PUBLIC COMMENT Dan McCabe requested to speak at the project update presentation. 3. MINUTES Approval of Minutes of Regular Meeting of October 11, 2017 Upon a motion by Nicholas Santosuosso and seconded by Robert D. Peters, the Board voted to approve the Minutes of Regular Meeting of October 11, 2017. Peters and seconded by Nicholas Santosuosso, the Board voted to accept the Bills and Checks as presented for October 2017. The roll call vote was as follows: YEAS NAYS ABSTAIN ABSENT Weidong Wang NONE NONE Melinda Walker Nicholas Santosuosso Richard F. Perry Robert D. Peters 5. EXECUTIVE DIRECTOR'S REPORT A. LHA Financials Caileen has tabled to next month as Jenna is coming next week to do these. The budget guidelines are not out yet, we anticipate soon. We continue to operate at the same level. B. 2018 Payment standards HUD has released the FMR's for 2018. HUD allows housing authorities to increase the FMR up to 120%. We find that 110%increases enough for our residents to find units in our area. This is a balance of utilizing our funding and vouchers. Upon a motion by Robert D. Peters and seconded by Nicholas Santosuosso, the Board voted to approve the 2018 Payment standards. Pine Grove update Every Wednesday Caileen participates in a phone meeting with all interested parties. The Regulatory Agreement and CPA agreement with the Town and Mass Housing are approved. The Board asked for clarification of tenant selection. This needs to go before the Lexington Board of Selectman hopefully on 11/27/17. The closing will follow. D. Project Updates Greeley Village There was a project meeting yesterday. 42 of the 100 porches are complete. Caileen and the architect did a walk through and started the punch list. Blinds need to be installed as well as thresholds and new locks. The contractor anticipates another 4 weeks to complete. Dan McCabe spoke about the project and that tenants are unhappy. He did not mention specific items that need to be corrected. As Caileen reported, the punch list has been created and all items will be addressed. The project is ongoing. 2 Caileen also stated that tenants have called to say they are happy with the new porches and doors and that units are warmer now. It was suggested to ask tenants to attend the next Board meeting if they have concerns. 87 Hill Street The porch will be complete this week and the building department will sign off. Vynebrooke Village The paving project is in the pipeline. The design will be done over the winter and construction will begin in the spring. E. PMR results DHCD came out on 10/23/17 to conduct the Performance Management Review. They said that our work order system is exemplary and asked if we would be willing to take phone calls from other agencies about our system. The desk review found an issue with finances/budget. We were 10.2%under budget for general expense even after budget revision. They inspected 3 random units. Some issues were found and corrected. Caileen responded with two areas they could change; more notification of report requests and changing the budget actual requirements to something more practical. F. SEMAP score We received a score of 100% and are still designated a High Performer. This score relates to Section 8 funding subsidies. G. Any other new business that may come before the Board DHCD has issued a notice regarding tenant Board members. The new legislation will not be in place for the spring 2018 election.
