ADVISORY COMMITTEE ON HOUSING NEEDS
1 Conduct a survey of the techniques employed in other
communities to produce housing meeting community needs
2. Investigate potential sources of government financial
assistance
3. Investigate potential sources of private investment, includ-
ing at least the effects of recent changes in the tax laws ,
recent requirements for community investment by banking in-
stitutions, and use of the resources of Lexington-based com-
panies who have housing needs fbr their employees
;; 4. Develop data on the costs of constructing housing including
the percentages allocated to such major cost components as
fland, labor, materials, profit, and financing
5 Consider establishing a Lexington-based, non-profit community

development corporation oriented to the production of
housing
6. Identify techniques to insure that publicly promoted benefits
remain and are passed on to subsequent occupants so that the
initial occupants do not receive a financial windfall
7 Analyze ways in which the Town can contribute to the produc-
tion of such housing including the costs and benefits of
doing so I
8. Document the Town' s housing needs including
a An analysis of the characteristics of the present housing
stock
b An analysis of the economic conditions and demographic
characteristics of Lexington residents
c A statement of housing needs
d Recommendations of specific housing goals including
numerical targets, and of methods to achieve those goals.
8 Identify persons residing or working in Lexington who have
some expertise, i e , architecture, real estate, finance,
etc , who may be potential resources

9 Analysis of the applicability of the techniques and ap-
proaches developed for Muzzey to other locations within
Lexington
10 If directed by the Planning Board, disseminate information to
the public about Lexington's housing situation, through such
activities as public forums, speakers' bureau, and local
cable TV programs
Initially, the Committee will concentrate on assisting the Planning
Board in promoting the development of housing meeting community needs
at the Muzzey School Property
