Police All guests were at T C C Meeting to discuss plans for re-enactment of British retreat from Concord to Arlington - 4/20/80 Plans as discussed & programmed - Necessity of having cooperation of T C C. and Town of Lex. and Police Dept. (a) Crowd control at Hastings Park - Munroe Tavern, Sanderson House. Necessity of roping off areas and planning for Parking areas (b) Requesting J H.S as a rest area (c) Plans should be completed by 12/1/79 T C C unanimously voted in favor of cooperating with M.M. on this project - will request Bills are picked up by Town Other business - Town Mgr Office requests - (1) Groups who will be allowed to have stands on Parade Day (2) Should there be a restriction on number of permits granted - if so - how many? (3) Should groups be restricted to certain areas? (4) Should each group be required to man own booths? - not contract out - Parade - We will recommend to Board - 4/17/80 - if we are in accord with Concord & Arlington Nov 11th Parade - Contact V F W for Marshall & aides Parade Planned - 10 a m. (3) Clergy• - Rev Dr Donald Wells - Trinity Covenant (4) Letter to Board of Selectmen & Town Mgrs Office To participate in parade - Plan to assemble at School Adm. building at 9:30 - parade to start at 10 a. Governor's Proclamation - Roster Make Rain Day arrangements for Cary Hall Contact Scouts - Rainbow - DeMolay - Hayden Mr Don Gillespie participation O.K. April 19th Parade - T C C voted to observe on Sat - Recommend Chamber of Commerce investigate feeling of Town Merchants Answers to questions from Town Mgrs Office re Permits to be issued - (1) What groups? (2) How many? (3) Should groups be restricted to certain area? (4) Should each group man own booth? Groups - Local organizations - Youth, Church, Social Stands at reasonable interval - Woburn St to Library Vendor certificates displayed by button & badge. 20 ft restriction in area - including vendor out of basket No voice hawking of merchandise Note to police about fire crackers - T C C on record against same Re-enactment of Retreat - T C C to hold in abeyance - need more solid plans i.e expenses etc We will meet again with Brig General when he has finalized his plan - around 12/1 Lex. M.M. are not completely in favor of re-enactment on 4/20 - particularly if we celebrate on Mon. 4/21 200th anniversary of Constitution. M.M will go along and participate Letter from Brig. General Chapman - to thank T C C for time and interest 19th April Parade - Imperative theme is settled by 11/29 in order to present to interested persons Meeting adjourned 9 30 Respectfully Submitted Frances P Mallett Recording Secretary TOWN CELEBRATIONS COMMITTEE 11/29/79 Present - Chrm Fitzgerald, V Chilli Ray Flynn, Paul Jenkins, Jerry Hagerty, Dawn Brenchick, Karen Gaughan, Jean Coates, Fran Mallett Veterans Day Parade - Committee feels letter sent out to Youth groups was quite successful in getting a response for Parade Dawn Brenchick sent letter to Rev Wells Comm requested a letter be sent to Mr Don Gillespie Mr Henry Hurley Hayden Col Charles Cobell, Speaker on Common - his speech very well received by people - many excellent comments Business - A suggestion was made to invite new editor of Lex. M.M. to a meeting B 0.S. - TCC invited to come before board at 10 p.m. with Brig. General Chapman i e retreat-reviewed places - B 0 S spoke favorably - will have to hold meeting 12/3/79 in order to review costs to Town. (Police etc ) B 0 S vote favorable - with reservations on costs. Patriots Day Business - T C.0 agreed outside people should be allowed to enter floats in Parade and compete in Competition. Chrm Fitzgerald booked Heritage Hall for 4/21/80 luncheon and reception Vice Chrm Flynn to meet with Arlington Chrm John Vann to discuss mutual participation between Arlington & Lexington in order to cut costs Patriots Day - V Chrm Flynn has discussed with Levi Burnell to get Bi- Centennial band to participate in Parade. Expenses - Veterans Day Parade - Motion made & seconded - voted unanimously - $75 00 to L H S band for participation in Veterans Parade Additional Business - Dawn Brenchick appointed financial secretary of Comm. Ray Flynn will get invitations out to people he feels should be invitated to Parade Meeting adjourned 10 p m. Respectfully Submitted Frances P Mallett Recording Secretary 0 TOWN CELEBRATIONS COMMITTEE 12/13/79 Present - Chairman Bill Fitzgerald Vice-Chairman Ray Flynn, Karen Gaughan Paul Jenkins, Jean Coates, Dawn Brenchick Correspondence -Chairman Fitzgerald received a letter from the Board of Selectmen thanking the Town Celebrations Committee for working with General Chapman regarding the retreat on 20 April. 1980 They have accepted our recommendation and stated that General Chapman will be working with us in the future Another letter was received from the Town Manager asking the Committee to set guidelines for Patriot's Day permits to venders Four questions were asked. 1) What types of group/organizations granted permits? 2) What restrictions placed on permits? 3) Any restrictions as to particular areas designated? 4) Is it required for groups to man their own booths and not to contract out? These were originally discussed at the 13 September and the 27 September meetings. A letter dated 16 October 1979 was mailed to the Town Manager by Karen Gaughan, and it will be resubmitted to him regarding the guide-lines for permits The Board of Selectmen sent information regarding the City of Boston s 350th Birthday parade to be celebrated on 21 September 1980 The Lord Boston abd Lord Mayor of the city of Boston, England will be invited Among the invited guests will be President and Mrs Carter Vice—President and Mrs. Mondale, as well as many foreign dignitaries. The Town Celebrations Committee was asked to recommend what to send as a representation of the Town of Lexington The recommendation, by unanimous vote, was to ask the Lexing- ton Minutemen to be the official representatives of Lexington Contact has been made with Herb Grossimon and he will contact the Committee following a Minutemen Board of Directors meeting in January A possibility of sending a float was mentioned as well Karen Gaughan received a letter from Senator Rotondi apologizing for not con- tacting us regarding his absence from the Veterans Day parade and ceremonies His absence was due to an illness in the family and he is looking forward to future contact with the Committee Dawn Brenchick will send a copy of her letter to Donald Gillespie thanking him for participating in the Veterans Day parade to the Lexington Minute-Man in regards to the letter in tha 13 December issue Patriot's Day - Ray Flynn will contact the MDC Police in regards to the possibility of having four mounted police to lead off the parade The next meeting will be on Thursday 3 January 1980 HAPPY HOLIDAYS AND HAPPY NEW YEAR " " Respectfully submitted Dawn Brenchick Acting Recording Secretary
