REGULAR MEETING, FEBRUARY 15, 1927. �

8 regular meeting of the Board of Selectmen was held at the
Selectmen's Office, at 7:30 P.M. Messrs. Custance, Burnham, Miles, '
Robertson and Ballard were present. The Supt. of .Public Works and
the Clerk were also present.
Mr. George A. Woods of 51 Bloomfield Street came before the
Board relative to his claim of damages caused by the sewer being
installed through his premises. He stated that he understood a
street was to be laid out as a.continuance of Rowland Avenue, and
as this would take approximately 50 flet from his land and he could
not build on top of the sewer it would not leave him sufficient 'room
to build a house upon his rear lot. 'For this reason he felt that he
was entitled to damages. Sidney R. Wrightington, Town Counsel, was
present, and advised the Board that it was up to them to decide whether
or not the betterments assessed to Mr. Woods, which were abated by the
Board, offset the damages. The Counsel requested Mr. Woods to state
what he felt his damages were. In regard to the proposed Rowland Avenue
Extension the Board decided to make inquiries of the Planning Board
as they were not aware that the extension of this street was planned.
The Board also decided to ask the Planning Board their opinion on
this matter, and would notify Mr. Woods at a later date.
Letter was received from the Town of Lincoln in which they
stated that they were not in favor of the project of the "Memorial
Highway" and would not make an appropriation this year for the con-
struction.
Letter was received from Eugene G. Kraetzer offering his resig-
nation as an Assessor. The Board acknowledged receipt of the letter,
but informed him that they felt he should at least continue as an
Assessor until March 31, 1927.
Mr. Kraetzer gave as a reason for redigning that he.desired
to make a sale on the Town Hall property, and this he could not do
while serving as an Asses-sor. The Board informed Mr. Kraetzer they
did not believe there would be a sale of the Town Hall property until
after March 31st.
Letter was received from the Hart Motorcoach Company asking
whether or not the Board had taken action upon their application for
a permit to operate busses in Lexington. The Board informed them that
the matter was laid on the table for further consideration.
The Board signed the State mid pay roll for the month of February.
Application was received from firs. Mary Rowland of Lowell Street
for permission to install a gasoline tank upon her premises. The
Board felt that this application ha'd come up before them previously for
consideration; and the permit refused. They did not feel that the
circumstances had changed, and decided not to grant a hearing upon the
application.
Converse Hill was appointed to serve on the April 16th Committee
to fill the vacancy caused by the resignation of Charles M. Blake.
A protest was received from Clayton A. Hilliard of Highland
Avenue relative to the.discontinuance of the station agent at the

Munroe Station. The Board informed Mr. Hilliard that they would
protest to the Boston 1, Maine R. R. Com -any in regard to the change,
but, on the other hand, they felt that the railroad company had a
right to make'the'change without interference.
Letter was received from Mr. Edward H. Fenton, Acting Director
of Accounts, in which he gave the opinion regarding the borrowing
of money that all loans should be made for a short a period as possible
since extending a loan for a long period increases the cost to the
town in the matter of interest. He also stated that he did not
believe loans should be issued for annual recurring expenses.
A request was received from James Lima, Forest Knapp, and
Edward J. Lennon of the rolice Department for an adjustment in com-
pensation. They claim that the regular police officers received &n
increase in pay in April which they did not get. The Board discussed
the matter, but did not take any action.
The Board considered the articles for the annual March Warrant,
and signed the same.
Letter was received from Slater Washburn of 1,7orcester requesting
the Board to assist in putting before the General Court house bill
#630 which is intended to authorize the Commissioner of Public Safety
to assign State Police Officers to cities and towns upon request of
city and town authorities for police duty, the salary and expenses
of State Police Officers so assigned to be paid by the city or town,
and house bill #631 which is intended to increase the present State
Police Force from 140 to 300 members.
110 action was taken on the matter.
Town Counsel called attention to the fact that the McCaffrey
case against the Town of Lexington was to be placed before the Board
for settlement. Counsel, Daniel J. O'Connell, requested a settle-
ment of $2,000 some time ago. Town Counsel, Sydney R.Wrightington,
thought the case might be settled for $500 if the Board would install
a tile and an iron pipe through the lAcCaffrey land to the brook under
Lincoln Street. It was understood that Counsel O'Connell was to come
before the Board this evening, but as he did not appear no action
was taken upon the matter.
Mr. Frederick L. Emery came before the Board on the matter
establishing a building.line on bass. Avenue from the Town Hall
the railroad crossing on Hancock Street was considered.
Mr. Emery also stated that he felt the Board should ask for
adequate salary for the Building Inspedtor so that the Building
Zoning Laws could be properly enforced.

In accordance with the vote of the Town Meeting on Januay.T 4 1927
accepting the Memorial Building to be deeded to the Town by the Isaac
Harris Cary Educational Fund the Board signed the agreement with the
Trustees of this Fund to take over and maintain said building when the
same is deeded to the Town.
The records of last meeting were approved.
The meeting adjourned at 11:35 P.M.
