1 CALL TO ORDER OPEN SESSION
The Chair called the meeting to order at 6 02 p m
2 ADOPTION OF REMOTE PARTICIPATION
VOTE To adopt remote participation by all members of the Minuteman School Committee
pursuant to and in accordance with Sections (2) and (3) of the Executive Order Suspending
Certain Provisions of the Open Meeting Law made by the Governor of Massachusetts on
March 12, 2020, such adoption to be effective until said Executive Order is rescinded or the
Commonwealth's State of Emergency as referenced in said Executive Order, is terminated,
whichever happens first

3 CHAIR'S REPORT,Pam Nourse
a For the Good of the Organization
Ms Nourse shared that this meeting will focus primarily on back to school, and asked Committee
members to meet with their individual subcommittees in advance of the September 22"d meeting to
discuss proposed School Committee goals for the coming year.
Ms Nourse thanked the administration and faculty for all their hard work in preparation for the opening
of school
(Mr Ruderman joined the meeting at 6 35 p m)
4. SUPERINTENDENT'S REPORT,Dr Edward Bouquillon
a Reopening
Dr Bouquillon shared an update with Committee members on the preparation for the reopening of school
noting that many communications have been sent to families and staff Dr Bouquillon also shared that
Minuteman joined with area schools in agreement to postpone all fall sports, except golf, to a floating
season which includes 3-4 weeks in the winter months The District awaits further guidelines from
MIAA
The incoming 9th grade class will begin orientation soon where they will receive their laptops,technology
training, and become more familiar with the building.
Dr Bouquillon also shared that he hosted a Parent Town Hall meeting on September 2nd which was very
well attended with approximately 350-380 parents joining in the meeting and over 260 questions posted
in the chat The meeting was very well received, with many questions answered, and a lot of positive
comments and feedback from the event This information and answers to the questions posed will be
added to the District website
Dr Bouquillon then shared the Safety Video which was prepared by Andrew Mudge, and noted that the
video will also be added to the Distract website He shared that there has been a lot of positive feedback
from the video, including posting to the Department of Elementary and Secondary Education website
Ms Leone asked what will happen if a student exhibits symptoms and is sent to the nurse Dr Bouquillon
confirmed that any student exhibiting symptoms will be sent home
Dr Bouquillon updated members on the steps the District has taken to assist staff for childcare and that
paraprofessionals are at the Tremont School taking care of the children of staff at no cost to the employee

There is a possibility that this set up will continue as a facilitated learning program for children of staff
whose home districts are remote,which allows 100%of our staff to teach remotely from Minuteman
Mr Spalding shared that he went for a tour of the Tremont School and commented that it is a wonderful
facility and a great service. He congratulated Dr Bouquillon on offering this option to their staff
Ms Crocker shared that this is a wonderful plan and asked how many children will be participating Dr
Bouquillon shared that the maximum would be 20 children
Dr Bouquillon also shared an update on the safety and health issues raised by staff members,and that he
has met with approximately a dozen teachers to discuss accommodations,ranging from PPE to relocating
of their classroom closer to an exit area, every teacher has their own space, and that we have met all
accommodations and 100%of staff will be able to teach at Minuteman
Mr Stulin, who is a teacher, commented that he would feel comfortable teaching at Minuteman Dr
Bouquillon shared that we will continue to check in with staff as the school year progresses
Dr Bouquillon reported on the Professional Development work that the Distnct is undertaking,including
work with Middlesex Youth Partnership for trauma training
The Minuteman Technical Institute (MTI) will host a 3-night orientation beginning on September 8th
MTI will open with a class sizes of 10 students,and the electrical program will include Saturday sessions
MAVA will also host two in-person classes at Minuteman on Saturdays this semester.
Ms. Crocker inquired about the guidance received from the Department of Elementary and Secondary
Education regarding the requirement of flu shots for all students Dr Bouquillon shared that he is in the
process of setting up a Flu Clinic at the school with CVS
Ms DeLuca inquired whether students are still able to take college classes under the Early College High
School program Dr Bouquillon confirmed that the Dual Enrollment Program is still underway with
approximately seven classes being run
Ms Nourse thanked the administration and staff for their collaboration and all their work in planning for
the reopening of school
Ms Crocker asked about masks breaks for students Mr Clement shared that most shops have access to
the outside and will allow teachers to use their discretion for break times,as well as working a mask break
reminder into the bell schedule

Technical School District Committee and the Minuteman Faculty Association—Animal
Science Program
Dr Bouquillon recommended approval of the Memorandum of Agreement between the Minuteman
Regional Vocational Technical School District Committee and the Minuteman Faculty Association —
Animal Science Program, and noted that the position has been offered to three candidates, with two
withdrawing their application due to concerns with COVID, and the job has been reposted

Technical School District Committee and the Minuteman Faculty Association-Hybrid Model
Dr. Bouquillon recommended approval of the Memorandum of Agreement between the Minuteman
Regional Vocational Technical School District Committee and the Minuteman Faculty Association
regarding the Hybrid Model
Mr Stulin expressed his admiration to the administration and staff for their collaborative work and the
process in reaching these agreements and asked that Dr Bouquillon pass that message on to the
administration.
Mr Ruderman agreed with Mr Stulm's comment on the achievement and collaboration of the
administration

a School Building Proiect Update—Ford Spalding
Mr Spalding provided Committee members with a building update as follows
• Work is underway in the parking lot due to drainage issues,
• Closeout numbers are expected from Gilbane on September 25th,
• The School Building Committee meeting is scheduled for Tuesday, October 6th for continued
discussion on the athletic complex,followed by a School Committee meeting,
• Approximately 30 parties have expressed interest in the project with final bids due on September
30th Mr Spalding advised members who may be contacted regarding this project not to respond
to any inquiry,instead directing inquiries to Mr Spalding
Mr Spalding confirmed that at this time,the amount of interest in the project is excellent
(Ms Leone departed the meeting at 7 00 p m)
5 DIRECTOR OF FINANCE REPORT, Dr Robert Gerardi
a FY20 Student Activity Accounts Fund Activity and Balances
Dr Gerardi provided members with a spreadsheet identifying fund activity and update on the student
activity accounts and recommended approval of the FY20 student activities accounts fund activity and
balances, noting the two accounts with negative balances, Skills USA and Community Service, are due
to COVID-19
Mr Ruderman asked if all clubs and organizations were aware of their account balances,and Dr Gerardi
confirmed that they were all aware of their account balances.

c School Committee Notification—Minuteman School Committee Appointment to Minuteman
Retirement Board
Dr Gerardi notified Committee members that they will be appointing a member to the Minuteman Retirement
Board, and that Dr Bouquillon will provide a recommendation at the next School Committee meeting

6 SUBCOMMITTEE REPORTS
a Policy Subcommittee Update—Alice DeLuca
Policies for Review.
Ms DeLuca presented the Face Covenngs Policy EBCFA for first reading
Mr Stulin shared that the policy is simple language, straight forward and very clear,Mr Ruderman agreed
with Mr Stulm and asked what EBCFA stands for Ms DeLuca explained that it is a MASC code
Mr Ruderman asked about enforcement of the Mask Policy Dr Bouquillon noted that summer school was
just held and there was no issue with students wearing masks, and that the District has not received any
notifications of students who will be noncompliant
Ms DeLuca also noted that this policy has been reviewed by the school attorney
