Committee Members Present: Marilyn Fenollosa (Chair); Jeanne Krieger (Vice-Chair), Robert
Creech, Robert Pressman, Kathryn Roy, Mark Sandeen, Melinda Walker.
Administrative Assistant: Thomas Case
Absent: Kevin Beuttell, Lisa O’Brien
Other Attendees: Melissa Battite, Director of Recreation and Community Programs; Sandhya
Beebee, Liaison, Capital Expenditures Committee;
Ms. Fenollosa called the meeting to order at 4:03 PM.
Review and Approve Report to 2024 Annual Town Meeting – The Committee discussed final
changes and suggestions pertaining to the Committee’s 2024 Report to Annual Town Meeting.
Ms. Fenollosa shared a couple of grammar edits and wording suggestions received by the
Committee since the previous draft was circulated. Mr. Pressman suggested changing the
footnote regarding future year requests on the 5-Year Anticipated Requests for Funding chart to
read “These preliminary projections are subject to change based on multiple factors, such as:
the CPA funds available for allocation in FY26 and thereafter, the project applications received
in this period, and any decisions regarding the use of debt financing.” The Committee discussed
the suggestion and then agreed to make the change.
Ms. Fenollosa shared that the Committee was still waiting to hear back from DPW on questions
regarding two Public Ground Irrigation Improvement projects (FY 2019 Article 10(c) and FY
2024 Article 10(l)). Ms. Fenollosa explained that any necessary changes due to the response
would be reflected in the Report, but that the Committee should not have to meet again to
review such changes.
After a motion duly made and seconded, the Committee voted by a roll call vote to approve the
CPC Report to 2024 Annual Town Meeting, along with any subsequent minor/non-substantive
edits (7-0).

Minutes - After a motion duly made and seconded, the Committee voted by a roll call vote to
approve the minutes from the Public Meeting on 12/7/23, the Executive Session on 12/7/23,
the Public Meeting on 12/14/23, and the Public Hearing on 12-14-23 (7-0).
Committee Business- Ms. Fenollosa shared that there will not be another CPC meeting before
Town Meeting, and invited the Committee members to attend on the days CPC projects would
be discussed and voted on. Additionally, Ms. Fenollosa shared that she has requested that all
project applicants be present at Town Meeting on the day(s) their project is being voted.
After a motion duly made and seconded, the Committee voted by a roll call vote (7-0) to
adjourn at 4:27 PM.
