I U -N ILEET111G,MARCH 25, 1924. A regular meeting of the Board of Selectmen waa•held in the Selectmen's Room. Town Mall, Lexington, on Tuesday, March 25, 1924, at 8:00 P. M. The following members of the Board were present, namely, Messrs. Burnham, Hutchinson,Ioulton, Custance and Miles. The Town Counsel and Ass►t Town Clerk were also present. I The following men were drawn as Jurors; William Kendall, Bedford St; William A. Sandison, 217 Bedford Street; GeorFe IT. Jackson, 34 Parker Street. Hearing was declared open upon the application of William A. Granfield of 62 Palmer St. Arlington, for permission to erect and maintain a gasoline station at the corner of Spring and Middle 1 Streets. Mr. Granfield appeared for his petition and no one appeared against the petition. After discussing the matter the Board unanimously voted not to grant the license. The following special police were appointed: # ' The case of Mildred Foley of 91 Butler Avenue, having been called to the attention of the Board by the Clerk, the Board voted to allow Mrs. Foley $8 per week and Rent, $16.13 per month, and the abatement of her water bill. Mrs. Foley's husband was committed to jail on March 17th for six months for assault on a 14 year old girl. They are paying for a home to the Arlington Cooperative bank. Mra Foley is about to be confined in June and is unable to earn any money on account of caring for her three children. 1` Report was received from the Chief of Police regarding the sign calling attention to school children which the Board asked him to investigate. The Chief advised the Board that he had an officer stationed at Clarke Street during the time that children were let out from school except when the officer was called away on an emergency. Kelley Stephen H, Brougrall Charles Moloy 154 The Chief of Police reported that he was investigating the case of Justine Shea, occupant of the building at 119 Maes. Avenue � for the storage of care, and would report later. , The application for a gasoline filling station at corner of Mase. Avenue and Follen road from Joseph B. Lowell, was laid on the table for another week at Mr. Lowell's request. In regard to the application of John B. Lovell for permission to run a jitney bus line in Lexington along the State Road the Board decided to inform Mr. Lovell that they rather favored his proposition of running busses and asked that he get in touch with Arlington and Lincoln to see what their attitude would be about granting him a license. After consultation with kr. Paul of the Buffalo -Springfield Roller Co. of Springfield. Ohio, the Board voted to1?urchase a new 29,000 lb road roller and scarifier, for the sum of $5990, with an allowance for the old roller and scarifier making the sum of $5152.x0 the cost of the new roller to the town.. A delegation of three men from the vicinity of Reed St. North Lexington. headed by Leonard Jellis of hard Street came before the Board with the request that the Board fix.up the farther end of Reed Street. he stated that the street has been accepted for twenty- four years and they felt that something should be done as they have reoueeted it for a number of years and did not get anything of a permanent nature done. The Board fnformed them that last year some work was done up there but they could not promise any work of ' a permanent nature would be done an the appropriation was not large enough. The Board requested them to come before the Finance Com- mittee next year and state their case and perhaps an additional appropriation could be made for this work. It was voted`to appoint John F. Tibbetts Building Inspector of the Town so that he could aerume his duties on April let, and his appointment would then be confirmed on April let, at the Board's meeting. The Town Treasurer was authorized to borrow $175.000 on temporary loan. Insurance policy to the amount of $2700 on Shelales house in the cemetery war approved by the Board. The bond of the Town clerk war approved but the bond of the Town Treasurer was returned to the Treasurer that he might get the form of bond originally used. Letter war received from William S. Scamman, in which he accepted the position of Supt. of Public Works of the town of Lexington. Loarnis writer further information so the matter up with him. leading from Lexington to Bedford on of the letter *as requested to give that our Supt. of Public vlorks could take Edwin B. gorthen was authorized to renew insurance on ©team roller expiring Hpril 9th and also on 1522 one ton -truck of the Highway -Department. tr.Worthen was informed that both of these vehicles were to be renewed by the department. In regard to the letter of the division of Fisheries and Game, estate house, with reference to appointing game warden for the town, in which they state that Lr. spencer was dropped by them owing to the fact that he was not actively assisting their 76r€srdene, the Board submitted the following list of names from which they might chose a warden: James atuart Smith 4 Percy Rd. Emery, 50 Congress St. in which he called at tention to the fact that the electric care standing at the corner of A'altham St, block traffic at this point and asked if arrangements could not be made whereby the care would atop 200 feet from Marr. give. or opposite Yuzzey St. The Board informed ter. Emery that the matter would be referred to the Supt. of Public Y+orkv for hie attention. Letter was received from E. Vi. Irartin, 33 Folllg Road, in which he made complaint of the catch basin on the south gide of Follen Road which drains into and floods his land. It was voted to leave this matter to the Supt. of Public ilorkn. Letter was received from Mrs. Mary G. 11ullen of 53 Mass. Ave, Lex-Mgton, in which she requested a sign to be placed in front of her premises, "The Rest" similar to the sign at the Russell House or Breck Robinson hureery Co. The Board decided to leave this matter to the Supt. of Public TYorks. Letter was received from the Town Engineer informing the Board that cement lined wrought iron service pipe is far superior to the lead, lead -lined and galvanized wrought iron pipe now used for service connections in the water department, and recommends the same for service connections to be made in the future. The Town Hgnineer submitted estimate and sketch of the work ' proposed to be done at the corner of Korth Hancock and Bedford Streets for the Lexington Building Trust. The estimate of the work is 0*500. The Bowrd thereupon turned the matter over to the Supt. of Public 4orkE so that he may endeavor to see if the work could 156 be done. •-� the Town Engineer submitted estimate of the cont of , extsnding the sewer in Vine Brook Road as $1175.00. This eetimate included the extension of the sewer in the entire street. This matter was laid on the table for the present. i John H. Sawyer of 7 Fern St. was authorized to continue taking care of the park at the corner of Follen Road and Pleasant Street at the rate of $25 per reason. Letter wan received from the 'Town Engineer whereby he informed the Board that he felt,the Zoning By -Law, if approved, would do away with several of the bill -boards now on hand. He also felt that the Board should object to the appli- cations for eignr at Bedford Street at Smith's Filling Station and at the State Road on the road to Concord, owing to the fact that there are sufficient signs of this nature in the vicinity. Francis J. Toye, Clarence hFacPhee, Frank J. k-'cCue and Herbert A. Flint, of the Liberty Heights section came before the Board in reference to having the streetr in their section accepted under the betterment act. They stated that they had lir. Harrison get them some figures ar to the tort of the work which would be $3150. Mr. Stone was requested to look into the matter of better- ment assessments, and the gentlemen were informed that the ' matter would be oaken up.with the Supt, of Public dorks• Norman Hooper came before the Board to offer the Board his qualifications for the position of Town Engineer. Mr. Hooper is a graduate of the University of Vermont with a B.S. degree in 191;2. He stated k1etexperience in other places and tht he is now with the State Highway commission as an assist- ant engineer. He also had some experience in the County and felt that he was qualified for the position as a whole. The Board informed him that they would take the matter under advisement, The with muchrregrreet. Mr.Duffyecame beforesthe Boardiandraskedathatted he be released from his duties an soon as possible so that he might take up his pooition with the New England Fire Underwiitere. The Board finally agreed to release Mr. Luffy on April 19th. In regard to the Inspector of Slaughtering whose appoint- ment given out on 11arch 31et, 1924, 1:r. Stone was requested to find out whether or not licenree should be granted to the two slaughterers that had them last year,c and if no just how the Board ehould go about t e tter in town meeting, and if they should appoint a Slaughter,or one year.
