SCHOOL COMMITTEE MEETING

1 CALL TO ORDER OPEN SESSION
The Chair called the meeting to order at 6 31 p m
2 APPROVAL OF ADOPTION OF REMOTE PARTICIPATION
VOTE Having adopted remote participation by all members of this School Committee pursuant
to and in accordance with Sections (2) and (3) of the Executive Order Suspending Certain
Provisions of the Open Meeting Law made by Governor Baker on March 12,2020, and pursuant
to the Chapter 20 of the Acts of 2021,as amended most recently by Chapter 2 of the Acts of 2023
signed by Governor Healey allowing such remote participation until March 31, 2025, any or all
members of this School Committee are permitted to participate in this meeting via remote
participation

3 Possible Interviews with Candidates for the Position of Interim Sunenntendent

Ms Nourse, Chair of the Superintendent Search Committee, detailed the process taken to review the five
applications received for the position of Interim Superintendent Committee members created a matrix
based on the job description, as well as location and ability for the candidate to begin immediately Each
candidate was then ranked,with Kevin Mahoney standing out as the number one candidate
She shared some of the reasons for their choice,including Mr Mahoney's long history with career technical
education in Massachusetts, both at Minuteman and Whittier, his exceptionally strong leadership while
serving as Acting Superintendent, and his effectiveness in bringing the Minuteman community together
Mr Mahoney is also the only candidate who had financial experience working with town management on
enrollment,budget,and financial management in a multi-town district,and the subcommittee recommended
him as the candidate for the position of Interim Superintendent
Ms DeLuca and Ms Cabral, members of the Superintendent Search Committee, added that Ms Nourse
provided an excellent summary of the discussions held by the subcommittee.
4 Annroval of Annointment of the Interim Sunenntendent
Mr Stulin summarized the process that the subcommittee followed which included several meetings to
begin the process of sending out the job notice,waiting the required two-week period,developing the matrix
focused on the needs of the district,review of applications,rating of each candidate according to the matrix,
and provided a list of reasons for the choice of Kevin Mahoney
Mr Stulin detailed the steps, including approval of the contract and due to Mr Mahoney being retired and
the cap on the amount of income he can earn,the State needs to approve the Critical Shortage Waiver He
added that there is no other candidate who has the skills set that Kevin Mahoney has including his
knowledge of Minuteman, his financial expertise, and reiterated the importance of him helping us during
the next 8-month period from November to June
Comments from Committee Members.
Mr Spalding added that Mr Mahoney is also very well known throughout the district by town officials and
town finance committees Mr Ledoux agreed and added that he first met Kevin when he (Ledoux) was
Acton town manager, and he(Mahoney)was very helpful with the budget situation
Mr Ledoux asked about the timeline for the State to approve this waiver
Mr Stulin added that part of the application for this Critical Waiver needs to be completed before November
1st The approval is for a 6-month period We are currently in the middle of the first six-month period, and
we will re-apply again for the time period between November and June
Mr Stulm explained that there are both soft and hard deadlines The hard deadline is Nov.1st,the date by
which the candidate must be selected, and the application must be submitted The response from the State
will take between 5-14 days
Mr Spaulding added that a similar situation occurred in his home district and the waiver process went very
smoothly
Ms. DeLuca asked who was responsible for the submission of this paperwork. Mr. Stulin responded that
there is an additional motion for that
Ms Musto asked what would happen if the State rejected the waiver
Mr Stulin responded that the Committee would look at the other candidates or look for new candidates if
they felt the existing candidates were not appropriate

That Kevin Mahoney be the selected candidate for the Minuteman Intenm Superintendent
position,contingent on the completion of a mutually acceptable contract and the State approval
of the appropriate Critical Shortage Waiver

Mr Stulin congratulated Mr Mahoney He proposed that the Supenntendent Negotiations Subcommittee
negotiate the contract terms with Mr Mahoney Due to Ms Nourse being unavailable,he suggested he be
added to this subcommittee for the purpose of this negotiation only

That the Supenntendent Negotiations Subcommittee negotiate contract terms with Kevin
Mahoney for the Interim Superintendent position based on guidelines supplied by the full
School Committee,in addition,that Jeff Stulm be added to the Supenntendent Negotiations
Subcommittee for this sole negotiation
