40 feet. John T. Cosgrove, Acting
Town Engineer", and "Plan of Proposed sewer in Audubon Road,
Lexington, Mass., October 18, 1927, SCAie 1 inch - 40 feet, John T.
Cesgrove, Acting Town Engineer."

Betterments will be assessed for this improvement in accordance
with the provisions of Chapter 221 of the Acts of 1926.
The area which it is expected will receive benefit or advantage
other than the general advantage to the community from such improve-
ment is described as follows:
That portion of those properties on each side of Lincoln
Street and Audubon Road.
The said area comprises the several lots whown upon the plan
hereinbefore referred to which are designated in the schedule here-
to annexed and made a part hereof.
