I. CALL TO ORDER
The meeting was called to order at 5 30 pm for a one-item agenda
II. PUBLIC COMMENT
The process of Public Comment was explained Mariellen Perugmi made Public Comment,referenced the School
Committee's recent grievance determination, reiterated her previously expressed sentiment that the teachers are the
most valuable asset at a school,and referred to scores on the TELL Mass Survey to make her case of admonishment
against the School Committee,urging them to be concerned She referenced the recent departure of the Data
Analyst,and suggested that the School Committee conduct exit interviews when staff leave or that an independent
third party be engaged for this purpose with results to be reported directly to the School Committee
III MSBA UPDATE FEASIBILITY STUDY ENROLLMENT
It was explained that as a result of concerns of member towns and conversations between the Commissioner of
Education and the Executive Director of MSBA,which was mentioned at the June 6 MSBA Board Meeting,the
MSBA resissued an enrollment certification design that looks at the need to consider an alternative grades 9-12 that
includes only enrollment from member districts As stated in their letter(Attachment A),the updated
" certification includes a recommendation for 435 students from member districts only, and 800 students from
member and non-member districts [This] enrollment certification is intended to inform the evaluation of alternatives
conducted as a part of the feasibility study for the proposed project" The MSBA gave 21 days for the School
Committee to review and approve it so that MSBA can move forward A motion was made(Stalin)and seconded
(Spalding)to approve the MSBA study enrollment recommendation and authorize execution of the Study
Enrollment Certification,and discussion ensued
In response to a question about the exclusion of post graduates,it was explained that post graduates are not included
in any calculations by the MSBA If the post graduate numbers were to be included,it would be up to the School
Building Committee through the Feasibility Study process to make a recommendation to the School Committee to
determine that number In any case,MSBA provides 0%reimbursement for post-graduates Any space for post
graduates in a building project would need to be funded 100%by the towns A comment was made that while there
are no post-graduates included in the 800 number, 15-20%of tuition enrollees are post graduates,and it was
reiterated that MSBA does not count post graduates,member or non-member A comment was made that the
recommendation addresses concerns,formalizes statements,and offers the presentation of not just one model to the
School Committee and member towns In response to a request by a member for clarification,it was confirmed that
voting affirmatively does not approve only 2 choices(435 and 800) Rather,an affirmative vote would recommend
a design for 435 students from member towns only, and a range of design options,not to exceed 800 students from
both member and non-member towns The following vote was then taken
