Officers for the 1974-75 operating year were elected as follows : Chairman - Howard M. Forbes (Weston) Vice-Chairman - Sharon Lingane (Concord) 2. Mr. Forbes described briefly the basis on which SILO was formed and reviev.ed past action. He then offered his view of SILC ' s present role as : A committee-in-being to act as coordinator of town positions on matters of regional concern, and on occasion, if requested , to make a con- certed representation of such position to State or other political bodies. To efloore impending issues before they become of in Jd.iate or critical concern. 3. The Chairman (Mr. Forbes ) then asked for expressions by members about SILC' s role. Mr. Wales and Mr.Spindl.er (both of Lincoln) put forward several areas in which action or more action by SILO would be considered beneficial, including particularly -- ith respect to the Bicentennial celebration, to ascertain from State sources precisely what are or will be the arrangements for handling the impact of crowds -- traffic congestion, safety, sanitation. In response to the suggestion by Lincoln selectmen in a letter to the Governor dated May 23 that a task force be set up within SILO to consider Hanscom Field issues , the Chairman appointed a committee of five to formulate the role of :'ILC, made un of Mr Frederick L. Kulmala (Carlisle) The above committee was requested to With respect to the issues raised by the termination by the Air Force of lease from Massport of large acreage in Hanscom Field, and by Massport' s possible uses of Hanscom Field -- ascertain the view taken by the Governor' s office of the suggestion by Lincoln. -- consult other SILO boards of selectmen, via delegates -- consult existing town committees . -- consult CAPA, Norumbega, MAPC.
