1 1 1 REGULAR MEETING, MARCH 22, 1927. A regular meeting of the Board of Selectmen was held at the Selectmen's Office at 7:30 P.il. Messrs. Custance, Burnham, Ballard, Robertson, and Chamberlain were present. The Clerk and -the Supt. of Public Works were -also nresent. The records were approved after making a few corrections. Bids on the revenue loan of $150,000. were received as follows: Grafton & Co_.. Old Colony Trust Co. First National Bank Fourth Atlantic Bank Lexington Trust Co. 3.71 discount 3.74 5% discount 3.71 $4.00 Premium 3.701 discount 3.69 discount plus premium $5.00 The bid was awarded to the lowest bidder the Lexington Trust Company. Report was made that the case of Joseph Sha -ler who had an accident on Waltham Street caused by a defect in the highway was settled by the Town Counsel to the amount of $100.00. Letter was received from the Town Counsel in regard to the case of George A. Woods. The Boprd decided to lay this case upon the table. Application was received from William A. Granfield for a permit to install a gasoline tank on his premises at the corner of Spring and Middle Streets. It was decided to return to Mr. Granfield his money paid for the advertising and permit and inform him that no action will be taken until the application for a gasoline permit made by Lloyd H. Chase has been acted upon. In regard to advertising bids for the sale of the Rindge property at 516 Massachusetts Avenue Mr. Ballard suggested that a specimen deed be made out by the Town Counsel so that it might be handed to all parties interested in the purchase of this property. Matter of restriction placed upon the building by vote of the Town was also discussed. It wa- decided to request the To�,;n Counsel to draw up the necessary deed. Application for a Common Victuallers license wa.- received from Rose �'dhitney Smith of Bedford Street. Opinion was received from the Town Counsel relative to the conditions which surround the Smith property. The Smith family have operated a boarding house for a great many years and served meals to persons prior to the zoning law. For this reason it was felt that Mrs. Smith was entitled to a. Common Victuallers license even though her property wn s in .a residence district, and it was voted to grant the same. Report was made that a letter was sent to Mr. Thomas Kelley of Bedford Street informing him that after consideration and investi- gation by the Police Department and Town Counsel it was found that 30 �7 he did not have just claim for medical attendance rendered to his son as no defect in the sidewalk could be found. Letter was received from the Town Counsel in which he suggested a change in the town by-law relative to the time of calling the annual Town Meeting. He also suggested that a committee be appointed at the next town meeting to revise the by-laws. It was suggested however that Mr. Wrightington be notified that owing to the deliberation of the last committee on town by-laws it would seem that if he made a general survey of the by-laws and had the amendments ready for acceptance at a town meeting that it would be more satisfactory. The Board signed the application of John J. C�,shman who enlisted in the German War from the Town of Lexington and who is now totally disabled at the Chelsea Naval Hospital and granted $15.00 pit month for military aid. Mr. Ballard reported in regard to the meeting of the Boston City Council Chamber held this afternoon where representatives of towns and cities suburbs of Boston appeared to discuss having a commission appointed in the Metropolitan district so that a mutual benefit could be received by cooperating in the building of highways and sewers and in the activities of the Police and Fire departments, or any other municipal operation which would be of common interest. Mr. Ballard stated that the meeting consisted of discussion of annexation, whether or not towns and cities receive their propor- tionate share of funds for building highways. He also stated that another meeting will be held in the near future to which the other members of the Board will be invited to attend. The following organization was made by the Board; Theodore A. Emery calling attention to the fact that a street location should be made extending Clarke i Street to the Parker Playground. Mr. Custance also suggested the extension of Parker Street to the roadway leading to the Parker Field. It was decided to request the Town Engineer to draw up a plan show- ing location of a 50 foot street and the amount of land which would have to be taken to make this layout. Letter was received from the Town Counsel reminding the ;Board that they were to view the McCaffrey property and to make rec©j¢t- ndatione as to tho pipe being laid. The Supt. of Public Works stated that he would have this in- formation ready for the next meeting. Copy of letter sent to the Chief of the Fire Department was received from Sydney R. Wrightington, Chairman of the Girl and Boy Scouts, in which he requested a fire alarm boy be installed so that the Boy and Girl Scouts could assist in a search if children were 7 L , lost. He asked the approval of the Board in this request. The Board approved the same and notified the Chief of the Fire Department. Mr. Ballard reported having had a conference with Mr. Emery in ' regard to the procedure of matters to come before the Board of Survey. He stated that Mr. Emery felt in the future all applications for approval of Board of Survey streets should go first to the Board of Survey and then to the Planning Board. It was also suggested that hereafter to avoid any confusion when applicationa were filed for approval of Board of Survey plans that the plans also be filed with the application. The Supt, of Public Works was requested to repair the sidewalk in front of the home of Mrs. Stratton,.Upland Road. Request was m_,de from the Town of Arlington for the abatement of a highway betterment tax to the amount of $126.24. The clerk was instructed to request an opinion from the Town Counsel as, to whether this tax should be abated, inasmuch as there would be a question whether the Town had a right to assess another town. Application was received from Swenson Brothers of Allen Street for permission to keep pigs on the premises. The Board referred the matter to the Health Inspector to report conditions of the premises and,recommendation on the application. Letter was received from the Town Accountant in which he in- formed the Board that the vote passed under Article 14 at the Town Meeting March 14, appropriating money for the sewer maintenance account from departmental receipts should be rescinded and the amount of $10,910. should be appropriated and assessed. Letter was received from the Town Accountant explaining the details relative to the revenue loan of $150,000. Plan of the M4ddlesex & Boston St. Rwy. Co. buildings on Bed- ford Street was viewed by the Board. The Chairman informed the Board that he understood that the State were to take over the buildings on the premises for the storing of their materials. The Supt. of Public Ifforks agreed to have the list of equipment and space necessary for the storage of same ready for the Board at the next meeting. Meeting adjourned at 10:35 P.M.
