HomeMy WebLinkAbout1927-08-09115 REGULAR MEETING, AUGUST 9, 1927. A regular meeting of the Board of Selectmen was held at the Selectmen's Office, at 8.00 P.M'. Messrs. Custance, Burnham, Ballard, and Robertson were present. The Supt. of Public Works was also present. Mr. James A.Niekerson, 31 Percy Road, appeared before the Board for the purpose of presenting a plan of property recently purchased by -him formerly owned by the late Harvey Bacon on Mass. Avenue. He desired to erect buildings on two lots with a frontage of 40 feet each, but he stated that if the Board would not grant permission to do this, he would erect one building on the two lots. -tie desired to make some minor changes in the lay out, and the Board suggested that he procure the services of an engineer to draw up proper plans and present the Board with a finished plan at some future date, which -he promised to do. At 8 P.M. a hearing was called on the application of Miss Olara F. Wadleigh who applied for a permit to change a single family dwelling Into a two family dwelling. Miss Wadleigh and Miss Frances Robinson were present in behalf of the petition, and a letter was read from Air. Frederick L. Fischer stating that he was in favor of the proposed change. There being no one present who objected, the hearing was declared closed. The Board discussed the matter, and it was suggested that the ' granting of this permit might form a precedent which would possibly lead to a great many similar requests. Mr. Robertson moved that this petition be laid on the table, and it was so voted. On motion of Mr. Ballard it was voted that the Planning Board be notified that this hearing had been held, and ask them to express their opinion in regard to the granting of such a permit. Leslie 6. Spencer, 38 Woburn Street, appeared before the Board in regard to his application to change a building on his premises, formerly used as a hen house, into a arage. tie presented a plan and a letter from the engineer, Frank . Cutter, but the information was insufficient, and so unsatisfactory that the Board decided that he must present a plan with the location of buildings marked on it at some future date, and he promised to comply with the request. At 8.30 P.M. hearing was called on the application of George E. Stone, 64 Bloomfield Xtreet, to erect a two car garage on his property, ar. Stone appeared for his petition. As no persons appeaxe8 to object, the permit was granted. Mr. William Miskell of Concord Avenue appeared before the Board to ask for an extension of the time granted him to dispose of his pigs. Re stated that he had made a contract with the Town of Watertown to collect the garbage from that town, and the contract ' does not expire until May 15, 1928. He was akked if he made this contract while his case was in court. He stated that he had and when asked why he did Eo, he replied that he was obliged to protect himself. He asked that the time to dispose of his pigs be extended to May 15, 1928 as it would cause him a loss if he was forced to sell the pigs earlier. Ile stated that if he was forced out of the A letter was received from the Board of Assessors requesting infer mation regarding the Block Plan and stating that the department needed something to work with next spring. The Board discussed the matter of Block i'lans, and it was suggest8d that the plans made by Mr. Montague, civil engineer..Xor the Town of Belmont be looked into, and the opinion was expressed that Mr. Montague was efficient and capable of giving the Town excellent service. It was decided to take the matter up again on August 23, 1927. The matter of extending water service pipes in private ways when required a long distance, was discussed, and it was suggested that each case of this kind be brought before the Board so that it might be att.died in order that if it was deemed better to do so, 7 a water main extension,be authorized by the -board. The Statd'Aid pay roll for $26.00 was signed by the Board. Abatements for the Water Department ware signed to the amount $165,08, ' of and for the Sewer Department to the amount of $39.09. business, that it would be very hard to dispose of his property, as there are piggeries on -both sides of his premises. He also said that if he was refused a permit, all owners of piggeries shoul& be , .refused. un motion of Mr. -ballard it was voted that the request of William J. Miskell for an extension of the time granted by the Board, to dispose of his pigs from December 1, 1927 to May 15, 1928 be denied and that he be so notified. A letter was received from the Board of Assessors requesting infer mation regarding the Block Plan and stating that the department needed something to work with next spring.
