REGULAR MEETING, AUGUST 2, 1927.
A regular meeting -of the Selectmen was held at the Selectmen's
Office at 3 P.M. Messrs. Custance, Burnham, and Ballard were present:
Town Counsel, Sydney Ii. Wrightington, and Health Inspector, Russell I.
Prentiss were also present.
The members present left the office for the purpose of examining
certain piggeries in the town owners of which have no permits, and
the meeting was temporarily adjourned for the purpose.
An adjourned meeting of the Board was held at 5 P.M.
Report of the Health Inspector, Russell I. Prentiss, on the
piggery. of John nicei was received as follows.

To the Honorable Boafd of Selectmen:
I hereby certify that I have inspected the piggery on Waltham
Street owned by Mr. Ricci and noted the following conditions.
the pens are dirty cumtaining refuse, garbage and manure.
The yards are very dirty around the feeding platforms. There
' was an accumulation of mud, refuse, garbage, etc. around one plat-
form, that the pigs were wallowing through.
Two platforms do not have the required air space beneath them,
one being closed on four sides and the other on two sides. Under-
neath one platform was a wet boggy mess.
One new yard containing 120 small pigs and 15 to 20 large ones,
the garbage was being fed on the ground.
My opinion is that the feeding places are not cleaned every
day, one platform had from two to six inches of muck on it.
Compost heaps were all uncovered.
The receptacles for garbage are simply open sheds, three sides,
roof, and front open.
No drainage.
There was one large waterhole about 50 feet in diameter in
one of the yards.
The whitewash on the buildings is not satisfactory.
There was no permit on the premises.

Report of the health Inspector, Russell I. Prentiss, on the
piggery of Mr. Ballou was received as follows.
August 2,1927.
To the Honorable Board of Selectmen:
I hereby certify that I have inspected the piggery on Concoud
Avenue owned by Mr. ballou and noted the following conditions.
The pens were in very bad condition wet and sloppy. Some of
the pens had no troughs and the garbage was fed on the floor. There
was garbage scattered on the floor and outside of piggery near
unloading place.
There was a large compost heap underneath brood house approxi-
mately 20 feet in diameter and 10 feet high.
The scuttle in floorofgarbage receptacle was open. There
was 3/4 of a load of garbage on his wagon which was leading badly
outside of house.
There was one water hole in yard, 60 65 hogs on premises, and
no permit.

Mr. Prentiss recommended that no permits be issued in these
cases.
After consideration of the report of Mr. Prentiss, the Board
"Voted, That the exercise of the employment of keeping pigs by
John Ricci is attended by noisome and injurious odors and is a
nuisance and hurtful to the inhabitants of the town, and it was
therefor voted to pass the following order, copy of which is to
be served upon Mr. Ricci by a Constable."

ORDER OF PROHIBITION
The Board of Selectmen of Lexington, acting as a Board of
Health, under section 143, Chapter 111, of the General Laws
and of every other power them thereto enabling, hereby prohibit
the exercise of the trade or employment or kee ing swine upon
the premises of John Ricci on Waltham Street, �exington, Mass.
In accordance with Section 147 of said Chapter whoever
is aggrieved by this order is entitled within three days after
the service of the order upon him to give written notice of
appeal to the Boardand file a petition for a Jury in the
Superior Court of Middlesex County.

In accordance with the provisions of Section 148 of said
Chapter, if the said Ricci shall appeal from this order in
accordance with the provisions of Section 147 bhe'exercise of
such trade or employment is hereby specially authorized by the
Board while such proceedings are pending.

Ambrose A. Ballou is attended by noisome and injurious odors and
is a nuisance and hurtful to the inhabitants of the town, and
it was therefor voted to pass the following order, copy of which
is to be served upon Mr. Ballou by a Constable."

In accordance with Section 147 of said Chapter whoever
is aggrieved by this order is entitled within three days after
the service of the order upon him to give written notice of
appeal to the Board, and file a petition for a Jury in the
Superior Court of Middlesex County.
In accordance with the provisions of Section 148 of said
Chapter, if the said Ballou shall appeal from this order in
accordance with the probisions of Section 147 bhe exercise of
such trade or employment is hereby specially authorized by the
Board while such proce-edings are pending.
