Chairman Barnes read a letter from the Department of the Air Force regarding
the presence in Lexington on Patriots Day of officia]. Air Force photographers who
are preparing a feature for the Air Force magazine. The chairman will see that
suitable credentials, escorts, etc° are arranged if necessary; a similar courtesy
would be arranged for members of the working press upon their request.
Chnvn. Barnes also read a letter from Town Manager. O'Connell which was sent to
all boards, committees, and commiesians regarding budgets, billing, expenses and
accounting procedures. The Town Manager urged all to pay particular attention to
economy° The chairman also noted that' the 6500 budget allowed the 'TCC in the
proposed budget for the 1975 fiscal year was intended to cover basic committee ex=
penses only. Other necessary funds for holiday observances are carried in the
Bicentennial budget.
Mrs. Litchfield reported parade invitation acceptances from Col. and Mrs. Ber—
nard So Morgan, Jr. ; :fr- 4i Co?. t :and Mrs. Guy R. Goodwin, Jr., and from
Brig. General and Mrs. Philip Larsen. Adm. Rumble has sent regrets, and the office
of Undersecretary Br.ad.,ford Morse has noted our invitation but states that he will
probably be unable to come.
Confirmation of ou: request for the US Coast Guard Band was read and the TCC
agreed to provide funds for meals and round trip transportation for 45 men.
Chmn0 Barnes noted that the Antique Fire Engine would again be entered in the
afternoon parade and would serve as the vehicle for AFS students.
A note from St. Agnes° Band was read. Their request •,;r parade consideration
comes too late again this year, and Mrs. Litchfield will so inform them. She also
reminded the committee that the St. John's Evangel s, 60 cadets from the Mass.
Maritime Academy, and the Malden Square and Compass club will all march.
Mrs. Litchfield also reported that she had been contacted by the Athol High
School Band saying that their previous written acceptance of our invitation must
have gone astray, for they had new uniforms and were planning to come to Lexington,
Mrs. Litchfield and Chmn. Barnes therefore assured them that our earlier invitation
could still be honored.
PARADE STAFF MEETING
Chief Marshal Leahy presented recommendations Pam his parade staff which
were made at their. March 14 meeting.
Division marshals would like to have names of leaders of individual units in
advance; the TCC noted problems with this but agreed that parade orders should
be so worded that individuals in charge would check in immediately upon arrival at
the assembly area
Signs designating assembly areas, rest rooms, etc. need to be made more
visible and, if possible, moveable. .Ater discussion of assembly area problems
in 1973, especially confusion in the division 1 assembly area, both Committee and
Parade Staff present agreed that all vehicles should enter via Park Drive with
the Waltham Street entry being closed; that theee was room for assembly of all
of the first three divsaiorsz in the paved areas et the high school, and that
the fire engines of division 4 should again assemble to the rear of the floats
along Worthen Road.
The TCC assured Chief Marshal Leahy that parade orders would be rewritten
to clarify parking and assembly instructions arrangements have been made to
have the parade map layout reproduced on two separate sheets. In response to
the staff request, Churn. Barnet promised that many additional rosters would be

available for use at the embl.y area
The Chief Marshal noted that all parade staff had been selected and would meet',
together with leaders of units participattngDon Saturday, April 6.
PATRIOTS DAY - GENERAL
Mr. Lord reported that the Chief Marshal in.d Master. of Ceremonies for the
morning parade, Stephen Doran, President of the Class of 1974 at Lexington High
School, had selected Charles Crowley of the Class of 1975 as Marshal of .Division
1 and Virginia Comstock of the Class of 197' as Marshal of Division 2,
Mr. Drenchick noted that Costume Service Design, our usual wig supplier, was
going out of business and he may be able to make arrangements to purchase the wigs
for the Spirit of `76 at a considerable discount.
Mr. Gaughan noted that a problem had arisen in plans to use Heritage Hall for
the post-parade reception since it would not be possible to make arrangements suitable
for the kind of reception we would like to have. Cho-,. Barnes will inquire as to the
availability of Vary Hall; if this is not possible Mr. nit'gerald and Mr. Gaughan
will inquire about the possible use of the Kennedy School.,, The TCC agreed that
moving the reception site seemed preferable to changing other arrangements at this
tame.
Mr. Brenc lick and Mr. Cronin commented that float applications would be open
for another week; Mr. Brenchi.ck also stated that` air. Bogk°s float construction
workshop was scheduled for Sunday, March 24, at Cary Hail.
It was noted that the Lexington Eike would again sponsor participation by
the Nutmeg Junior Volunteers at no cost to the TCC.
Mrs. Mitchell questioned the statue of TCC responses to the Haverhill Cub
Scouts and to the Woburn JN.O'1C unit regarding reiutburcement for travel expenses.
The committee agreed that Mrs Litchfield nhould notify both groups that we
would welcome their parade participation but would not assume travel costs.
MEMORIAL DAY
Mr. Cronin confirmed the committee's understanding that neither the lFr•I nor
the American Legion would be able to organize the 1974 Memorial Day ceremonies.
The committee considered asking Captain Silva of the Fire Department to serve as
Chief Marshal again this year; also mentioned was the possibility of selecting
a Chief Marshal from the Police Department with the idea of alternate year fire-
police organization in the future. No decisions were reached.
