TOWN CELEBRATIONS COMMITTEE
June 13, 1974
PRESENT Chmn, Barnes, Mr. Gaughan, Mrs. Litch3ield, Mrs. McGonagle,
Mr. Fitzgerald, Mr. Brenchick, Mrs. Mitchell
MINUTES; The following excerpt from the LBC minutes of June 5 1974, re-
presents the corrected version of the joint LBC-TCC meeting of
MaT 29, 1974;
"Bob waztijed both the LBC and the TCG to clearly understand
their designated individual and joint responsibility and
their commensurate authority. He invited any and all ques-
tions involving this subject to be voiced at this time. The
Memorandum of Understanding, January 110 1973, which authorizes
the LEC to determine all basic policy decisions regarding
Bicentennial events and activities, formed the base for this
discussion. Questionable areas were disco, -ed and policy es-
tablished in areas of. Parade Control(TCC) , Financial Control
(Overall Budget-LDC; Individual Pro.3ect Control'TCC) ; Guest
Hosting (Joint LBC/TCC SubwCommittee with basic hosting policy
established by LAC) ; Decorations (TCG) . As the need or desir-
ability for other related activities mise, decisions concern-
ing authority and responsibility will be jointly (TCC/LBC)
determined.It was agreed between the two committees that a
TCC member should attend each LBC meeting at any time Ray
Barnes cannot attend. (Ray Barnes is both Chairman of the TCC
and a member of. the LAC. ) LBC feels it would be very worth-
while for as many members of TCC as possible to be at the
meeting with the Town Meeting Members, June 12th. Many deci-
sions concerning the expenditure of funds for various hosting
and decorating will be deferred until after this meeting when,
it is hoped, we have a better "sense of the Town Meeting"
recently concluded, and especially a better understanding of
JUN 191974 the underlying reasons and intent which brought about the
$15,000 reduction in the LBC overall budget.
LBC MEETING of June 12: Vice-Chairman Gaughan attended this meeting on
behalf of the TCC, and reported on various aspects of the discussion
which took place. A summary of this discussion will be taken from the
LBC Minutes of the meeting and included, as well as the results of LSC
decisions which were influended by the discussion, in TCC minutes at a
later time.
PATRIOTS DAY =• 1975
Mr. Fitzgerald noted that he had been in contact with a representative
from the Motorola Corp. , as he had mentioned he would be in a previous meet-
ing, and that they had discussed the po$sibility of use of communications
equipment for ,parade Control. This was a preliminary inquiry only, but Mr.
Fitzgerald will keep the TCC informed so that authorized Town and Motorola
representatives are aware of the problems of parade organization and pace
of march
Chmn. Barnes initiated a discussion of the function of the PAC and
asked committee members to suggest additional ways in which the expertise

(-)of hese individuals coulu be t be used. It was noted that the TCC
would undoubtedly wish to ask all PAC members who were not otherwise
deeply involved with general Bicentennial arrangements to serve as
active parade staff; their advice will be most applicable there. It
was also suggested that some members of the PAC might be asked to con-
sider reviewing outstanding marching units in performance during the
next few months. Both Burlington tad Chelmsford have scheduled July 4
parades the CYO Drum Corps competitions will be held in Manning Bowl,
Lynn, during the summer. Mr. Fitzgerald offered to see whether some
tickets to the latter event could he made available for TCC/PAC use.
After reviewing the list of past Chief Marshals kept by Mrs. Litch-
field., and reaffirming the previous position that the 1975 Chief Marshal
should be an experienced ina victual who would be a working, as opposed to
an honorary, Chief Marshal, the committee voted in the majority to select
James Broderick as Chief Marshal and Joseph Rooney as Chief of Staff
for 1975. Chmn. Barnes will notify the LBC of the choice before the in-
vitations are issued.
There was general discussion of means to achieve effective co-
ordination with Concord regarding arrival of both invited guests and
participating units sn time for the Lexington. parade. Both towns
have requested participation by 26 military units; there is, of course,
the possibility that all marchers from each unit will not participate
in ceremonies in both towns. According to Chmn. Barnes, Concord is
/ planning to provide boa: lunches for marchers which will probably be
l jeaten en route to Lexington; they are also presently considering a
luncheon for invited guests.
Mr. Gaughan reminded the committee that decisions regarding the
most effective ways to entertain expressions of interest "Tom organi-
zations wishing to participate in the parade were still pending. In
addition, both he and Chmn. Barnes noted that the topic which had been
considered as needing joint LBC/TCC discussion i.e. , a possibile in-
vitation for representation by representatives of the other original
colonies, had still not been considered, and should be brought up at
the,:joint meeting on the last Wednesday in June.
Committee members agreed that TCC meetings would be held at
7.00 PH on those evenings when joint meetings were scheduled with the
understanding that we would join the LBC at 8:00 PM.
FINANCES: The committee again reviewed expected bills which were not
in hand. Mrs. Litchfield will contact Mrs. Moyle, and Chmn. Barnes
will contact the Minute Men to remind all that the end of the fiscal
year is at hand.
