A regular meeting of the board of selectmen and Public 4orks was held in the Selectmen 's hoom, •own Fall , Lexington , on Tuesday, June 26 , 1923 at 8 F The following membere of the Board were prevent, namely L.essrs . Scamman , Blake , Burnham and Hutchinson, the Town Llerk and the ass 't loom ,,lerk were also present . mr . I oulton and Lown L,ounsel Stone were absent. Charles E Lioloy, .auitor of the Town hall was appointed a Special Police . The resignation .;f Ailliam F. Fletcher , Poll e Officer recently suspended , was accepted by the Board, the same to take effect eune 15 , ae stated in Lis letter of resignation . The recommenaation of Chief Leavitt that patrolman C . O' Leary be appointed a regular police officer , was laid over for future consideration. Public Carriage Licensee were granted to the following and the bonds for same approved Hans U . Sorensen ! oburn St . John Rose .kuzzey .t. James F. McCarthy 60 Bedford St. Joseph I Zuretti 561 Mass . rave . John r, .Leary 23 Waltham St. Charles H. Franks 24 ,raltham St. Resignation from the 150th ,anniversary Committee was received from Grace G. kerriam. There are now three vacancies in this committee. 1'he filling of these vacancies will be made at the next meeting. Bartlett J. harrington was appointed to serve upon the Committee to Revise the Building Laws in place of Robert H . Holt , resigned. Notice of the Delegation of Power to the Board of Selectmen under the new regulations of the Department of Public Safety in regard to Gasoline and uarages was received. In regard to the application of hopkine & Lee , 480 Mass . Ave . for a gasoline tank , the Board decided that this was not a new location for a tank, that it was only a repl4cement and that they need not have a hearing on same . The Board therefor notified the Chief of the Fire Lepartment of their decision in this case Letter wad received from Edwin B. Jorthen thanking the board for allowing him to have the old Hblmes chaise stored in the Old Pumping Station. Common Victualler' s License was granted to -joy Jennie Morse to do business on 1.iddle st. at the corner of AAltham street . 63 Alcohol License was granted to George Spaulding, to sell Alcohol at 480 Lass. Ave . Application for a gasoline filling station at the junction of Lincoln at . and the State Road was received from Jay C. Richards . The Board decided to give a hearing on same on July 24 , at 15 P .M. The Board decided to give a hearing to John F. Zunino upon his application for a filling station at 119 lvxaas . In regard to the petition of the employees of the .doth Depart- ment for an increase of 25q per day , the Board decided that the appropriation "or this department would not warrant any increase . The Board revised the q)ury List in accordance with the require- ments of the law. Action on granting permits to keep pigs was laid over . The application of Albert A. Ross for a telephone to be installed in his house was turned over to Mr . Harrison. Petition was received from store keepers on Massachusetts Avenue asking that traffic in front of the stores be eliminated especially on Saturday nights . the Board discussed the matter and suggested a twenty minute parking period in tont of stores might relieve traffic . The Board also suggested that care parkirg for the whole evening be requested to be parked below the '1 own Hall on Mass . Ave . In regard to Depot Park the Board felt that this being private property that they had no right to direct traffic to park there . The Board turned this petition over to the erupt . of Pub is Works with the request that he talk the matter over with the Uhief of Police and report their recommendation to the Board. Parking on Luzzey at . on the right hand ride was also suggested as a means of relief. P . A Daniels of 1025 Mass . Ave . Arlington came before the Board request.mg permission to han4 a sign over Partridges Bakery and over the sidewalk. The Board referred the matter to the Supt . of P blic Aorke . Pdward Bunzel came before the Board with a complaint that George 6varner , Slaughter Inspector , condemned four out of seven pigs and would not give any reason for condemning them. He then called the State Inspector at the -tate House , but was unable to get any of them to come out. then hired a State Veterinary , i)r. Peterson from Aaltham, he came out to Bunzel' s place and found nothing wrong with the pigs, he called 4..r. earner to come over to his place at that time and he refused to do so . He then had to go to the expense of buying two ton of ice to preserve the pigr so :hat the State Inspector 64 could see them the next day. He stated that if he was to have `mell inspection rye wanted someone who knew hie business and not one who "n was not sure of himself. The Board felt that they could do neth.ing at the present time, but kr. Burnham agreed to talk with kr. warner to ascertain his position in the matter. It was suggested that the building Inspector be notified when anyone is building a place for which they expect to have a Common Victualler ' s License or a bunday baler License , to have such person first apply for the permit. The Town Treasurer reported that the Town is being sued for $10,000 by henry M :..cCaffrey of Lincoln bt. Leonard E . Dunham came before the Board in regard to the letter of the board accepting his resignation, and requested that he oe given his pay up to June 30th although the resignation took effect June 15th, thereby giving him two weeks vacation. The Board agreed that they would approve his bill up to June 30th. 1923 . Charles J . henric.: and three other Liberty heights residents came before the board with the request that the garbage in the thickly settled districts be collected by the Town . They felt that the houses in the section in which they lived are quite near torether and the time had gone by for burying their garbage in the back yard . They suggested that the Town could get the garbage collected for $8 pr. day by someone who was in the pig business . The Chairman called their attention to the report of the Com- , mittee appointed in 1921 to consider the subject of collecting ashes and garbage and in which they informed the Town of the expense which was greatly in excess of what the petitioners felt the Town could get this done for . The Board stated that they would be willing to put an article in the warrant again to see if the Town would vote to collect the garbage , and requested the Supt. of Public +'orks to make a study of the situation and give his recommendations to the Board. Thes@ same petitioners requested what the Board was doing about the Qld Paint Shop at 119 Lase. rive . The 1hairman informed them of the status of the case . They also complained that the snow plow on Oak btreet does not go on the sidewalk, but on the middle of the street , and asked that this be corrected next winter . The Supt . of Public 'corks reported that he gave notice to the Highway and Water Dept. employees tha., they we •e granted an increase of 5q pr. hour the same to date from iaonday of this week. Mr . Burnham reported information obtained that the State Depart ment of healta showed that fumigating was being discontinued. and that Department did not advise fumigating and that their felt that a thorough cleaning of the room the patient ^'as in aa,seINsufficient. Other towns about have also discontinued fumigating after contagious diseases. In consi:.eration of these fads the Board voted trot to do any 65 more fumigating, even though the health Regulations require it to be done . Two bide were received for installing water pipe , one from Anthony Rove & Son and the other from John E. Palmer . In this connection the oupt . of Public works reported that he expected that lianscomb Bros . were to bid and requested that the bids be left wit him to figure up and to award to the lowest bidder. notice of accident on Lowell St . and letter from elohn L .G. Glynn, Counsellor at Law , Kimball Bldg, Boston, in regard to same Y Town sent to the Town uouneel for his attention. Letter was received from the Sunt. of etreete , followed up by a letter from the Supt . of Public corks , recommending the pur- chase of a one ton automobile truck for the aater Department to take place of the horse and wagon now used. The Board approved the recommendation. Letter was received from the erupt. of Public jorks recommend- ing that Patrolman Russell be appointed Health Officer and that he be allowed $5 pr . week additional salary for his services , end that the sum for the wmrk net exceed $200 . The Board therefor appointed Patrolman .; ohn C. Russell as health _nepector, and that the term of appointment be for 60 Jaye so that the arrangement could be tried out. ' Letter was received from the eupt . of Public Jorke in regard to relaying sidewalk on Bedford otreet along the property of Leroy S Brown. i-r. Brown desired to have granolithic sidewalk on Elm Ave . and on Bedford St . instead of relaying the tar eidewelk. For this we k hr . Brown would contribute $500 , and the cost of came would be $1006.06 . it was left with ;. r . harrison to make whatever arrangement necessary keeping* in mind the appropriation for this work. Another letter was received from the erupt . of Public jorks in regard to the Franchise of the middleeex a Boston St . Rwy Co . end in which he felt that they were not living up to their franchise. he stated that he was going to take the matter up with the company . hr. Blake read a letter received from Frederick L . emery, in which he complained of the condition of euzzey St. extension. er . Blake referred the matter to Mr . Harrison. Permission was given to the Supt. of Public +pork© to take his two weeks vacation one week in duly and one in August . lermiosion was given to the hest clerk to take her vacation the last two weeks in t uguvt . in connection with the transportation of garbage it was suggested that carte hauleng garbage be instructed to use the back roads instead of going through the centre of the town.
