HomeMy WebLinkAbout2010-07-12-LEARY-chg.pdf Ad Hoc Leary Property Community Housing Task Force Members: 7 Appointed by Board of Selectmen Length of Term: Until dissolved Appointments Made: Meeting Time: As posted Charge: To recommend to the Selectmen a plan for developing community housing on the Leary property at 116 Vine Street, and to determine whether the existing structure can be saved. Description, The 2009 Special Town Meeting allocated Community Preservation Act funds to acquire the 14.2 acre site at 116 Vine Street. While the greater part of the site was acquired for open space, a 30,000 square foot lot was set aside utilizing community housing and historic preservation funds with the understanding that the existing farmhouse would be assessed for structural integrity and possible preservation as a historical asset. The Task Force will recommend to the Selectmen a plan for developing community housing on the Leary parcel after input from the neighborhood and other stakeholders, and discussion of the proposed plans at public meetings. The Task Force will consider housing development scenarios with varied numbers of units and configurations. These will be evaluated in terms of density size of the structure(s), fit into the neighborhood, cost per square foot and per unit,possible funding mechanisms, and suitability for the targeted population. The Task Force will also recommend a development process in the event LexHAB does not undertake the development of the community housing. A structural assessment of the existing farmhouse has been done and was presented in the report done by Salemi, Architectural Associates, Inc., dated March 1, 2010 with a follow-up letter dated June 23, 2010. The Task Force will look at whether or not the structure can be preserved at an acceptable cost, and whether or not a preserved structure is suitable for community housing. If not suitable for community housing, it should be determined if the structure is of sufficient historical value to warrant expenditure of funds to restore and preserve it. The Task Force should also make recommendations as to how such preservation could he achieved. Criteria for Membership. The members will consist of two members from LexHAB, and one from each of the following: the Housing Partnership; the Historical Commission; Planning Board; Housing Authority and the Community Preservation Committee. Two members of the Board of Selectmen will serve as liaisons to the Task Force. .77 ; ( Prior to serving as a member of this Committee, appointees are required to: 1 Acknowledge receipt of the Summary of the Conflict of Interest Statute. Further, to continue to serve on the Committee the member must acknowledge annually receipt of the Summary of the Conflict of Interest Statute. Said summary will be provided by and acknowledged to the Town Clerk. 2. Provide evidence to the Town Clerk that the appointee has completed the on-line training requirement required by the Conflict of Interest statute. Further, to continue to serve on the Committee, the member must acknowledge every two years completion of the on-line training requirement. The Committee will receive technical staff support from the Planning Department. Ref.
