HomeMy WebLinkAbout2023-09-29-MMTECH-min.pdf FINAL MINUTES MINUTEMAN REGIONAL VOCATIONAL TECHNICAL SCHOOL DISTRICT SCHOOL COMMITTEE MEETING SEPTEMBER 29, 2023 -7 00 p m Present: Jeff Stulm, Chair(Needham) Steve Ledoux(Concord) Alice DeLuca,Vice Chair(Stow) Pam Nourse, (Acton) Erika Elzey, Secretary(Bolton) Sharon Musto(Lexington) Charlene Cabral(Lancaster) Absent Sarah Montague(Arlington)and Ford Spalding(Dover) Weighted Vote: Weighted Vote present at start of the meeting. 70.59% Others Present: Kevin Mahoney and Julia Pisegna 1 CALL TO ORDER OPEN SESSION The Chair called the meeting to order at 7.01 p m 2 APPROVAL OF ADOPTION OF REMOTE PARTICIPATION VOTE Having adopted remote participation by all members of this School Committee pursuant to and in accordance with Sections (2) and (3) of the Executive Order Suspending Certain Provisions of the Open Meeting Law made by Governor Baker on March 12,2020,and pursuant to the Chapter 20 of the Acts of 2021,as amended most recently by Chapter 2 of the Acts of 2023 signed by Governor Healey allowing such remote participation until March 31, 2025, any or all members of this School Committee are permitted to participate in this meeting via remote participation The following vote was taken ACTION 2023 #86 Moved(Montague) and seconded(Musto) 7 members present at time of vote Weighted Vote present 70 59% Weight needed >35 29% Final percentage results of vote 70 59% Vote Acton, Pam Nourse Yes Lancaster, Charlene Cabral Yes Arlington, Sarah Montague Absent Lexington, Sharon Musto Yes Bolton,Erika Elzey Yes Needham,Jeff Stulin Yes Concord, Steve Ledoux Yes Stow,Alice DeLuca Yes Dover,Ford Spalding Absent Final status of the vote: Approved unanimously 1 3 SUBCOMMITTEE REPORTS a Announcement of determinations of the School Committee regarding its September 12,2023 review of minutes from Executive Sessions held by the School Committee during meetings held from April 11, 2023,through August 29,2023 Mr Stulin read the following announcement into the record. Dunng an executive session of its meeting on September 12, 2023, the School Committee reviewed the executive session minutes for the following meetings of the Committee and voted as follows To approve and release the executive session minutes of April 11,2023,and June 13,2023,in their entirety To approve the executive session minutes of July 20, 2023, and August 10, 2023, and to continue to withhold those minutes as the purposes for which the executive session was held continue to exist, but to release the portion of those minutes that discusses holding the session remotely as that discussion does not relate to the particular executive session purposes To approve the executive session minutes of August 15, 2023, and August 29, 2023, and to continue to withhold those minutes as the purposes for which the executive session was held continue to exist To table to a future meeting action on the draft executive session minutes of July 18,2023,and August 17, 2023. 4 Comments from the Chair Mr Stulin noted that the purpose of this meeting is to begin the process of the Intenm Superintendent search and that public comments will be made at the School Committee meeting scheduled for Tuesday, October 10th He thanked the members of the Minuteman community for their patience during these difficult past few months He added that there have been concerns regarding the impact of the settlement costs on Minuteman and shared that those womes are unjustified The School Committee and administration are confident that there will be no staffing cuts and no meaningful educational impact due to the settlement expenses, and that further financial details will be made available in the next few weeks 5 Discussion and Possible Vote to Post the Position of Interim Superintendent Mr Stulin explained the need to begin the search process for an Interim Supenntendent and noted that we currently have an Acting Superintendent The position of Interim Superintendent will be posted on SchoolSprmg and the district website ACTION 2023 #87 To move that the administration appropriately publish the draft job description as sent to school committee members with the word"working"removed from General Description bullet point#6 This posting should occur as soon as possible Moved(Musto) and seconded(DeLuca) 7 members present at time of vote Weighted Vote present. 70 59% Weight needed >35 29% Final percentage results of vote 70 59% 2 Vote Acton,Pam Nourse Yes Lancaster, Charlene Cabral Yes Arlington, Sarah Montague Absent Lexington, Sharon Musto Yes Bolton,Erika Elzey Yes Needham,Jeff Stulin Yes Concord, Steve Ledoux Yes Stow,Alice DeLuca Yes Dover,Ford Spalding Absent Final status of the vote• Approved unanimously Mr Stulin noted that it is also time to begin the search process for a permanent Superintendent The Superintendent Search Committee creates a profile, gathers a screening committee,reviews applications, and then presents the finalists to the full School Committee who will make the final selection ACTION 2023 #88 To move that we form a Superintendent Search Committee whose members include Pam Nourse, Chair,Alice Deluca and Charlene Cabral Moved(DeLuca)and seconded(Musto) 7 members present at time of vote Weighted Vote present 70 59% Weight needed >35 29% Final percentage results of vote 70 59% Vote Acton, Pam Nourse Yes Lancaster, Charlene Cabral Yes Arlington, Sarah Montague Absent I Lexington, Sharon Musto Yes Bolton,Erika Elzey Yes Needham,Jeff Stulin Yes Concord, Steve Ledoux Yes Stow,Alice DeLuca Yes Dover,Ford Spalding Absent I Final status of the vote• Approved unanimously Mr. Stuhn noted that the purpose of this motion is to give the Supenntendent Search Committee a budget and timeline for this process He added funding of$2,000 will be allowed for disbursements upon approval by the Chair ACTION 2023 #89 To move that the Supenntendent Search Committee be instructed to develop a procedure, timeline, and preliminary budget for a Superintendent search process that targets hiring a new Superintendent with a start date of July 1,2024 The results of this task should be presented to the full School Committee no later than their regular November meeting In the event that funds are required for expert advice, the Committee is allowed to spend up to $2,000 with all disbursements approved by the Chair.
