Barnes, Mr. Gaughan, Mrs. Litchfield, Mr. Brenchick, Mr. Fitzgerald, Mr. Flynn The committee met briefly at 7 00 PM before joining the LBC for the usual monthly joint meeting; a summary of that discussion appears in LBC minutes. In addition, Mr. Gaughan took notes of the ECC dis- cussion in Mrs. Mitchell's absencelp and noted that the following points were covered 1. Minutes of previous meeting were approved by the committee; names of the Chief Marshal and Chief of Staff should not have been included. 2. Mr. Fitzgerald gave a report on communications for 19 April, 1975. 3. Correspondence was received from the Annunciators Junior Corps of Cadets of Somerville, and from the Blue Angels of Danvers, regarding participation in the 1975 parade July 11, 1974 PRESENT Chmn. Barnes, Mr. Gaughan, Mrs McGonagle, Mrs. Mitchell, Mr Fitzgerald, Mr Flynn MINUTES: The minutes of the joint TCC-LBC meeting of June 27, 1974, were not available; however, Chmn. Barnes noted their approval of the choice of 1975 Chief Marshal and Chief of Staff. Mr. Broderick has accepted the appointment; Mr. Rooney has not been available. PARADE ADVISORY COMMITTEE Chmn Barnes has spoken with Mr Cronin regarding asking the PAC to assist in "re-divisionalizing" the 1975 parade. Later in the meeting, the committee touched upon the problems of parade pace and progress, noting that these would, have to be con- sidered as well as color in final parade organization. The chairman also noted that it was his intention to attempt the formulation of a preliminary parade roster around Labor Day. COMMITTEE ORGANIZATION The committee spent the balance of the meeting in discussion of the many aspects of the 1975 Patriots Day activities with a view toward the best possible identification of possible problem areas in order to make certain that all details are being covered, either by committee members (with assistance of sub- committees if necessary) , or by others. Barnes reminded the AUG 161974 Town Celebrations Committee — Minutes, July 11, 1974 Page 2 members that, although other groups may have basic responsibility byr those areas of concern which were identified, since the proper ob— servance of Patriots Day is a By—Law responsibility of the TCC, we would need to be aware of all plans, at least. In addition to the parade(afternoon) itself, the following areas seem to need close attention Communications both inter town and intra town and military, as well as between parade participants The Town Manager, of course, is handling handling regular logistics for both crowd and guests. Mr. Fitzgerald feels quite confident that equipment for parade participant communication will be available from Motorola Transportation Again, concern is particularly with movement of parade participants, including those to be present on the reviewing stand. Mr. Fitzgerald noted that he had requested that the dining room facilities of the Minute Man RVT High School be held for possible luncheon use and there was discussion as to future arrangements which would need to be made. Special Events These include the usual rides, reenactments and ceremonies, with the projected addition of a midnight ride by Paul Revere. The TCC may well have responsibilities in the Re—dedication to be held on April 20, 1975 ; however, neither the Selectmen nor the LBC have mentioned any thusfar. Decorations: The committee agreed that, aside from additional bunting needed for a larger reviewing stand, members could not forsee need for need for anything supplemental to the usual requirements Public Address Facilities St isassumed that- these will be needed for all events. Luncheon and/or Receptions Mr. Gaughan noted the LBC decision not to have a post—parade reception, while mentioning his concern that this decision be reconsidered Guests Although the LBC will issue invitations, the TCC needs to know both names and numbers of guests expected so that luncheon and reviewing stand arrangements may be made. Parade roster, too, should include any individuals who may be marching Correspondence Secretarial hhlp will be needed, with competence in both typing and shorthand Mr Flynn said that he might well be able to arrange for some typing and/or copy making; however, Chmn. Barnes commented that assistance would also be needed in drafting letters or taking rapid dictation Public Safety Again, in this area, the TCC will wish to be aware of all plans including types of personnel available, locations of first aid equipment, etc. , as well as arrangements which should be familiar to all parade staff in case of emergency among the marchers. PARADE STAFF The committee agreed that, while the choice of parade staff would be the prime responsibility of the Chief Marshal, as well as the Chief of Staff, the TCC would review all selected individuals and suggest additions or deletions for the various positions. Our concern is a well—run parade; a clear understanding between the TCC, Chief Marshal, and Chief of Staff should provide this by assuring that "working" positions are filled by the best individuals available Public Relations, in terms of press releases needed during the fall, especially, were discussed. The chairman commented that meetings for local parade participants, floats, and representatives of marching units would need to be held long before Christmas. Although the Minute Man will need standard coverage, the committee may later wish to consider broader coverage _.,.n. 1/:Mb;..., .a ff.;','N.;tx „ ff,4, 5ey p;5- nat t,`1,- *,-t d nr)?- ' t , 4 Town Celebrations Committee - Minutes, July 11, 1974 Page 3 PARADE PARTICIPANTS Committee members briefly discussed those units which have already been invited to march, as well as those who have come in the past regularly and which may be expected to consider participation on a regular basis in 1976, 1977, etc. Some suggestions for additional groups have been received and, no doubt, area groups will contact the committee. However, the opportunity to review the Drum Corps competition on August 9 should be taken. Mr. Flynn has requested a list of area Drum Corps and ratings thereof; this should be available shortly. There was discussion of the possibility of making suitable arrangements so that units participating might be judged and points or trophies awarded. Also considered was the thought that by having Drum Corps judges located in an area where crowds are net usually as heavy as in the center might encourage watchers to congregate there. Mq.rrett Road, with both curb and parking space presently not filled, seemed to be a possibility. The meeting concluded with a short review of TCC problems of marching pace and progress, both to bring Mr. Flynn up to date and as preparation for committee thinking regarding placement of units.
