HomeMy WebLinkAbout1972-12-05-CONCOM-min.pdf TOWN OF LEXINGTON , MASSACHUSETTS CONSERVATION COMMISSION MINUTES of Commission meeting December 5, 1972 The meeting was called to order by the Chairman, Dr Kassler, at 7 58 p m , with Commission members Mesdames Frick and Rawls and Messrs Larson and Williams and Associate Members Dr. Fried- man, Mrs Solomon and Mr Smith present Other present were Administrative Assistant David Hughes, Planning Board member Eric Clarke and Minute-Man reporter Cheryl Waixel Proposed Project on Cosgrove Farm Land Wayne E Barber, Presi- dent of Creative Environments , Inc , and Roger W Kallstroyn, land- scape architect, described a proposed apartment-townhouse develop- ment for 25 acres or the 35-acre parcel, 10 acres of which is designated to be given to the Town (mostly low-lying land, which is NE of the Boston Edison Co easement ) . Elevation of develop- ment area is from 215 feet to 135 feet. Commission requested more information on watershed and percentage of coverage of land with pavement and buildings This proposal will be introduced to the Planning Board next week and will be on the 1973 Town Warrant It was reported that the Soil Conservation Service is now trying to set up critical development limits for the Shawsheen River watershed area (JF) Minutes of the November 28, 1972 Commission meeting were approved as submitted Hatch Act Enforcement Grace Chapel Krebs School (advised of possible ) - (Hatch Act violation ) Fairfield Drive - No action taken at this time Ivan Road - Board of Health called "No dumping" sign now on conservation land (DH) Procedure recommended Violator to receive telephone call im- meediately to advise him to stop, to be followed by letter Im- portance of early violation prevention stressed Talk with Build- ing Inspector and additional publicity suggested. Hartwell Park - P-2062 Draft letter to DNR approved to go out this week. Release on Forthcoming Conservation Acquisition Plan Draft ap- proved by Commission for release this week Report from Appropriations Committee Transfer of $400 to cover payment of Secretary and supplies for remainder 1972 Payment of Consultant to come from other funds 1973-4 Budget to be considered after January 1 (HMK) Minutes of Conservation Commission Meeting 12/5/72 Page 2 Vine Brook Area land configuration to be checked with former Town Planner (ESG) Town Report Part I to include brief history, rationale of wet- land protection and explanation of latest Hatch Act revision and its effect upon the Commission' s role, plus a picture of the entire Commission Financial summary of 1972 to be included in Part I only if it can be presented briefly (MFH, JF, ESG) Wood Street Sewer draft report to be finalized during coming week. (DV, GL) Wetland Zoning Reported that the Planning Board is planning to bring a Wetland-Conservancy Zoning plan for the whole Town to Town Meeting this spring (JF) Executive Session was declared at 10 05 p m , and the meeting adjourned at 11 35 p m , until Tuesday, December 12, 1972, at 745 pm .
