A regular meeting of the Board of Selectmen was held at the
Selectments Offieg,at 7.30 P.M. Messrs, Custance, Miles, Ballard,
and Robertson were present. The Supt. of Public Works, and the
Clerk were also present.
The records of last meeting were approved.
Miss Rose Tucker, and Miss Mary Powers together with William W.
Ferguson, all being owners of land upon Forest Street Extension,
came before fffte Board to discuss the matter of sewer assessment tax.
Mr. Ferguson claimed that when the street wax adcepted the records
showed that no assessments would be made. it was pointed out to
Mr. Ferguson, however, that the inference made.at that time was
highway betterment assessments as this assessment was waived when
the Town voted to accept ,the'street, and at that time the sewer
construction was not contemplated. He claimed that without any
buildings upon the property he was not.,receiving any benefit from the
sewer. However, the Board informed him that under the Act of 1926
they had the right to assess betterments, and handed Mr. Ferguson. -a
copy of Chapter 221 of the Acts of 1926.
Hearing was declared open upon application of A. R. Milne of
9 Utica Street for -permission to erect a private garage on his
premises.
No persons appeared to object, and it was voted to grant the
permit.
The Board authorized the Chairman to sign the agreement between
the Breck-Robinson Nursery Company and the Town whereby the Town
agrees to make no sewer connection charges to the two buildings on
the Breck-Robinson property, and waiver the Breck-Robinson Nursery
Company of all claims for damages.
Application for a junk license was received from Harry Kritzman
of 52 Poplar Street, Boston. He presented references from the Chief
of Police, of Belmont and the Waverly Garage. These references were
dated in 1922, therefor, it was decided to request our Chief of Police
to inform the Board whether or not he would recommend that a license
be granted.
The Board discussed the matter of abatement of sewer tax of
J. P. Munroe, but decided not to take any action .until further in-
formation could be obtained.
Recommendation was received from the Supt. of Public Works in
regard to the abatement of sewer assessment on Forest Street in
front of the property of Mrs. Clara A. Glenn. N9 recommended that
the tax of $74.49 be abated, inasmuch as the property had already
been assessed when the sewer was constructed in Forest Street some
time ago.
The Board therefor voted to abate the'tax.
The Board discussed the proposed Water Department regulations
as presented by Mr. Ross, Supt. Water & Sewer Dept., and made several
suggestions for changes on same.

Mr. Ballard requested the Supt. of Public Works to present a'
report of the payments on guarantees that are outstanding so that
the Board may informed in regard to the payments in the Mater
Department on guarantees. The Board discussed as to what change
' could be made in the method of collecting guarantees. Inasmuch_as
a guarantee is not a lien upon the property it is rather hard to
make collections. Mortgage notes were offered as a suggestion,
but no action w4s taken as to any change.
The Supt. of Public Works was requested to write to each per-
son in the future giving them an estimate on sewer and water ex-
tensions previous to the construction of same.
The Supt. of Public Works was requested to communic4te with
the Town of Arlington to find out how they arranged the water meters
where there are a number of stores in one block.
The Board discussed the proposed act to be presented to the
Legislature on assessment of betterments in connection with water
mains, and finally decided not to take any action on recommending
acceptance or rejection of same.
Plans of proposed filling station to be located at the junction
of Bedford and Reed Streets were handed in by Eugene J. Viano. It
was decided to lay the matteronthe table for the present.
The request of John W. Leary that the requirement of filing a
bond with application for a_public carriage license be stricken from
the regulations of the Board on account of the eompulsary insurance
was considered, and it was decided not to change the regulations.
Letter was received from Frederick L. Emery calling attention
to the decision of the Building Inspector in allowing Mr. Montague
of Maple Street to add on rooms to his house. Mr. Emery claimed
thiswas a direct violation of the Zoning Law inasmuch as this build-
ing was not a two family house. A letter was received from Mr. Monta-
gue in which he stated that the house had been used by two families
since 1875, and for this reason the Building Inspector felt that
Mr. Montague had prior rights to the acceptance of the Zoning Law.
Mr. Emery felt that the decisions of the Building Inspector
warrant a higher type of man for the position, and possibly the Town
should pay a higher salary for this service.
fn regard to the Town Meeting on January 31, 1927, it was de-
cidedeto write to several of the newspapers of Boston asking if they
desire to have a reporter present at the town meeting.
