BEDFORD BURLINGTON CARLISLE CONCORD Minutes LEXINGTON SILC Met ting LINCOLN In Weston SUDBURY On October 25, 1973 WAYLAND WESTON WILMINGTON Robert H. Marden, Assistant Secretary for Planning and Intergovernmental Coordination, Executive Office for Admini.:;tration and Fin,tnct , described the present state of plans for establishing regional. areas for planning and de'ivory of governmental services in the state. Outside of Greater Boston the areas co\c red by the regional planning commissions or councils correspond broadly with present counties. Within the Greater Boston area, reaching beyond Route 128 and well out toward Route 495, the modification of county lines, and particularly the subdi‘inion of Middlesex County into at least three administrative areas, is being considered Mr Marden described boundary lines within the area but added that lines are not firm. There needs to be adjustment for several crosscurrents For example, different governmental services may require different boundaries, present associa- tions for handling human services do not coincide with arrangements for controlling use of land, wet or dry The overall agency for advising on Greater Boston planning is the Metropolitan Area Planning Council, embracing in its territory about 100 towns, this council must be retained as an overall coordinator and thus as a channel to federal funds. To b e effective, the planning agency should have more than an advisory status Mr Marden concluded that towns, acting in their own interests, might well establish town committees, or inter-town committees to work with Administration and Finance or other state agencies in determining what alignments and what means of implementing action would be most useful (or if none, then none by considered decision) With or without input from the towns, the state is going to proceed Mr Forbes observed, on introducing Mr Arthur Barnes, President of Norumbega Association, that theresponse of towns to such a suggestion often appears to be thin Mr Barnes outlined even smaller regional areas than those described by Mr Marden He presented several alternatives, having as primary guidelines land use, present inter-relationship 01 communities, and possibilities for inter-cons„unity as well as radial transportation Mr. Bc.rnes urged that the towns take an actiAe roll in the planning .tor sub-state regions so that the communities' desires are adequately reflected in the resulting areas and boundaries Mr Brennan, MAPC, expressed MAPC's objections to any subdividing of the Council's district The next meeting, on land use, will be at 8 p. m on November 29 at the Spalding Auditorium in Carlisle.
