HomeMy WebLinkAboutSC January 24, 2011 OS.pdf 111%II�TEMAN FINAL CAREER&TECHNICAL HIGH SCHOOL MINUTEMAN REGIONAL VOCATIONAL TECHNICAL SCHOOL DISTRICT SCHOOL COMMITTEE MINUTES January 24,2011 SCHOOL COMMITTEE Members: Dore Hunter Acton Present Laura Morrissette Arlington Absent Jack Weis Belmont Present(arrived 7.00pm) Hannes Klein Bolton Absent Cheryl Mahoney Boxborough Absent Mariellen Perugini Carlisle Present David Bearg Concord Present Ford Spalding Dover Present(Chairperson) John McGarity Lancaster Present David Horton Lexington Present(Secretary) Kemon Taschioglou Lincoln Present Jeffrey Stulin Needham Present Alice DeLuca Stow Present(Vice Chairperson) David Manjarrez Sudbury Absent Mary Ellen Castagno Wayland Present David Harmon Weston Present Staff: Dr Edward Bouquillon Superintendent Present Camie Lamica Dir Bus&Ops Present Jim Laverty Asst SI/Principal Present Student Rep Shannon Cain Absent CALL TO ORDER The meeting was called to order at 6.34 p m by Chairperson Ford Spalding A motion was made by Dave Horton, seconded by Alice DeLuca,to approve the School Committee minutes of January 4, 2011 All in favor unanimous Motion passed A motion was made by Dave Horton, seconded by Alice DeLuca,to approve the School Committee minutes of January 11, 2011 with the following edit.All in favor unanimous Motion passed Edit Change"Mariellen"to"Mary Ellen"on the bottom of page 2 CHAIR'S REPORT The Chair asked the Superintendent if he had news to share with the School Committee The Superintendent announced that the Regional Agreement Task Force will meet on February 15th at 3 15 pm The Chair called a recess from the Regular School Committee meeting at 6 40 p m to resume at 7 00 p.m for the Public Hearing on the proposed FY12 budget CALL TO ORDER—PUBLIC HEARING The meeting was called to order at 7 00 p.m by the Chair, Ford Spalding Ford Spalding requested that the Superintendent present and review the proposed FY12 budget Dr Bouquillon reviewed the enrollment trends, budget reductions and assessments He provided copies of the proposed detailed budget book and the public hearing presentation The Chair asked that any audience members with questions, approach the microphone and to identify themselves, their town and their role DeAnne Dupont is a parent of a current Minuteman student from Arlington and is the Co-President of the Minuteman Parents Association Ms Dupont complimented the Administration for the budget and the progress that has been made during this year She asked when the Principal position will be posted as a full-time position Dr Bouquillon responded that the Interim Principal will be Ernest Houle for 1 year, and then the position and search will commence. Ms. Dupont suggested entertaining the idea of sports fees to help fund the late buses that were eliminated during FY11 Dr Bouquillon stated that the School Committee has debated the fees and the topic is still on the table Ms Dupont also noted that the Future Foundation (501 c)account could support the funding for the late buses Monica Foley, a parent of a current Minuteman student from Needham, addressed the School Committee She stated she is in support of a late bus and is open to the fee-based activities so long as they consider a parent's ability to pay Chris Sarno from the Stow Finance Committee addressed the School Committee. He asked about the non-member tuition and Special Education resources and tuition He also requested a copy of the Assessment spreadsheet that was distributed last year. Peg Callanan, member of the Warrant Committee in Belmont, addressed the School Committee She asked why member town enrollment increases aren't as high as out-of-district trends Dr Bouquillon could not give specific answers but stated that this was the first year that all 16 member towns toured the school and that Belmont had a 500% increase in attendance Ms Callanan also stated that the Town Accountant had$900,000 set aside for the Belmont assessment Camie Lamica informed her that Minuteman did not have assessments at that time and that Minuteman was not involved in the number that the Belmont Town Accountant distributed The Chair brought the Public hearing to a close and thanked the audience for coming. MOTION A motion was made by Alice DeLuca, seconded by Jack Weis,that the School Committee approve the proposed Fiscal Year 2012 Operating Budget, as described by State Function Code, in the amount of $16,435,473 on page 17 and 18 of the budget book dated January 24, 2011v1 with Preliminary Assessments to Member Towns totaling $9,666,145, including the Middle School Programs Dave Harmon stated that the School is now in the mid-range for cost per pupil and staffing He asked if Minuteman was over-budgeted historically Dr Bouquillon stated that in some areas, Minuteman was over-budgeted At the same time,the current economic climate affects this budget as well Jack Weis stated he has some process questions He applauds Minuteman for reducing costs He stated it would be helpful to have more background and trend information to bring back to his town Dr Bouquillon stated that some of the comparative data hasn't been reported yet As it becomes available, Minuteman will incorporate it in its presentations to the Member Towns Ford Spalding stated the administration met with Jack Weis to review the Budget He stated that if the School Committee would like to have a similar meeting,to let him know Mariellen Perugini asked for clarification on staff reductions from Instructional Staff and the"FTE by Fiscal Year"slides Dr. Bouquillon stated that the first is Professional Staff only and the other is the breakout Mariellen Perugini asked for clarification on program eliminations and which shops are being considered. Dr Bouquillon stated that he is bound by the Minuteman Faculty Contract and is unable to make public comments about reductions that will affect staff Ford Spalding stated that the Superintendent will bring forth the information once he has it Dr Bouquillon reminded the School Committee that Minuteman is a Chapter 74 approved school and reviewed the process. Alice DeLuca reminded the School Committee that the State had promised transportation reimbursement for about$1,000,000 and currently only reimburses the school half that amount Mariellen Perugini asked how the budget increase compares to other schools in the District She stated it is hard to support the proposed budget where the decrease in budget over several years may not serve our current students Jack Weis asked for clarification on expenditures and what reserves Minuteman would use to make up a difference in the budget and over-expenditures Came Lamica stated as a last resort current-year tuition funds would be used John McGarity added that he believes the Administration built the budget based on conservative numbers If the School receives additional funds, he asked if the Administration will put some of the revenue back to the items that were cut Dr Bouquillon stated that it depends on the source of the funds Mariellen Perugini asked for clarification on how increased revenue would affect assessments to member towns Dr Bouquillon stated that the only place where an increase in revenue would come from would be member towns directly. Alice DeLuca gave a historical perspective on the legislators'effects on the school She also stated that she believes Dr Bouquillon will do what is best for the students Jeff Stulin gave a historical perspective as well He stated that Dr Bouquillon right-sized the budget during a difficult time and showed financial responsibility to attract new members Jeff Stulin stated he is strongly in favor of this budget in spite of the negatives All in favor unanimous Motion passed ADJOURNMENT A motion to adjourn was made by John McGarity, seconded by Dore Hunter All in favor unanimous Motion passed The regular meeting of the School Committee was adjourned at 8.47 p m.
