Present: Kunal Botla, Jay Luker, Sally Castleman, Nishi Veeragandham, Pamela Lyons, Mark Andersen (taking minutes) Absent: Liaisons: Sudhir Jain, Sebastian Fairbairn, Melanie Thompson Staff: Susan Barett Minutes: Brief review. Determined that two had not been circulated and the June 11 2024 was circulated on this same day and did not provide adequate time for review. Introduction of Jay Luker to committee. Lexpress RFI, RFP, Contracts Lexington has issued an RFI but not yet a RFP. Susan commented that RFIs offer more flexibility at this stage. This will "get information from vendors". Susan summarized items found in the RFI. Sally asked whether a 4 year contract would lock us in for four years. Susan clarified that certain changes could be made; but the price bid and contract is typically related to the number of buses. Jay asked about the size of vehicles mentioned in the RFI v. current Lexpress sizes. Sally asked about how seasonal trolleys relate to Lexpress; Susan responded if this were tied to Lexpress it would be year round. Various other questions were asked. 17 Hartwell Avenue - Kunal summarized the application, and highlighted that 364 garage parking spaces would be present, and with additional parking would be about 1.3 parking spaces per unit for the whole development. Sebastian suggested templating the responses to these developments. Jay discussed providing more information to landlords about what is desired by people in Lexington. Mark suggested this committee could provide information on route time and frequency. Mark suggested we grade each application on accessibility to public transit and possibility of being car free. A further refinement would include bus, bike, scooter, and handicap accessibility. At present, nearly every property in Lexington would be a D or a F on the possibility of being car free. Mark highlighted that the 62/76 is the bus which goes down Hartwell Ave, not the separate 62 or 76. If the MBTA redesign goes through the 62 and 76 may again be separated and no service would exist in front of this property. In fact, there are only two stops for the 62/76 down the length of Hartwell Avenue, and none near the large apartment complex near the Hanscom entrance. Pamela mentioned that much is in flux around public transit. Jay says the requirement is 1.5 parking spaces per unit and a developing consensus it may be too many, and the developer is asking for relief. Sebastian contemplated that the bus shelter location be related to planned bus routes. Nish suggested that a possibility of a future bus down Hartwell would exist. Melanie Thompson indicated the public presentation to the planning board is in September 2024. No discussion occurred on road construction & MBTA stops, areas of town policy and zoning, or high school transportation. Liaison Reports Transportation Manager- Susan - the long range mobility plan has come out. Also a long range transportation plan is under development. Planning Board - Melanie - Planning Board is meeting tomorrow, Aug. 14. It's currently discussing 89 Bedford St., 5-7 Piper Ln., 331 Concord Ave., and 17 Hartwell Ave. over a number of meetings. Council on Aging - Sudhir- Ceremony of Age Friendly Designation - Sep 4 - around 2pm Student - Sebastian - An article in the Observer on LHS construction. Asked whether there is a provision for subsidized Lexpress passes, Susan said yes.
