CALL TO ORDER
The meeting was called to order at 7 00 p m by Chairperson Ford Spalding
A motion was made by Dave Horton, seconded by David Bearg,to approve the School Committee
minutes of March 1, 2011 All in favor unanimous Motion passed
Jack Weis would like to enter into the record that he expressed a concern that the NESDEC Enrollment
Study report had not been distributed to the School Committee and communities in advance of the
meeting with MSBA staff.
Dave Horton suggested that the word Boxborough be aligned correctly in the attendance section of the
minutes
PUBLIC COMMENT
The Chair asked that the visiting guests identify themselves Ernest Houle, Director of Community
Education, Michelle Roche, Director of Career and Technical Education, and Ann Marie Gallo, General
Advisory Committee member
CHAIR'S REPORT
Ford Spalding announced that he asked John McGarity to serve as chair of the Personnel Subcommittee.
STUDENT REPORT
Shannon Cain announced that there was a winter carnival in February, which included a Faculty-Student
Basketball game with a pep rally There was an increase in student participation in SkilIsUSA this year.
On March 18th there was a fundraiser for the earthquake victims in Japan
Ford Spalding also added that some School Committee members attended the Minuteman Parent
Association Comedy Night and that it was extremely well done and profitable.
ADMINISTRATION REPORT:
SUPERINTENDENT* Dr Bouquillon reported on the MSBA meeting He noted that the two studies
conducted by NESDEC, the Demographic Update. Enrollments and Applications and the Facility Study
and Capacity Analysis, are included in this month's School Committee packet Dr Bouquillon also
announced that we will have the highest enrolled freshman class in 25 years. Jeff Stulin also asked that
Dr Bouquillon comment on the Post Graduation (PG)application trend Dr Bouquillon stated that the
program structure will be reviewed and a possible evening PG program may be created
Cheryl Mahoney asked how MSBA would account for the Post Graduate students Dr Bouquillon
responded that MSBA will only address and support the 9-12 grade enrollment in deciding the size and
cost of the building project
Jack Weis asked what the process is for the committee to offer comments about reports and have them
feed into the discussion with the MSBA. Dr. Bouquillon stated that if Minuteman is part of a normal
Feasibility Study, there would be a Building Committee The member towns and School Committee would
work through that venue. Dr. Bouquillon would strongly suggest that the Capital Facilities Subcommittee
meet and start forming the Building Committee
Dr Bouquillon stated that the Regional Agreement Task Force met yesterday There is no agreement to
date on the capital expenses apportionment model The next meeting will be on April 28th After a few
meetings and feedback from MSBA, Dr Bouquillon will ask the School Committee to make a decision on
the recommendations and work done thus far with or without consensus from the Regional Agreement
Task Force on a capital expenses apportionment model.
Dr. Bouquillon reminded the School Committee that he will be in China visiting the Wuhu Industrial
School The idea is to develop relationships with this school for teacher and student exchanges in the
future Alice DeLuca suggested changes to the language in the MOU regarding the financial
responsibility She suggested deleting "and will be approved"and substituting "subject to approval" in
Article 3 i and deleting the phrase"more than"in Article 3 ii
Ford Spalding would like to change tonight's agenda schedule and have the General Advisory Board
address the School Committee Michelle Roche and Scott Coppock, Chair of the General Advisory Board,
presented the goals and work of the committee
General Advisory Board members in attendance* Ed Farrili from the Automotive Sector and Ann Marie
Gallo Mary Ann Ham, Liaison to the Advisory Board, was in attendance as well
Scott Coppock reviewed the goals and the status of each goal He also reviewed the timeline for
meetings Michelle Roche stated that the marketing packet was created to educate the community at-
large and to help recruit involvement with the General Advisory Board
PRINCIPAL Jim Laverty presented the SkiIIsUSA overnight request
MOTION
A motion was made by Alice DeLuca, seconded by Dave Manjarrez, to approve the SkiIIsUSA Overnight
request All in favor unanimous Motion passed
Jim Laverty stated the Student Handbook was distributed A vote will be taken at the May meeting.
Jim Laverty reviewed the 2011-12 School Calendar
MOTION
A motion was made by Alice DeLuca, seconded by John McGarity, to approve the 2011-12 School
Calendar as proposed All in favor unanimous Motion passed
SUBCOMMITTEE/TASK FORCE REPORTS
POLICY REVISIONS Alice DeLuca reviewed Section J of the Policy Manual.
MOTION
A motion was made by Dave Horton, seconded by Dave Harmon,to approve Section J for a second
reading All in favor unanimous Motion passed.
MOTION
A motion was made by Dave Harmon, seconded by Dave Manjarrez,to approve Policy IMG for first
reading All in favor unanimous Motion passed
Alice DeLuca reviewed the law regarding production of video recordings of School Committee meetings
The School Committee discussed the draft policy.The School Committee discussed various factors
associated with recording minutes• effects on recording the minutes, length of time to keep recordings,
costs of recordings, and alternative to video recordings. Alice DeLuca stated that the policy should be put
on the agenda at a future meeting
PERSONNEL SUBCOMMITEE•John McGarity announced that the subcommittee had met and reviewed
the Superintendent's evaluation process, completed compiling the School Committee Orientation
information, and set the dates for future meetings He reviewed the Superintendent's evaluation
instrument
Grace Brueckner presented and discussed the online evaluation process through "Zoomerang"and the
School Committee Online Orientation area of the School Committee Portal on the website.
The School Committee Goals will be discussed at the May 10th meeting Jack Weis suggested that
subcommittees add this item to their agendas prior to the May 10th School Committee meeting
FINANCE SUBCOMMITTEE Jeff Stulin stated that within the next few months, he will request from the
Chair a longer period of time to review the school's financial procedures and reports He will invite the
Treasurer to present as well In addition, the subcommittee will ask the School Committee to vote on the
oversight report
MOTION
A motion was made by Jeff Stulin, second by Dave Harmon,to not participate in the School CHOICE
program in the 2011-2012 school year. All in favor. unanimous. Motion passed.
Dr. Bouquillon announced that Lincoln,Acton and Lexington approved the FY12 Budget.The Wayland
Town Manager indicated that Minuteman did not need to present at this week's Town Meeting
Dr Bouquillon reviewed the letter from the Walter J Markham Award Committee selecting Minuteman
Student Michael Breen from Bolton for his technical, academic, and personal achievements He also
mentioned the newspaper articles titled "Schools prodded on plans for bullies"and the"Students perform
environmental assessments,"which refers to Minuteman Teacher Terry Regan's Environmental
Technology program and his students who go out in the field to perform environmental assessments Dr
Bouquillon also mentioned that he spoke with the Waltham Principal about the rejected applicants
Came Lamica gave a brief report on the health care issues The Massachusetts Health Trust put out an
RFP and received back some proposals Some were very high It was decided that Blue Cross Blue
Shield would be the only vendor for a very small increase
A motion was made to enter into Executive Session to discuss Personnel Negotiations and executive
session minutes, not to return to regular session All in favor
