The hearing Was opened by the Chairman of the Commission, Dr. Howard i„ Kessler, who noted the duly posted, advertised and written notice of this hearing, held in accordance with the provisions of G.L,c. 131, Seo, 40 (revised Hatch Act) , as amended under Chapter 78!4, Acts of 1972. The following membere of the Commission wore present: Angola E. Frick, Margaret F. Rawls, Francis W. K. Smith, and David G. Williams. The following Associate Commission Members were present: Manfred P. Friedman. Laura F. Nichols and Susan S. Solomon. Other Town officials present mere Administrative Assistant David Iiughes, Planning Board member Erie Clarke, Assistant Town Engineer Jerry I4n'tin, Health Director Robert C. Abcording to T1r. Martian there= has been standing water. along Rte 128 in recent years, Bath culverts are lower than the proposed invert of the Kiln Brook and the new channel. Design of the proposed project is based upon the existing capacity of the culverts and 10-and 00-year storms. The task IS complicated by presence of TI,S.A.F, force main and Tennessee Goa Co, ssaaS.n, both at levels barely below pro- posed invert of channel, and by the presence of the Lexington sanitary landfills Additional information was brought out in questions from Commission members ltd others and by Mr, Martin's answers. Questions and Answers. Q. What are the problems at Hartwell. Avenue? A. There's a bridge, No problem. Q, .How high is the Itek parking lot in relation to the brook? A. Three feet above the brook Itek has not fulfilled its obligations as specified in their Hatch Aet proceedings of several years ago. A,, There will be only the amount of water the system was ini- tially designed for, Qt Are there plans for an engineering study of this area? A, Itts in the budget. Q. Will its scope be irx-oad enough to be useful to the Com- mission? A. The emphasis will be on the sanitary landfill. There will have to be some information on. water storage capa- city of the area. Q. Is the proposed project all on Town land? A. No. Some private land owned by Itek and a corner of that owned by (it is believed) Cosgrove, Q, . How much tree removal will there bet A,The main channel will be 16 to 22 feet wide. Q. What equipment will be used? A. A yard cable booker machine. Q. Will the proposed project cause some of the land to become dry? A. No, just lower the water table. Q, What will be the effect of lowering the water table? A, Possibly to save some existing trees and to enable a tree planting program in the area. Q., Will the wetland be s.ma11er so that the dump can expand? A. -_ -- -._ .- No. Q, Will there be silting becauee of the subsidence factor? A, This would be hard to prevent. Standing water is largely due to the design of the culverts under 128. will there be Q. How much sbc'pe/in the proposed improved strewn? A. Planned t!nr7ozet at '5o feet from 128 will be 113 and 111 at Hiarttiell Ave. This means a 2-foot drop along approximately 2800 feet. Water now stands near 128 above this level. Proposed project will lower level of that local standing water Q. What is your grading plan? A. e E xeoss iaterial ee ,. .e , will net be left in mound©. Q. What are the flew rates of the channel? A. 179 cfs in a 10-year storm and 306 eta 4n 4 50-year storm. Q, Why this project? A. To prevent further harm to trees, This kind of project should be routine, The East Middlesex Mosquito Control Project Director Robert Armstrong has stated that he is in favor of this project. Q. What is the function of this land? A. Water storage. Q, Has this pro jest anything to bio with the operation of the sanitary landfill? A, Ho. Q. Has the sanitary landfill some relation to the problem. A. Yes© but the sanitary landfill is not violating the brook., The State is also worrying about the visibility of the dump from Rte 128. Q. will the project eliminate the -silting problem? A. Ne, the 128 culverts also need cleaning. (There were several questions on the operation, life- span.. and trash burden of the dump) Q. How many trees will be felled for the new channel. A. Some, We have no exact count. The swath will be about 25 feet wide. Q. (frau Bedford CC) What will be the pitch of the channel slopes? A. 2 to 1. Q, (Bedford resident) What will be the controls during project? A, All grades will be verified by instrument. This is do. mended by fact that gas and force rain Wee only 1 feet be- low the proposed channel. Q. Will there be leachate from the landfill into the brook from fresh cuts? A. The oldest area of the landfill la that nearest the brook. The brook will be changed the least in the area near the landfill. Q. When were the 128 culverts lest cleaned? A. the 128 cule verts are now nearly filled with sediment. Possibly they Were last cleaned tdaen 128 was widened in 1962. Q. In January, 1965 the elevation of water at the 128 cul- verts wee 115';ths water is now at the top of the concrete at 1161, What happened to the other branch of the Kiln brood? A. It did not show in the 1970 aerial photos of the Town. Q. ghat will be the cost of the projects A Ho exact figure. Posaibl far labor alone? $6,000 to $8,000. Q, Where are the 850 acres ,of watershed for this project? A. On both aides of 128. Watershed of the Kiln brook was used. Q. What about brook characteristics below Hartwell Ave. A, Probably no effect, according to ?3r. Martin, Q. Project timing? A. Public Works/ Engineering Department is reedy to go as soon as possible.
