HomeMy WebLinkAbout1921-11-08-BOS-min40 MEETING, NOV, 8, 1921. , All Members Present. The records of the last meeting were read and approved. Mr. Edward C. Stone, Attorney for Charles Smith and Town Counsel, Robert L. Ryder were present. Mr. Ryder presented a plan showing the land taken by the Town for Schoolhouse purposes. The Town at a town meeting held on June 309 1919 authorized the taking of this land and $1250 was appropriated for the same. There is 76,000 ft, of land and the same was assessed by the Assessors for less than $900. Mr. Stone explained that his client wanted 104 per foot for the land when he talked with him sometime ago and also considerable for the apple trees. Mr. Ryder explained that he thought if the Selectmen and Mr. Smith came to an agreement on a certain amount per foot for the land that if the matter was put before the Town for an appropriation the Town would not appropriate the money. It was therefor decided to let the case go to trial. ' Mr. Stone called attention to the condition of Hayes Avenue just above its junction with Hancock Street. He explained that it was very dangerous to the traveling public and something should be done. The Board agreed to take the matter up with Mr. Duffy to see if something could be done temporarily to remedy the conditions. It was decided to turn the matter of collection of board for Charlotte Bornstein, both at Tewksbury and at the Division of Child Guardianship over to the Town Counsel. The grand parents of this child refuse to reimburse the town for the board on advice of their counsel. A delegation from the American Legion, Stanley Hill Poet, came before the Board and requested that the Legion men who were employed by the Town be excused from duty so that they may participate in the excercizes to be held that day. They were informed that none of the Town employees would have to work that day. (Armistice) They also invited the Selectmen to be present at the services to be held on the Battle Green on that day. The question of tolling the church bells from 11:45 until 12 noon as suggested in the Proclamation of the President of ' the U. S. and also Governor of Massachusetts was discussed. The Board informed the Legion members that they would request the tra churches to toll the bells for the fifteen minute period mentioned above. Accordingly the Unitarian Church and Follen Church authorities were requested to toll the belle. Application was received from Mr. William Murphy of 25 Mass. Avenue for a permit to conduct and maintain a public garage. It was decided to hold a hearing on the same on Nov. 22nd at 8 P. M. The matter of removing the barn of James M. Robinson of 80 Hancock St. from the highway on Revere Street was talked over with the Town Counsel. Since Revere Street was widened this barn projects out on the sidewalk which is now being con- etructed. The Board wrote a letter to Mr. Robinson requesting him to move the same so that it would not project into the etreet. Dr. James J. Walsh was authorized to order transportation to the Mase. General Hospital for Mrs. Catherine Silva, The Chief of Police was requested to send an officer with Frank Silva to the Monson State Hospital at Palmer, Mass, to which institution he was admitted on Nov. 8, 1921, The Town Counsels advice was asked in regard to whether or not the Building Inspector could work by the day for another man. The Counsel advised that it was not a good precedent to establish but he thought it would be all right. ' A letter was written to Walter Dickerson of Cedar St. informing him that he could occupy the house recently occupied by the Taylor family for $15 pr: mo, rent payable the let and 15th of each month if he so desired. Alar. Cotton reported that the Arlington Police Depart- ment use a portalite which has proven to be a help to the department. It was decided to ask the Portalite Motor Specialty Co. of Waltham to send one to Lexington for trial. The matter of jurisdiction over triangles was discussed with the Town Counsel. He advised that the jurisdiction of the triangles within the highways was in the hands of the Road Commissioners and not with the Park Commissioners. He advised that if the Board desired to have these triangles placed under the jurisdiction of the Park Commissioners It could be done by having a vote of the Town passed transfering the authority. It was decided therefor to put an article in the warrant for the next town meeting and to ask the Town Counsel to prepare the same, Another letter was received from Mr. F. W. Dean in which he called attention to the Pelham Road street sign and also ' the Eliot Rd. sign. The matter was turned over to Mr. Duffy. 42 Boiler Insurance Policy covering the Hancock School Boiler issued through the office of A. A. Marshall was ' approved by the Chairman. Letter was sent to the Middlesex & Boeton St. Rwy Co. in reply to their letter of Nov. 4th in vhhich they stated that they id not deem it necessary to extend their car service t`ohe Morton Reed place. The Board informed the Company that they did not think it a matter of expense but the convenience to the traveling public that should be considered. A true record, Attest: CLIIRK. 1 CII
