HomeMy WebLinkAbout1926-10-05ME REGULAR MEETING, October 5, 1926, A 1 regular meeting of the Board of Selectmen was held at the Selectmen's Office, at 7:30 P.M. Messrs. Custance, Burnham, Miles, Ballard, and Robertson: -were present. The Superintendent of Public Works and the Clerk were also present. Letter was received from Mrs. Ida H. B. Capper in which she asked whether it was the intention of the Board to grant the permit for a gasoline filling station on the southwesterly corner of Waltham and Middle Streets. If she will sign the deed giving to the Town the land as laid out on the plan on the northwesterly and southwesterly corners of Middle and Waltham Streets, the Board replied that in exchange for the signed deed which was sent to her by Mr. Ballard, that they would present her with a permit for a filling station on the southwesterly corner. License to board two infants under the age of two years was signed for Mrs.Lillian Sefton, Fairview Avenue, This is a renewal of the license granted in previous years. A license was signed for the Lovell Bus Line, Inc. to operate and engage in the business of operating motor vehicles upon the following public streets; From Lincoln and Lexington Town Line to Arlington and Lexington Town Line, ofer the following Streets; Massachusetts Avenue, Marrett, School, and Middle Streets, and Massachusetts Avenue. With the restriction that no stops be made from the Concord Railroad Station to Arlington Heights. This license was granted subject to the rules and regulations governing the operation of motor vehicles in the Town of Lexington. The Board discussed the articles for the town warrant, and decided which articles they desired to have placed in the warrant for the special town meeting, and those that would be left for the annual town meeting, and decided to hold a special town meeting about the middle of November. A license to massage was signed for Miss Wilma A. Brown, Bridle Path, East,Lexington. Hearing was declared open upon the acceptance of Farmerest Avenue from Waltham Street to Allen Street, under the Betterment Act, at 8 P.M. Ray Fountain, Aubrey R. Caldwell, Randall Richards, Louis Kraff, and Arthur E. Locke were present at the hearing. The Town Engineer was also present, and went over the plans and estimates with the abuttors. The estizhate of the street was $8800.00. The Board informed the abuttors present that the betterment assessment would be 1000. The gentlemen took the paper for the signatures of the abuttors to sign for the amount set against their respective names based upon the frontage, and agreed . to secure the signatures and return the same to the Board. In regard to the letter received from the Undertakers Association calling attention to Chapter 242 and asking that the Board investigate the same in regard to Thomas Montague, would state that the Board acknowledged receipt of the letter, and after discussing the complaint against Mr. Montague which was brought before them, they decided not to take any action. O,.,, Estimate was received from the Supterintendont of the WaterMf.- partmentto the amount of $350.00 for the two sewer connections to'be made-to'the Breck=Robinson Nursery Company, and the company was notified" of the amount of the estimate and was -requested to put in writing whateva^r proposal they had to make to the town, Eugene Viano came before the Board and requested that he be given a chance to be heard before the permit for a gasoline pump was granted to John C. Phelps. It was decided to notify Mr. Phelps that this re- quest was made, and to give Mr. Viano a chance to be heard at 8:30 P.M. October 19, 1926. Letter was received from the Tax Collector in which he gave some statements of amount of money collected for various items outside of the water rates for which he received no compensation. The Board discudeed the question of salary of the Tax Collector and a clerical assistant, and felt that the matter should be taken up with the Appro- priation Committee next year. - Letter was received from Mr. Carl Hauck informing the Board that Mr. Cady threatened to do him harm, owing to the complaint he wade against Mr. Cady. He requested that the Board take action upon Ar. Cady's permit. The Board discussed the matter from 'several angles and decided to inform Mr. Cady that because he had a permit to keep pigs this year that they will not interfere with his doing business this year, but it is possible that a permit to keep pige may not be granted to him next year. The Board also discussed the advisability of notifying all pig owners that next year they would be allowed permits for only about 75% of the pigs they hold permits for this year. Mr. Ballard agreed to draw up something in reference to this matter and submit it to the Board at the next meeting. Mr. John Shaw of Arlington, owner of the Wilson Farm, so-called, on Bow Street, East Lexington, came before the Board in reference to the bill of $874.06 for betterment assessment upon improvements of Wilson Avenue. He stated that when he purchased the property from Mr. John Wilson, he was informed that there would be no betterments and was very much surprised to receive a bill of $874.06: He also stated that the rocks left on this property by the Town were reason for re- questing damages. The Board informed him that the assessment was a loin upon the property, and that nothing could be done about the matter, and that his attorney should have looked up the title to the property more carefully before making the transfer, Mr. Scamnan informed him that Mr. Wilson requested the Town to place the rocks upon his property. The Superintendent of Public Works was requested to put up a fence along the line of the Town Hall,- lot, inasmuch as the store keepers in the block adjacent thereto are us3 the back entrance and cutting across the Town Hall -property for an outlet'from their property. The matter of installing proper toilet facilities in the Town Hall ' was discussed. No defiinite action was taken upon installing same. The Supt. of Public Works requested the permission of the Board to grant the Girl Spouts the free use of the Town Hall on Thursday afteftoons from 4 - 5 P.M., inasmuch as they have no place to practice. The Board e appeared to have no objections to same. The SuyerW endent of Public Works called attention to the fact that the piano in the Town Hall which is owned by M�. Dennett, is to be removed, inasmuch as he receives no rental for the use of same, The Superintendent of Public Works was authorized to install one street light on Fern Street.
