HomeMy WebLinkAbout2017-10-18-AC-min 10/18/2017 AC Minutes Minutes Town of Lexington Appropriation Committee (AC) October 18, 2017 Place and Time: Ellen Stone Room, Cary Memorial Building, 6:30 p.m. Members Present: John Bartenstein, Chair; Alan Levine, Vice-Chair& Secretary; Ellen Basch; Eric Michelson; Sanjay Padaki; Andrei Radulescu-Banu; Lily Manhua Yan; Jian Helen Yang; Carolyn Kosnoff, Assistant Town Manager, Finance (non-voting, ex- officio) Members)Absent: Richard Neumeier Other Attendees: None The meeting was called to order at 7:00 p.m. 1. Finalizing Positions on STM 2017-3 Articles • Article 8: Appropriate Design Funds for Visitors Center: Mr. Bartenstein reported that the Board of Selectmen (BoS) supported with a 4-1 vote an appropriation of$150,000 for this project. They voted 2-3 against including an additional $200,000 for construction documents. A motion was made and seconded to support an appropriation of$150,000 for Article 8. The motion passed. VOTE: 7-0-1 • Article 12: Appropriate Community Preservation Act Projects: Mr. Bartenstein reported that the BoS plans to indefinitely postpone both components of this article. • Article 5: Amend FY2018 Operating and Enterprise Funds: Ms. Kosnoff reported that the motion for Article 5 had been revised and the revisions are included in the most recent Town Meeting handout for motions related to Articles 2, 10, and 12 as well as 5. The Article 5 revisions reflect minor adjustments: o To eight of the FY2018 budget line items; o To the Massachusetts Water Resources Authority (MWRA)water and wastewater assessments; and o To debt service required for the Water Enterprise Fund. A motion was made and seconded to support Article 5 as most recently amended per the budget line items identified in the updated STM-3 motion handout. The motion passed. VOTE: 8-0 A motion was made and seconded to support the Article 5 amended portions for the Water Enterprise Fund identified in the handout. The motion passed. VOTE: 8-0 Mr. Michelson noted that some Town Meeting members had commented to him that the AC votes on articles included an unusual number of abstentions at this STM. It was agreed that if the Committee is unable to resolve the issues or lack of information leading 1 10/18/2017 AC Minutes to an abstention vote, it would be desirable to include some explanation of the reasons for abstentions in future written reports of this Committee. 2. Minutes A motion was made and seconded to approve the minutes for October 3, 2017 and October 9, 2017, with minor edits. The motion passed.
