Barnes read a letter from the Selectmen notifying the TCC, the Appropriations Committee and the Lexington Minute Men of a meeting which they have scheduled with these groups for 8 pm, Monday, October 25, for the purpose of holding discussions about finances for upcoming parades and the future of the Battle Reenactment The Chairman also read a notice from acting Town Manager Perry stating that TCC budget figures were due on October 22 He noted that the TCC would not be prepared to submit a budget for FY 1978 by that date, since future plans would depend on the outcome of discussions scheduled for the October 25 meeting. VETERANS DAY Mrs Litchfield confirmed parade participation by the Girl Scouts and their Drum Corps, Campfire Girls and Bluebirds, the Lexington Light Horse Club under direction of Dr Foley The Rainbow Girls and the Hayden Drummers have not yet accepted their invitation; the 26th National Guard stationed at the Lexington Armory has been contacted properly but there is no response as of this date. Mr Gaughan said that the VFW was, indeed, planning to furnish the Chief Marshal and his staff The TCC agreed to invite General Richard Zeoli to be speaker at the morning ceremonies; Chmn Barnes will contact him. If General Zeoli is unable to be present, an alternate choice would be Corey Wyman (Col Ret ) It was also mentioned that there were several ranking officers at Hanscom Field who had not yet been invited to participate in any of Lexington's ceremonies and might be available to speak to the community BUDGET The TCC embarked on a review of the budgets of several past years in preparation for the scheduled October 25 meeting It was noted that the Committee would have to base many of its estimates on charges incurred during the celebration of April 19, 1973, since that parade was probably more nearly comparable to that which may be expected in the next few years However, most of our regular units have increased their transportation charges somewhat; fur- thermore, there can be almost no plans for military unit participation since there are very few units available Costs since that time have reflected 1) an enlarged parade and guest list in preparation for the Bicentennial; 2) the effects of a more or less artificial cut which was instituted when, in planning for the 18 month budget prepared when the Town began a fiscal year starting on July 1, but necessarily included two celebrations of April 19 without doubling the TCC budget (a budget of 150% of normal for 18 months was more or less made to cover what should have been a budget of 200% for the time span) , and, 3) the expenditure of funds made available out of the Bicentennial Article Mrs Litchfield will have figures available at the next meeting so that there may be further discussion.
